FIRE DEPARTMENT (APPLICATIONS)
The following applications for the Fire Department were accepted and ordered
placed on filer Michael Richard Ewald, Stanley Joseph Kosek, Jr.
There being no further business to come before the Board, the meeting was
adjourned at 10:45 A.M.

A regular meeting of the Board of Public Safety was held on Monday, April 249
1961, at 10:00 A.M. All'members were present. Minutes of the last regular
meeting were read and approved. Vouchers were ordered paid to the various
suppliers.
FIRE DEPARTMENT (PENSION FUND)
In accordance with the recommendation of the Firemen's Pension Fund and the
findings of Drs. R. Vol. Spenner, medical examiner and Dr. Egan, the Board
approves the pensioning of Fireman John Wishing. Said retirement shall
become effective May 1, 1961.
FIREMEN'S ANNUAL BALL
A letter from the South Bend Firemen's Association by Benedict- Kowalski, Dance
Chairman, to the Board requested permission to hold their annual ball in the
Drill Hall at Notre Dame on Tuesday, June 13, 1961. Permission granted.
APPLICATION (FIRE DEPARTMENT)
An application for the Fire Department from John P. Spergl was accepted and
ordered placed on file.
TRAFFIC ENGINEER (REQUEST: COUNCILMAN LEHMAN)
A letter from Councilman Lehman regarding traffic signs and traffic control
in the 5th district was presented to the Board, examined and referred to the
Traffic Engineer for examination and report.
TRAFFIC ENGINEER (ATTEND MEETING)
Comes now Clem Hazinski, Traffic Engineer, and requests permission- to attend
a meeting on Traffic gngineering in Indianapolis on April 270 1961 in the
afternoon. Permission granted.
POLICE DEPARTMENT (ADVERTISE FOR SEDAN)
Comes now Chief of Police Dutrieux and requested permission to advertise for
the purchase of a new Sedan for the Department. The Board, having been advised
that there is sufficient money in the budget for such a purchase, granted
permission. The Clerk of the Board was directed to place advertisements in
The South Bend Tribune and The Record on April 28 and May 52 1961. Sealed
bids will be opened at 10:00 A.M. DST on Monday, May 8, 1961.
ADVERTISE ('AUcrION BICYCLES)
The Clerk of the Board was directed to advertise for the sale at auction of
bicycles that have been abandoned or stolen. Advertisements will be p�Aced
in The South Bend Tribune and The Record on April 28 and May 50 1961 and
auction will be held on Wednesday, May 16, 1961 at 2:00 P.M. DST in City
Hall Court. In the event of rain the auction shall be postponed until
Thursday, May 11, 1961 at the same hour and place.
SPECIAL POLICE (ODNTINUATION CERTIFICATE)
Continuation Certificate for Special Police Officer William Krill was
accepted and ordered placed on file.
SPECIAL POLICE (APPROVED)
Application of Robert Marlowe Smith for Special Police Officer was approved
by the Board. Bond ''or said Robert Marlowe Smith.was also accepted and
ordered placed on file.
FIRE STATION NO. 13 (CALLIX MILLER - PLANS)
Comes now Callix Miller, Architect, with plans for Fire Station No. 13.
It was the decision of the Board to continue the examination of said plans
for one week, or until n1iay 12 1961.
_REQUEST. UNITED AUTOMOBILE, AIRCRAFT, AGRICULTURAL IMiPLEMEiNtT WORKERS OF
AMERI CA ( UAW -CIO) ANGLE PARKING
A request from Mr. Louis G. Nagy, President of the United- Automobile Workers
Union,for angle parking facilities in front of their new building now
being constructed at 1426 S. Main Street was presented to the Board.
Inasmuch as this request is inconsistent with the City's program to do away
with angle parking because of the hazards involved by such parking, it is
the,dec�ion of the Board that this request should be denied.
Inasmuch as this group has discussed this situation with Clem Hazinski,
Traffic Engineer, the Board refers this matter`. back to the Traffic Engineer
with the request that some solution be worked out, if possible, to the
satisfaction of all concernedrby regulating time limits for parking.
EL_ECrRI CAL DEPARTMENT ( PETITION FOR STREET LIGHT )
A petition from Mx. Henry F. Ganus and others for a street light at the'
first alley south of `Nestern, behind Kolacz Grocery Store was presented to
the Board. The�Aoard referred this petition to the Electrical Department
for investigation and recommendation.
BUILDING DEPARTIVIENT ( GERMAN
Comes now Verner Lane, Building Commissioner, and requests permission to take
whatever steps are necessary to correct hazards brought about by the collapse
of a basement wall in the Greater B.U. Club, located at 610 N. Walnut.
Permission granted.
BUILDING DEPARTMENT - SUB STANDARD DIVISION ( HEARINGS)
Comes now Nicholas Cholis, attorney for George Riadkidakis, owner of property
located at 322 W. Garst Street and requested a 30 day extension in order to
demolish the structure.
Permission granted and case continued until May 29, 1961.
A hearing on property owned by Gafill D-X Oil Company, located at 702 Portage
Avenue, known as Lulu's Restaurant, was held at which time Mr. G. F. Defiel
appeared for Gafill D-X Oil Company.
It was the decision of the Boaald that this property be brought up to Code,
and the Sub' -standard Division of the Building Department has ordered the
following to be done:

1. The second floor apartment should be vacated. (The Sub -standard
Dovision has arbitrarily decided on a vacation date of next
rental payment). Said apartment shall remain vacated.
2. Immediate action be taken to correct hazardous condition
.of all chimneys on the exterior of the building.
3. 'This agreement shall be in force for a period not to exceed
one year and more specifically and arbitrarily May 1$ 1962.
Captain_Downs,cFite: Inspector also appeared and wished to go on record
that the upstairs apartment must be vacated permanently.
Comes now John Grabarz of the Sub -Standard Division of the Building
Department, with reference to property located at 414 Melkus Court,
and requests permission to advertise for bids to have property demolished.
Mr. Grabarz advised the Board that this property has been turned over to
the Department of Public Welfare and was directed by the Board to notify
this department of the intention to demolish said structure. Case was
continued for one week, or until May 12 1961 .for this purpose of notification.

BUILDING DEPARTMENT - RE: REQUEST FOR PLANTER AT WRIGHT'S RESTALRANr
Comes now Mr. Schopmeyer, contractor, and requests permission of the Board

OD to erect.a.planter which would extend over part of a public sidewalk
at property known as VVright's Restaurant at 415 N. Michigan Street.
This matter was referred to Mr. Vern Lane, Building Commission, for his
investigation'and report. Case continued until May 1, 1961.
ELECTRICAL DEPARTMENT (OUTAGE REPORT)
A Street Light Outage Report was accepted by the Board and ordered placed
on file.
There being no further business to come before the Board, the meeting
was adjourned at 10:45 A.M.
