All members were present. Minutes of the last regular meeting and the special meeting were read and approved. Vouchers were ordered paid to the various suppliers. OPENING OF BIDS - ELECTRICAL DEPARTMENT The time now being after 10:00 A.M. it was so announced and the bids for the sedan for the Electrical Department were opened and read aloud. Proofs of publication from The South Bend Tribune with affidavit signed by Robert DeLong and The Record with- affidavid signed by William Slavick were sound sufficient. The following bids were received: Newman & Altman, Inc. 220 E. OPENING OF BIDS - FIRE DEPARTMENT (SNORKEL) The time now being after 10:00 A.M. it was so announced and the bid:_. for the motorized hydraulic aerial platform for the Fire Department was opened and read aloud. Proofs of publication from The South Bend Tribune with affidavit signed by Robert DeLong and The Record with affidavit signed by William Slavich were found sufficient. The following bid was received: Pitman Manufacturing Co. P.O. Bpx 571 Grandview, Missouri 1 - Pitman Snorkel hydraulic aerial platform, chassis and equipment all in accordance with your specifications $45,338,39 For Torque converter transmission instead synchro-mesh, add to above price 2,635.00 Prices quoted are. f.o.b. The Board will consider the matter further and action will be taken not later than February 27, 1961. RE: LETTERS CONCERNING "SNORKEL" Letters from FWD Corporation, Clintonville, Wisconsin and The Seagrave Corporation, Columbus, Ohio were submitted to the Board thanking the Board for the specifications on the hydraulic aerial platform and explaining that these companies were not submitting a bid because they do not manufacture the type of platform required. The letter were examined and ordered placed on file. BUILDING DEPARTMENT - (SUB STANDARD DIVISION) With reference to the property located at 523 N. St. Joseph Street, Mr. Wilmer Tolle and Miss Laura Sheets of the Department of Public Welfare appeared before the Board to discuss the possible sale of the above -described property. The Board, after hearing the details concerning this property, granted a continuance of 90 days in order to give sufficient time to bring certain matters to completion and to take proper court action necessary to accomplish this. Hearing continued until May 22, 1961. Comes now Captain Downs of the Fire Department and reports that the property known as 221 S. Kentucky has now been removed and that the structure located at 225 S. Kentucky is now completely vacated. This is in compliance with an order issued by the Board. With reference to the property at 2509 Longley, owned by Wallace Mitchell, a continuant was granted Mr. Mitchell in order to bring this property up to standard. Mr. Grabarz reported that, up to this date, the property has not been brought up to standard. The Board, therefore, gives Mr. Grabarz permission to advertise for bids in order to demolish said structure and further directs Mr. Grabarz to so notify Mr. Mitchell of this intention. REPORT: CIVIL DEFENSE(A,DVISORY BOARD MEETING) Minutes of the Civil Defense of St. Joseph County Advisory Board were referred to the Board, accepted and ordered placed on file. POLICE DEPARTMENT APPLICATION An application from Robert E. Griesinger for the Police Department was accepted by the Board and ordered placed on file. An application from James Raymond Verhagen for the Police Department was accepted and ordered placed on file. SPECIAL POLICE APPLICATION Application from William Sanford Penn for Special Police Officer was approved by the Board, and ordered placed on file. ELECTRICAL DEPARTMENT ( STREET LIGHT PETITION) A petition from Mrs. Earl Black and others for a streetlight at alley at middle of 900 block on Hill Street was referred to the Electrical Department for investigation and recommendation. 