All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. AWARDING OF BID - (BUILDING DEPARTMENT With reference to the bids for a Sedan for the Building Department, after due - examination it appears that the lowest and best bid for said Sedan is from Freeman -Spicer Co., Inc. The bid reads as follows. Freeman -Spicer Co., Inc. 520 5 Lafayette Blvd. South Bend, Ind. 1 - 1961 Studebaker Lark Deluxe 4 Door S@dan $1,941.36 (Special Discounted Price) Less Federal Tax 179.84 Less Trade In 150.00 Net Delivered Price $1,611.52 It is the decision of the Board that said bid be awarded to Freeman -Spicer Co., Inc. as of this date. ►� OPENING OF BIDS - P©LICE DEP.ARTMENf (MOTORCYCLE) The time now being after 10:00 A.M. it was so announced and the bid for the Motorcycle was opened and red aloud. Proofs of publication from The South Bend Tribune with affidavit signed by Robert DeLong and The Record with affidavit signed by William Slavick were found sufficient. In. $10,816.95 Less Federal Tax on 5 cars 981.55 Less (5) Trade-In:-�Cars 470,61,63,64,66 1,300.00 Total net delivered difference price for 5 cars. 8;535.40 Certified check for $890 signed by Victor Freeman Non -collusion Affidavit signed by Victor Freeman Since it appears that the above is the only bid received, said bid will be examined and, if found fair and proper, will be awarded not later than Tuesday, February 14, 1961. _CIVIL DEFENSE ADVISORY COMMITTEE MEETINGS_ At the direction of Mayor Bruggner, the Board now requests that the following meet with the Civil Defense Director at least once each month. Mr. Anthony J. Sabo shall act as Secretary and will represent the Board of Public Works & Safety and will further be held responsible to ascertain that said meet- ings are held at least once each month: Miss Virginia Guthrie, Messrs. Granville Ziegler and Howard Nqble. The first such meeting will be held on Wednesday, February 8 at 3:30 P.M. in the Office of Civil Defense. TRAFFIC ENGINEER REPORTS COUNCILMAN LEHMAN.7REQ[� S - (EUNICE & MCKINLEY) A request made by Councilman T. W. Lehman for the installation of stop signs at the intersection of Haney and Rush Street, Haney and Carroll and Haney and St. ,Koseph Street was referred to the Traffic Engineer for investigation and report. Clem Hazinski, Traffic Engineer, submitted a report in which he states that a study at Rash and Hattey indicates a need for stop signs on Rush Street at N@nry Street. It is recommended that stop signs be installed at that intersection. However, a study of the intersections of Haney and Carroll and Henry and St. Joseph shows that traffic control signs are already installed and it is the recommendation of the Traffic Engineer that no addition are needed at this time. After due deliberation, the Board confirms the recommendations of the Traffic Engineer. A communication to Councilman T. W. Lehman from Mrs. Dale Schoner, 122 E. Broadway, was referred to the Traffic Engineer for investigation and report. Mrs. Schoner requested installation of "walk -wait" signals at the intersection of Michigan Street (U.S.31) and Broadway. The Traffic Engineer reported that this installation involves the State Highway and was discussed with members of the Traffic Engineering Depart- ment in Indianapolis by him on a recent visit to that city. The State Highway Traffic Engineering Department recommended that a study be made and report forwarded to them for a decision. This study is now being made and the Traffic Engineer will reports back to the Board upon receipt of additional information. A progress report concerning the traffic situation at Eunice Drive and McKinley Highway (U.S.20) referred to Verner Lane and Clem Hazinski of the Building Department and Traffic Engineering Dept. respectively, was presented to the Board. A study of this intersection and traffic conditions there resulted in the finding that on certain times of the day there is an obstruction to visibility to the west when tractor -trailed units or other vehicles park along the bern of the highway. Since this is a state Highway, the parking can be prohibited by submission of a resolution to the Indiana State Highway Department. Following the recommendation of Messrs. Lane and Hazinski, the Board directed Mr. Hazinski to submit a resolution at the next Board meeting, requesting the State Highway Department to eliminate parking on McKinley for a distance to be determined by the Traffic Engineering Department. RE: PURCHASE OF LAND (IRELAND ROAD WEST OF MIAMI) FIRE DEPARTMENT A letter from Raymond Lang, Engineer, to Place & Company, Inc. regarding property on Ireland road, West of Miami, said property described in the letter, was presented to the Board. The Fire Chief was directed by the Board to prepare all documents in connection