Home My WebLink About03/13/61 Board of Public Works MinutesMarch 13, 1961 A regular meeting of the Board of Public Safety was held on Monday, March 13, 1961 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were ordered paid to the various suppliers. TRAFFIC ENGINEER REQUESTS(SEMINAR) - (ROAD SCHOOL) -- Comes now Clem Hazinski, Traffic Engineer, and requests permission to attend a seminar of the American Automobile Association and the Chicago Motor Club to be held in Springfield, Illinois, at which seminar Mr.. Hazinski has been requested to lecture on Pedestrian Safety. This meeting will be attended by safety and law enforcement officiels of the State of Illinois. The seminar will be held on March 23 and March 24. There will be no expense to the City. Permission granted. Clem Hazinski also requests permission to attend a Road School to be held at Purdue University in Lafayette, Indiana, from March 28 through March 30, 1961. Permission granted. REQUEST: TRAFFIC SIGNALS (HICKORY ROAD- BY MAYOR BRUGGNER Mayor Bruggner has requested further study made on the possibility of traffic signals on Hickory Road. The Board had previously requested the State Highway Commission to install traffic signals on Logan and McKinley because of increased traffic conditions and said request had been denied. The Mayor has note instituted another request based upon the traffic conditions on Hickory Road and McKinley . The Traffic Engineer now reports that there is a possibility that a favorable consideration may be forthcoming from the State Highway Commission and that the request for installation of traffic lights will be granted. This decision may be made within two weeks, according to the Traffic Engineer. BUILDING DEPARTMENT ( HOUSE MOVE ) Comes now Verner Lane who requests the Board to approve a house move from 1225 S. Twyckenham Drive to 1745 Fremont Street. The house is owned by Cecil W. Fowler and the mover is Mitschelen House Movers. Verner Lane informs the Board that notice: of said move has been submitted to property owners on Fremont Street and said Building Commissioner also informs the Board of requirements to be met before, house can be occupied. Mr. bane further informs the Board that full indemnities and certain requirements on prior move have not been ful- filed. Permit will be issued at such a time as requirements for move at 218 E. Altgeld Street have been met. The conditions of move are as follows: a. Provide adequate footings and foundations to meet code requirements. b. Provide adequate supporting members for floor system. c. Repair roof eaves as necessary. d. Install eave troughs e. Grade must conform to general topography of area. The move which will cross Twyckenham Bridge is approved, as is the move over the railroad tracks. BUILDING DEPARTMENT BIDS) Bids for demolition of structure at 217 S. Walnut were received and reviewed by the Building Department and reported to the Board. The following bids were received: _Ham The Wrecker $285.00 without salvage B & 0 Wrecking Co. 290.00 it. " Joseph Ksiezopolski 300.00 to ' it It was the decision of the Board that the bid be let to Ham, The Wrecker. SUB -STANDARD DIVISION Comes now John Grabarz of the Sub -Standard Division of the Building Department and reports that orders issued to Josefa Jaworski, owner of properties at 61.2 Jacks6r Street and 514 S. Bendix Drive, both sub -standard dwellings, had not been complied with. Registered mailyl return receipt requested, had been mailed to the owner at 22727nLiberty Highway, South Bend, Indiana and such notice was acknowledged as having been received concerning these properties. After due consideration, the Board takes the following action: The orders issued by the Sub -Standard Division of the Building Department for these properties must be complied with within thirty days from this date. Upon failure to comply with these orders issued within the time specified, the Building Department is hereby authorized to advertise for demolition of the subject structures. Should there be any question regarding these decisions, the owner may appear at any Board meeting within the thirty day period to show cause why orders are not carried out. BUILDING DEPARTMENT REQUEST (CONFERENCE) Permission was granted Verner Lane and John Grabarz to attend a conference of Building Officials of America in Philadelphia from May 21 to May 25, 1961. ELECTRICAL DEPARTMENT( REQUEST OF COUNCILMAN TELLSON) Following the recommendation of Nicholas Horvath, Superintendent of the Alectrical Department an installation of a 4000 lumen street light in the mid-400 Block of 'Nest Madison Street was approved. This installation as the result of a petition to the attention of Councilman Tellson. TRAFFIC DEPARTMENT ( STOP SIGNS The following stop signs were approved installed at the recommendation of the Traffic Engineer: Stop sign installed on Kenmore St., northwest corner at Sample Stop sign installed on Dundee Str, northwest corner at Sample. POLICE DEPARTMENT REQUEST (ATTEND AIRBORNE TRAINING) Permission was granted Detective Sergeant Russell L. Hunt to attend Airborne Training at Fort Benning, Georgia from March 25m to April 23, 1961 at his own expense. Sgt. Hunt will take his vacation and accumulated time for this period of duty. SPECIAL POLICE Appbintmant of Joseph Sipocz as Special Police Officer was approved by the Board. SPECIAL POLICE BOND Special Policeman's Bond for Albert A. Vascil was approved by the Board and ordered placed on file. POLICE AUXILIARY SCHOOL PATROL APPLICATION Application of Ramona Jo -Ann Wilbur as Police Auxiliary School Patrol was accepted by the Board and ordered placed on file. POLICE DFPART VENT REPORT A Report for the month of January, 1961 from the Police Department was accepted and ordered placed on file. FIRE DEPARTMENT ( RETIREMENr) Comes now Fire Chief Ahdrzejewski as President of the Firemen's Pension Fund and recommends that Battali6n.Chief in Charge of Inspection Edward D. Smith be placed on retirement. Said disability retirement has been approved by the Pension Fund Trustees after recommendation by Dr. R. W. Spenner. Said Chief Smith's monthly allotment will be pursuant to law made and provided for the disability retirement phase of the Pension Fund. The Board, after examination, approves such retirement under the provisions set up by the Pension Fund Trustees and said retirement shall become effective April 1, 1961. 1 1 1 1 1 1 FIRE DEPARTMENT APPLICATION Application from Daniel.Plencner for the Fire Department was accepted by the Board and ordered placed on file. STREET LIGHT OUTAGE REPORT Street Light Outage Reports were accepted and ordered placed on file. There being no further business to come before the Board, the meeting was adjourned at 11:00 A.M. SPECIAL POLICE Appointment of Thomas Michael Bloom as a Special Poltce Officer was approved by the Board. POLICE DEPARTMENT REPORT The Police Department Report for the month of February, 1961 was accepted and ordered placed on file.
