HomeMy WebLinkAbout05/08/61 Board of Public Works MinutesMay 89 1961 A regular meeting of the Board of Public Safety was held on Monday, May 81, 1961 at 10:00 A.M. DST. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were ordered paid to the various suppliers. OPENING OF BIDS ( POLICE CAR) The time now being after 10:00 A.M. it was so announced and bids for the purchase of a Sedan for the Police Department were opened and read aloud. Proofs of Publication from The South Bend Tribune with affidavit signed by Robert DeLong and The Record with affidavit signed by Walter Clements were found sufficient. The following proposals were received: Freeman -Spicer Co.. Inc. 520 S. Altman After examination of the above proposals, it was the decision of the Board that the bid be awarded to Freeman -Spicer Co., Inc., since this appeared to be the lowest bid, provided said proposal meets specifications. REQUEST TO ADVERTISE FOR BIDS (POLICE CARS) Comes now Police Chief Dutrieux and requests permission to advertise for six Sedans for use of the Police Depzrtment. The Board, having been advised that there is sufficient money in the budget for such purchases, authorizes the Clerk to -place advertisements in The South Bend Tribune and The Record on May 12, and May 19. Bids will be opened on Monday, May 22, 1961 at 10:00 A.M. DST. PLANS AND SPECIFICATIONS - FIRE STATION NO. 13 PERMISSION TO ADVERTISE FOR BIDS Comes now Callis Miller, Architect, with Plans and Specifications for the remodeling of Fire I£ation No. 13. Said Plans were approved, subject to changes `to:be-made°by',Mi..C.Miller at the recommendation of the Board. The Clerk of the Board was directed to advertise for bids in connection with the following work to be done in the remodeling of Fire Station No. 13: 1. Architectural Trades 2. Heating and T-emperature Control; Plumbing and Drainage 3. Electrical Wiring and Fixtures. 1 1 Advertisements will be placedon May 12 and May 19, 1961. Sealed bids will be accepted until 10:00 A.M. DST on the 5th day of June, 1961 at the Office of the Board of'Tublic Works & Safety. REQUEST.::. OFF STREET PARKING SURVEY (COUNCILMAN COLEMAN) Comes now`Councilman Coleman and requests a'statement from the Board of. Safety outlining the us,: hat would be made of any money that might be appropriated and made available to the Board with reference to Off Street Parking. lr::keeping with this request, the foilowing'letter was directed to the Members of the Common Council: To the Common Council City Hall South Bend, Indiana Gentlemen: RE: Off Street Parking Survey A request has been made that the Board of Public Works & Safety state its position with reference to the Off Street Parking Survey, if the Imm Countil made the required funds available to the Board. If these funds were made available, the Board would include the following ' in the Plans and Specifications: 1. Origin and destination study. 2. Use and occupancy study. 3. A study as to whether or not curb parking spaces are being properly used, whether time limits and cost are proper, whether more police enforcements should be applied, and whether use of "Meter Maids" should be recommended. 4. A study of one way streets to and from the downtown business area. 5. A survey of a method of expediting traffic. 6. A survey of parking problems in.all neighborhood _business areas. 7. A study to ascertain whether more parking meters are necessary and whether unoccupied space should be used for meters. S. An overall study of all matters pertaining to off street sparking needs to :expedite :_traffic -in the community. Respectfully submitted, (S) Irving J. Smith, Chairman Board of Public Safety - AREA PLAWING AND DEVELOPMENT COMMITTEE ( ROUTE 31) A letter to the above--stated:SubOCommittee, more particularly, Mr. Andrew A. Toth, Chairman, from Mayor Frank J. Bruggner, was directed to the attention of the Board. The letter deals with the dual laning of. Route 31 between Kokomo. -and South Bend and the completion of the Route 20 by-pass. In the letter, Mayor Bruggner, expresses his concern and deep interest in these matters and is ready to meet with Mr. Toth and all interested repres- entatives in regard to this program and further to arrange: a ;meeting, *th Governor Welch and do a.11 things necessary to help expedite said dual laning ! program. Also, the Mayor states that it is his desire that the Board of Public Works & Safety be present to assist in these deliberations. FIRE DEPARTMENT: SERVICE PENSION Comes now Fire Chief Andrzejewski', as president of the Firemen's Pension Fund, and requests the Board's approval for the monthly Service Pension for Fireman Joseph Barany which has been acted upon favorably by the Pension Board. Said Fireman Barany has been examined by the medical examiner for the Pension Board and found physically fit to perform fire service. Therefore a service pension is in order. Payment of such pa-neion shall become effective May 169 1961 which coincides with the applicants termination of fire service. This action is governer by the provisions of the pension laws; whereby his tenure of service from June 162 1932 to May 161, 1961 has made the applicant fully qualified to participate in,all benefits therefrom pursuant to law made and provided for such purposes. After examination and deliberations on the record, the Board approves the action of the Pension Board as presented above. FIRE DEPARTMENT APPLICATION An application for thd'Fire Department from Duane Richard Radzikowski was accepted and ordered placed on file. SPECIAL -POLICE APPLICATION An application for Special Auxiliary School Patrol from Gaynelle Virgilene Norris was accepted and ordered placed on file. ELECTRICAL DEPARTMENT (STREET LIGHT) At the recommendation of Nicholas Horvath, of the Electrical Department the following installation was approved: 1 - 4000 lumen street light at 413 S. Meade St. SPECIAL POLICE BOND Bond for special police from Garwood Schroff was approved by the Board and ordered placed on file. OUTAGE REPORT Street Light Outage Report was examined and ordered placed on file. BUILDING DEPARTMENT (SUB -STANDARD DIVISION) Comes now Miss Pearl Danr, owner of two dwellings located at 513 and 515 E. Pennsylvania Avenue at the request of the Sub -Standard Division of.the Building Department and the Board to show cause why her property which is vacant and sub -standard has not been brought up to standard in acoordance with the request of the Building Department. Miss Darr contended that she had been unable to secure the services of a contractor to do the necessary repairs and that she did not have sufficient money for extensive repairs. After hearing Miss Darr, it was the decision of the Board that John Grabarz meet with Miss Darr and assist Miss Dari-and contractor. After a contractor had been contacted by Miss Darr, Mr. Grabarz was directed to meet with the contractor Miss Darr chooses and advise said contractor and Miss Darr what repairs are necessary to bring property up to standard. This meeting shall occur within ten days of this date. II I I A report of the findings of the 'contractor and Mr. Grabarz-is to be made to.the Board on May 29, 1961 at which time the P4,ard will decide what action shall be taken. There being no further business to come before the Board, the meeting was adjourned at 11:00 A.M.