with the purchase of this land for the Fire Station, and the letter ordered placed on file. A print, attached to the letter, of the property in question was ordered placed on file. TRAFFIC ENGINEER TRAFFIC SIGNS) The Board recommended the installation of the following traffic signal: Yield Right of Way Sign on southwest corner of Manchester Drive at Edison Road, replaced with a Stop Sign. FIRE CHIEF REQUEST -(ATTEND CONFERENCE IN MEMPHIS) Comes now Fire Chief Alex Andr2ejewski and requests permission for himself and Assistant Chief Lederer and Captain Flary to go to a Fire Department Instructors' Conference in Memphis Tennessee from February 27, through March 4, 1961. The Board, having been assured that there are sufficient funds in the budget for such a trip, hereby approves the trip. FIRE DEPARTMENT APPLICATION An application for the Fire Department from Richard Daniel Matuszak was accepted and ordered placed on file. BUILDING DEPARTMENT HEARINGS - SUB -STANDARD DIVISION Comes now Reverend Liggens, owner of permises known as 225 S. Kentucky Street and requests the Board that he'_:be given the opportunity to tear down said structure, at 225 S. Kentucky Street. Rev. Liggens requests 90 days for tearing down structure. After hearing statements from Reverend Liggens, the Building Department and Captain Downs of the Fire Department and having ascertained that the health and well being of persons are in danger under present conditions, permission was granted for a 90 day extension , conditioned upon the removal of all living persons of said structure, not later than February 15, 1961. Said daft for vacating of premises has been chosen by Reverend Liggens as he desires that much time for said vacating of building. If occupants are not removed by February 159 1961, said order of extension shall be null and void and the Building Department shall be instructed to proceed for the removal and demolishment of said building. SUB -STANDARD DIVISION (DEMOLITION BIDS) John Grabarz, of the Sub -Standard Division of the Building appears before the Board and states that the bid of Joseph Ksiezopolski for the demolition of structure at 203 S. Kentucky Street is the low bid, without salvage. Said bid is $ 175.00 With reference to the demolition of structure at 215 S. Kentucky Street, Mr. Grabarz reports to the Braid that the low bid is submitted by B & 0 Wreaking Company. Said bid is $225 without salvage, $175 with salvage. Mr. Grabarz further requested permission of the Board to write to Joseph Ksiezopolski and B & 0 Wrecking Company and request that they hold their bids firm for a period of not more than 90 days from this date so that legal matters concerning these properties can be completed. The Board directs the Sub -Standard Division of Building Department to award bids to low bidders and also grants permission to contact bidders with reference to the 90 day waitidg period as explained above. Comes now Mrs. Wright of 719 Dunn St. to show cause why demolition orddr for this property had not been €arried out. Mrs. Wright advised the Board that Mr. Wright was ill and, further, that demolition of accessory buildings had been completed. After hearing Mrs.41right, it appeared to the Board that there was a misunderstanding concerning the demolition order. Mr. Grabarz was directed to visit Mr. Wright in his home and explain the requirements to him, and also to make an effort to re -locate Mr. and Mrs. Wright in the Plaza Apartments, a newly completed housing project. Hearing was continued to a future date. With reference to the property at ,313'N.`Scott Street, owned by Damid Oberg, a letter from Mr. Oberg was introducted to the Board. Mr. Oberg stated his intention of bringing the property up to standard as soon as he was finanically able to do so. Mr. Grabarg was directed by the Board to communicate with Mr. Oberg and request a definite date for said repairs. Hearing continued. SPECIAL. POLICE BOND Special Police Bond for Milton A. Gilbert was approved and ordered placed on file. BUILDING?:DEPARTMENT MONTHLY REPORT A report for the month of January 1961 from the Building Department was accepted and ordered placed on file. ELECTRICAL DEPARTMENT REQUEST TO ADVERTISE (PASSENGER AUTOMOBILE) Comes now Nicholas Horvath, Superintendent of the Electrical Department and requests permission to advertise for the purchase of one passenger automobile for the Electrical Department. Permission of the Board is granted for such a purchase, conditioned upon the fact that there is sufficient funds in the budget for such a purchase. The Clerk of the Board is directed to place advertisements in The South Bend Tribune and The Record on February 10 and February 17. Bids will be opened at the meeting of the Board on February 20, 1961.
