There being no further business to come before the Board, the meeting was adjourned at 11:00 A.M. Chair n test; Anth, lyl J. Sabo, Clerk February 27, 1961 A regular meeting of the Board of Public Safety was held on Monday, February 27, 1961 at 10:00 A.M. All members were present. Minutes of the last previous meeting were read and approvied. Vouchers were ordered paid to the various suppliers. AWARDING OF BID (FIRE DEPARTMENT SNORKEL) The Board, having examined the bid submitted by Pitman Manufacturing Company for a hydraulic aerial platform for the Fire Department and having found the specifications to be satisfactory, the bid of said Pitman Manufacturing Company is accepted and the secretary directed to so notify the manufacturer. The bid reads as follows: Pitman Manufacturing Co. P.O. Box 572 Granfview, Mi souri 1 - Pitman Snorkel hydraulic aerial platform, chassis and eauipment all in accordance with your specifications $45,338.39 Prices quoted are f.o.b. South Bend, Ind. Delivery - 180 to 200 calendar days. MCKINLEY HIGHWAY PARKING RESOLUTION (REMONSTRANCE Comes now Robert M. Edwards of 628 Irvington Avenue and several other property owners in this area to protest a Resolution drawn up by the Board and forwarded to the State Highway Department, attention of the Engineer in LaPorte, Indiana, with reference to traffic ban on McKinley (U.S.20). Mr. Edwards submitted a letter setting forth the objections to such a traffic ban. Among the objections were: (a') such a ban would adversely effect the utilization of propetty owned by Mr. Edwards; (b) property owners along the proposed route were not informed prior to the adoption of said Resolution; (c) such a ban for all property owners, as proposed, results from one localized residential -commercial parking dispute; (d) adequate methods of enforcement exist to prevent truck parking without prohibiting all parking; (6) that more heavily traveled and hazardous state routes exist and are not under such a no parking ban. After hearing all remonstrators, the Board advised them that the Resolution was adopted after examination of a report from the Traffic Engineer regard ing hazardous traffic conditions on McKinley; that parking on city streets is a privilege and not a right and no advanced notice of traffic ban in the interests of public safety is required. The Board further advised the remonstrators that, since McKinley Highway is a State highway (U.S. 20) any traffic ban falls under the jurisdiction of the State Highway Department and it is the duty of that Department to deny or confirm the Resolution in question. The remonstrators were advised to contact the State Highway Department and request a public hearing for the purpose of remonstrating the no parking Resolution. The Board also accepted the letter referred to above from Mr. Robert Edwards and ordered that it be placed on file. FIRE DEPARTMENT APPOINTMENTS Comes now Fire Chief Alex Andrzejewski with the recommendation of the Firemen's Pension Fund Trustees. Said Board of_Truttees in regular session unanimously recommended that the applications of Raymond Anthony Cieslik and Carl Joseph Zwierzynski be accepted for membership in the Firemen's Pension Fund; that said applicants had successfully s• passed medical examinations and had qualified in all other prescribed entrance requirements and that said applicants were qualified to fill posts in the Fire Department. The Board, following the recommendation of the Fire Chief and the Firemen's Pension Fund, and having examined said recommendations hereby appoints Raymond Antyony Cieslik to the Fire Department and Carl Joseph Zwierzynski to the Fire Department. Mr. Zgierzynski will be assigned to the Electrical Department. Both appointments will become effective March 1, 1961. FIRE DEPARTMENT DISABILITY RETIREMENT Comes now Eire Chief Alex Andrzejewski with a recommendation of the Firemen's Pension Fund Trustees that Russell Hoffman, now a member of the Fire Department, be retired under a monthly disability pension of 35% of a fully paid first class firemen's salary. Said disability retirement is based on the provisions of the pension fund and the recommendation of Dr. R. W. Spenner, medical examiner, whose physical findings were to the effect that the physical incapacitation of said fireman would forestall him from performing the vigorous duties incident to the fire service. After due deliberation, the Board approves the recommendation of the Fire Chief and the Pension Fund Trustees and the disability retirement will be granted, effective March 16, 196.1. POLICE DEPARTMENT APPLICATION An application for the Police Department from Frank Kopetski was accepted and ordered placed on file. POLICE DEPARTMENT PROMOTION Comes now Police Chief J. Charles Dutrieux and recommends that Police Officer Daniel Radman be promoted to the rank of Corporal, effective March 1, 1961. After due deliberation, the Board approved the promotion as recommended by the Chief. TRAFFIC ENGINEERING DEPARTMENT (TRAFFIC SIGNS) Following the recommendation of Clem Hazinski, Traffic Engineer, the following traffic installations were approved: Yield Right of Way signs on Rose Street, both sides, at Hass Street. ELECTRICAL DEPARTMENT (STREET LIGHT Following the recommendation of Nicholas Horvath, Superintendent of the Electrical Department, the Board approved the installation of a 4 000 lumen street light in the 900 Block of North Hill St. STREET LIGHT OUTAGE REPORT A Street Light Outage Report was examined by the Board and ordered placed on file. POLICE DEPARTMENT RETIREMENT Police Officer John F. Ranschaert submits a letter advising the Board that as of February 24, 1961 he will have completed 20 years service and requests permission to retire on March 169 1961 after terminal leave from March 11 1961 to March 159 1961. Said proposal, having been approved by Chief Dutrleux, is granted by the Board under the terms set forth above. BUILDING DEPARTMENT - SUB STANDARD DIVISION Comes now Verner Lane, Building Commissioner, wit.h;rbference to property located at 217.-2172 S. Walnut Street. In connection with the demolition of this property, Mr. Lane advised the Board that two bids were received, neither of which wer6 legal and requests permission to readvertise. Permission granted and case continued. BUILDING DEPARTMENT FINANCIAL REPORT The Annual Financial Report for 1960 for the Building Department was presented to the Board, examined, accepted and ordered placed on file. BUILDING DEPARTMENT - SUB STANDARD DIVISION (DISMISSAL OF SUIT) A copy of a dismissal of a law snit filed in Staperior Court No. 1 by Rev. Bowles as Plaintiff against the City of South Bend was submitted to the Board, accepted and ordered placed on file.