1 1 TRAFFIC ENGINEER (TRAFFIC SIGNS) Following the recommendation of the Traffic Engineer, the following installations of stop signs were approved: Stogy Sign installed on Eunice Drive, southeast corner, at McKinley Highway (US 20) Stop Sign installed on Tuxedo Drive, southeast corner, at McKinley Highway (US 20) Stop Signs installed on Rush Street, both sides, at Haney Street. TRAFFIC ENGINEER.: (MCKINLEY HIGHWAY US 20) Clem Hazinski, Traffic Engineer, presented a progress report on the hazardous condition which exists on McKinley Highway (US 20) between Ironwood Drive and the east City Limits which is Logan Street. After investigation, Mr. Hazinski recommended that a Resolution be drawn up and forwarded to the Ifidiana State Highway Department Engineer, Mr. Ralph Chapin, LaPorte, Indiana prohibiting parking on the above -mentioned highway. lkll The following Resolution was unanimously approved by the Board and copy r-i of d6dument ordered forwarded to the Indiana State Highway Department, C/o Mr. Ralph Chapin, Assistant Engineer, Traffic, LaPorte, Ind., with a request that this Resolution be examined and confirmed. RESOLUTION OF THE BOARD OF PUBLIC WORKS & SAFETY OF THE CITY OF SOUFH BEND INDIANA WHEREAS, an investigation has been made as to traffic conditions on McKinley Highway, known as U.S. 209 between Ironwood Drive and the east City Limits which is Logan Street, and WHEREAS, it has been ascertained that traffic is of such a nature that parking on the highway or along the shoulder of said highway creates a hazard and WHEREAS, it is the opinion of the Board that traffic conditions could be controlled if parking is prohibited, BE IT THEREFORE RESOLVED, that the Board of Public Works & Safety prohibit parking on said above -mentioned highway or shoulder and the Board goes on record requesting the Indiana State Highway Department to confirm this Resolution and take all action prohibiting said parking. Adopted this 20th day of February, 1961 RAY S. ANDRYSIAK EDWIN L. DAVIES IRVING J. SMITH STREET LIGHT OUTAGE REPORT Street Light Outage Report was accepted and ordered placed on file. REQUEST: FIRE DEPARTMENT (LESTER DOTY RE: RACEWAY AREA) Comes now Captain Downs of the Fire Department and reports that the raceway is being used to dump rubbish and also to burn trash and requests the Board to take action on this. It is established that Lester Doty, of 331 E. LaSalle is owner of property and that he is responsible for the use of the raceway for the above -mentioned purposes. The Board ruled that a letter be addressed to Mr. Doty, directing him to cease and desist all such fires and dumping of undesirable rubbish and further, that no refuse or garbage of any kidd be dumped on said property without specific permission of the City Engineer who will permit dumping of suitable material only, since this raceway will one day become a street. There being no further business to come before the Board, the meeting was adjourned at 11:00 A.M. Chair n test; Anth, lyl J. Minutes of the last previous meeting were read and approved. Vouchers were ordered paid to the various suppliers. AWARDING OF BID (FIRE DEPARTMENT SNORKEL) The Board, having examined the bid submitted by Pitman Manufacturing Company for a hydraulic aerial platform for the Fire Department and having found the specifications to be satisfactory, the bid of said Pitman Manufacturing Company is accepted and the secretary directed to so notify the manufacturer. The bid reads as follows: Pitman Manufacturing Co. P.O. Box 572 Granfview, Missouri 1 - Pitman Snorkel hydraulic aerial platform, chassis and eauipment all in accordance with your specifications $459338.39 Prices quoted are f.o.b. South Bend, Ind. Delivery - 180 to 200 calendar days. MCKINLEY HIGHWAY PARKING RESOLUTION (REMONSTRANCE) Comes now Robert M. Edwards of 628 Irvington Avenue and several other property owners in this area to protest a Resolution drawn up by the Board and forwarded to the State Highway Department, attention of the Engineer in LaPorte, Indiana, with reference to traffic ban on McKinley (U.S.20). Mr. Edwards submitted a letter setting forth the objections to such a traffic ban. Among the objections were: (a) such a ban would adversely effect the utilization of propetty owned by Mr. Edwards; (b) property owners along the proposed route were not informed prior to the adoption of said Resolution; (c) such a ban for all property owners, as proposed, results from one localized residential -commercial parking dispute; (d) adequate methods of enforcement exist to prevent truck parking without prohibiting all parking; (d) that more heavily traveled and hazardous state rmutes exist and are not under such a no parking ban.
