A regular -meeting of the Board of Public Safety was held on Monday, May 15,
1961 at 10:00 A.M. DST:' A11- members were present.` - Minutes of the' last"
regular meeting were read and approved. Vouchers were ordered paid to the
various suppliers.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION
Comes now F. Jay Nimtz, attorney representing property located at 524 S.
William Street owned by Esther Frank Litow of 106 E. Angela, South Bend,
Indiana, and requests an extension of time to get estimates on the cost
of various repairs for said property.
After hearing Mr. Nimtz, the'Board granted an extension in order to
secure figures from various contractors and suppliers. Case continued
until June 19, 1961. At this time the owner, Esther Frank Litow will
detemine whether property will be repaired or removed.
AWARDING OF BIDS - DEMOLITION OF SUB -STANDARD PROPERTIES
Comes now John Grabarz of the Sub -Standard Division of the Building Department,
and reports that the lowest bids received for the demolition of the following
properties were from the B & 0 W reckiegg Company. The bids are as follows:
414 Melkus Court $185.00
324 W. Garst St. 250.00
835 S. Jackson St. 260.00
All the above bids are understood to be bid "with salvage."
Since it appears that the B & 0 Wrecking Company has the lowest and best bid,
it is the decision of the Board of Safety that the B & 0 Wrecking Company
be awarded the bids, with salvage for the demolition of the above -described
properties, provided sufficient insurance is on file and all other provisions
with reference to such demolition are followed.
RE: HEARING - SUB -STANDARD DIVISION
A progress report concerning property located at 2509 Longley Avenue,
reported as owned by Wallace Mitchell and Walter Radlauer was presented to
the Board by Mr. John Grabarz.
Mr. Grabarz reported that Mr. Radlauer's sister reported that Mr. Radlauer had
no interest in said property, although Mr. Radlauer had not notified the
Sub -Standard Division of the Building Department of this, as requested.
It was the decision of the Board to continue this case for two weeks, or
until May 29, 1961.
AGREEMENT - STLDEBAKER-PACKARD & CITY OF SOUTH BEND (TRAFFIC SIGNAL)
An Agreement between Studebaker -Packard Corporation and the City of South
Bend, Indiana for the installation of a traffic signal actuated by a magnetic
detector located in the 500 block of Sample Street. Said material and equipment
paid for by S-P. Corporation.
It is further agreed that the Corporation shall purchase and provide all necessary
equipment and materials necessary for the operation of the actuated traffic
signals; the Corporation conveys all right, title and interest in and to all
materials and equipment to the City of South Bend.'
The City shall install said traffic equipment at its own expense and under
the direction of the office of the Traffic Engineer of the City of South Benda
The Corporation shall supply all electrical energy necessary for the operation
of said facilities. Upon completion of the installation, all control thereof
shall be under the rules, regulatins and laws of the City of South Bend and
under all rules and regulations of the Traffic Engineer which are not inconsistent
with pending ordinances and statutes.

It is further understood that all employees of the Traffic Engineer or
whoever the City may designate may enter the premises of the Corporation
at any time to repair, maintain and service said traffic signal.
It is further understood that from and after said installation,it shall
be the continuous responsibility of the City to maintain, service and repair
said installation at its own expense andu%her this shall include any
signals of any tpe which are installed.
POLICE DEPARTMENT (RETIREMENT).
The Board approved the request of Officer Louis Jankowski for retirement
from the Police Department. Officer Jankowski requested said retirement
to be effective June 16, 1961. Request granted.
REQUEST: CIVIL DEFENSE (CONFERENCE OF INTERNATIONAL ASSOCIATION OF CIVIL
DEFENSE PUBLIC INFORMATION OFFICERS
Lt. Carroll Parfitt, Executive Director of Civil Defense request permission
to send Cpt. Robert Miller, in his capacity as C.D. Public Information
Officer to the conference of International Association of Civil Defsnes
Public Information Officers in Washington, D.C. on May 2:24 24 and 25, 1961.
Police Chief Dutrieux approves this action, provided the C.D. Department
will defrey the expenses.
® The Board grants this request, provided there is sufficient funds in the
budget for this assignment.
POLICE DEPARTMENT (APPLICATION)

FIRE`_ RARTMENr (APPLICATION)
Application from Robert Eugene Ceochowalski for the Fire Department was
examined, accepted and ordered placed on file.
ELECTRICAL DEPARTMENT (STREET LIGHT)
Following the recommendation of Nicholas Horvath;- Superintendent, of the
Electrical Department, an increase of a street light at Cushing & Oak
Streets from 4000 to 6000 lumens was approved.
Also, the following installation was.approved:
1 - 4000 lumen in 1300 Block Queen Street.
OUTAGE REPORTS
A Street Light Outage Report was accepted and ordered placed on file.
DEPARTMENT OF WEIGHTS & MEASURES
The monthly report for April from the Department of #eights & Measures 'was
accepted and ordered placed on file.
There being no further business to come before the Board, the meeting was
adjourned at 11:00 A.M. �J
