A regular meeting of the Board of Public Safety was held on Tuesday, February
14, 1961 at 10:00 A.M. All members were present. Minutes of the last regular
meeting.were re4d and approved. Vouchers were approved and ordered paid to the
various suppliers.
FIRE DEPARTMENT PENSION FUND DISABILITY PENSION AND FIRE DEPARTMENT APPOINTMENT')
Comes now Alex Andrzejewski, Fire Chief and Firemen's Pension President and submits
a letter to the Board with reference to the following business:
1. The. Pension Fund of the Fire Department submits to the Board the fact
that Joseph P. Fokey of the Fire Department is disabled and is unable to continue
performance of his duties on the Fire Department. Said Joseph P. Fokey's
request for such disability pension has been found acceptable by the Pension
Fund. The Board therefore approves the action of the Pension Fund and said
termination shall become effective on March 1, 1961.
2. The application to the South::-Bend`,Electrical Department (Alarm Station)
of Roy Richard Lowman, Jr., having been examined by the Pension Fund has
been found acceptable by the Board of Trustees.
The Board of Safety, having examined said application of Roy Richard Lowman, Jr.
finds that he is physically and mentally capable to perform the duties of the
Electrical Department (Alarm Station1,and further, that he has been examined
by Dr. R. W. Spenner, medical examiner for the Pension Fund and found physically
and mentally,fit; therefore, said applicant is appointed to the South Bend
Electrical Department, effective February 16, 1961.
AGREEMENT - CALLIX MILLER (RE: FIRE STATION NO. 13
An agreement between Callix Miller, Architect, and the Board of Public Works
& Safety for the City of South Bend, covering architectural services in
connection with such remodeling, such service fee being Eight (8) Percent,
was approved by the Board and signed this date.
Mr. Miller is directed by the Board to draw up such Plans and Specifications
for said remodeling as are required.
FIRE DEPARTMENT APPLICATION
An application for the Firs Department for Robert Donald Relos was accepted
and ordered placed onfile.
F_IREMEN'S PENSION FUND REPORT
The Financial Statement for the year ending December 31, 1960 for the Firemen's
Pension Fund was accepted by the Board and ordered pla ced on file.
AWARDING OF BIDS (POLICE DEPARTMENT)
With reference to the bids for 5 Sedans for the Police Department, after
examination of said bids, it appears that the lowest and best bid is from
Freeman -Spicer Co., Inc. and fof.t he -Motor cycle, the best and lowest bid is
from Harley-Davidson Sales. The bids are as follows:

The above -described bids are awarded to Freeman -Spicer Co., Inc. and Harley-
Davidson Sales as of this date.
BIa LDING DEPARTMENT (SUB -STANDARD DIVISION_)
Rev. Bowles appears before the Board in reference to a condemnation order here-
to -fore entered for the demolishment of property at 203-215 S. Kentucky
Street, to request a continuation of said demolishment order.
After hearing Rev. Bowles the Board agrees to continue said case to April
4, 1961 at which time the building must be completely removed. This
continuance is subject to the withdrawal of a law suit pending in Superior Ct.#1
St.Jot.County Court within one week from this date. If this suit is not
dismissed by February 20, 1961 any order entered into for a continuance
will become null and void. The Clerk of the Board is directed to ascertain
that lawsuit is dismissed as ordered. If suit is not dismissed Building
Department will proceed with orders pending result of court action, on
February 24, 1961. ,
Comes now Rev. Liggens with reference to the property located at 225 S.
Kentucky Street and requests a continuance of said case. Rev. Liggens
was reminded by the Board that order to vacate premises referred to all
persons residing at the above address. Request for continuance was refused
by the Board and Rev. Liggens ordered to vacate premises by February 15,
1961 as per the original order.
A progress report concerning 217-2172 S. Walnut revealed that the demolish-
ment order has not been carried out, owner has not appeared as directed.
The Sub -standard Division of the Building Department was ordered to proceed
to get bids for demolishment and submit to the Board for examination.
Comes now Verner Lane, Building Commissioner with signed statement from
Clarence Robbins who declares that he is the sole survivitig-heir.bf property
commonly known as 1809 N. Meade Street and grants to the Building Depart-
ment permission to demolish the building in any manner it sees fit.
A signed statement from Helen Jackson Graham and a statement from the Board
of Commissioners for St. Joseph County were also submitted to the Board
with reference to property located at 1817 N. Meade Street. Said statements
declare that the Building Department may demolish said building in any
manner it sees fit.
Since it is the desire of the Fire Department to use the above -described
properties for fire practice, the Building Department is directed to coordinate
all matters with the Fire Department and to observe caution so as to
protect life and property. Such permission is subject to condition that
Helen Jackson Graham does not have a husband.
BUILDING DEPARTMENT REQUEST (ATTEND MEETING)
Comes now Verner. Lane, Building Commissioner, and requests permission to attend
a meeting on February 21, 1961 in Bloomington, Indiana. Mr. Lane has been
invited to speak at the meeting of the Council of the City of Bloomington.
He will defray the costs of such a trip. Permission granted.
_WEIGHT'S & MEASURES DEPARTMENT REPORT
Bert S. Cichowicz, City Sealer, submitted a report of the Weights & Measures
Department for the month of January, 1961. Report was accepted and ordered
placed on file.
Mr. Cichowicz also submitted a letter from a manager of a supermarket commending
the Department for effecting a substantial saving to the store by reason of
the fact that, upon checking the scales, the scales were found faulty, thus
causing the store's' 16ss: of revenue.
STREET LIGHT OUFAGE REPORT
Street Light Outage Report was accepted and ordered placed on file.

SPECIAL POLICE BONDS
The following Special Police Bonds were accepted, approved and ordered placed
on file: Bendix Corporation for their Special Police employees, list of such
employees attached, Frank Skibinski, Andrew J. Konya and Joseph Pyclik.
There being no further business to come before the Board, the meeting was
adjourned at 10:45 A.M.
