A regular meeting of the Board of Public Safety was held on Monday, January
23, 1961 at 10:00 A.M. All members were present. Minutes of the last regular
meeting were read and approved. Vouchers were approved and ordered paid to
the various suppliers.
BUILDING DEPARTMENT - SUB STANDARD DIVISION PERMISSION TO ADVERTISE)
Comes now John Grabarz, of the Sub -Standard Division of the Building Department,
and requests permission to advertise for the demolition of property owned
by Rev. Bowles. Said property located at 203-215 S. Kentucky Street. This
property was condemned in 1959. Case was appealed and continued for 60 days.
To date nothing has been done to bring property up to standard.
The Board, after hearing review of case, ordered Mr. Grabarz to prod6ed
according to original order.
Mr. Grabarz presents a progress report on property located at 1205 King Street.
The owner of this property was ordered by the Boad in December, 1960 to
have structure vacated and bring it up to standard by January 9, 1961 or
said property would" -be demolished. To date this has not been done.
Comes now Mr. H. DeMott, new owner of this property and requests an extension
of time in order to bring property up to standard. He further states that
he is award of the Building Department requirements concerning this property.
The Board continues said case until April 24, 1961. If said premises are
not brought up to standard in compliance with the Building Department require-
ments by this date the Building Department shall proceed with condemnation and
demolishment.
A progress report on property at 1809 N. Meade Street, owner being Omar Robbins,
deceased, shows that the survivor, Clarence Robbins, has no interest in said
property nor funds to bring it up to standard and is willing and anxious to
have structure demolished. Mr. Grabarz directed by the Boaxid to secure
release from survivor.
A progress report on property located at 1813 N. Meade Street shows that it is
County owned, that is,a part of an estate.that has allowed taxes to accumulate.
�' Mr. Grabarz informed the Boarid that he would like to investigate the possibility
of using this property for a Fire Department training ground.
After hearing Mr. Grabarz, the Board directed him to secure permission of the
present owners for this use.
Comes now Mrs. Wilkes with reference to property she owns at 1412 W. Washington
Avenue, more particularly an accessory building in the rear of this address
which is not up to standard. Mrs. Wilkes respectfully requests permission of
the Board for a continuance of this case. Permission granted and case continued
for 60 days in order to bring structure up to standard.
POLICE DEPARTMENT APPOINTMENTS
The following applicart s, having met all requirements both physical and mental
and having successfully passed all tests and having been unanimously accepted
by the Pension Fund Board, and having been recommended by the Police Chief are
now duly appointed to the South Bend Police Department and sworn in at this
time: Richard I. Chlebek, 11372 W. Jefferson, Robert E� Riddle, 3542 S.
Fellows Street.
The ppp6lhtments are effective as of this date.
BOND - SPECIAL POLICE
A Bond for Fred J. Martel, Special Police Officer, was approved by the Board and
ordered placed on file.
POLICE DEPARTMENT (ADVERTISE FOR VEHICLES
Comes now Police Chief J. Charles Dutrieux, and requests permission to advertise
for the purchase of 5 new four door Sedans and 1 Police Service Car Motorcycle.

The Chief, having advised the Board that there is sufficient money in the budget
for such purchases and having been assured by the Controller that said budget
has been examined and found ample, such Permission is granted. The Clerk is
directed to advertise for sealed bids in The South Bend Tribune and The
Record on January 27 and February 3, 1961. Bids will be opened at 10:00 A.M.
on February 6, 1961.
RE: POLICE DEPARTMENT ACCIDENT REPORT_
A report of ,an accident on January 13, 1961 involving a squad car was reported
by Officer L;B. Pastrick. The Clerk was directed to follow through on this
accident to ascertain that damages were paid.by insurance company.
FIRE DEPARTMENT APPLICATIONS
Applications for thef-ollewing'candidates for the Fire Department were accepted
and ordered placed on file: William John Gish, Joseph Bognar.
TRAFFIC ENGINEERING DEPARTMENT (STOP SIGNS
The Board approved the installation of Stop Signs on High Street, both sides,
at Fairview Street.
REQUEST OF COUNCILMAN LEHMAN (TRAFFIC SIGNS
r�l A letter from Councilman T. W. Lehman, 5th District, to the Board, requested
a traffic count at the following locations to determine the need for stop signs:
Haney and Rush Sts.
Haney and Carroll Sts.
Haney and St. Joseph St.
Councilman Lehman also forwarded a copy of a letter from Mrs. Dale Schoner
concerning the intersection of Broadway and Michigan Street. Mrs. Schoner
alleges that traffic light at that corner is so short-tthat it is impossible
to cross street on the green light.
These requests were referred to the Traffic Engineer for investigation and
report.
T_R_AFFIC ENGINEER REQUEST (INDIANAPOLIS MEETINGS)
Comes now Clem Hazinski, Traffic Engineer and requests permission to attend
a meeting in Indianapolis on January 26 of the Institute of Traffic Engineers
and to confer with the State Highway Department in Indianapolis on January
27. The Board, having been assured that there is sufficient funds in the
Department's budget to cover this trip, permission granted.
ELECTRICAL DEPARTMENT
Following the recommendation of Nicholas Horvath of the Lectrical Department,
the Board approved the installation of a 2500 lumen light in alley of the
1600 Block South Magnolia St.
BUILDING DEPARTMENT REQUEST (ATTEND MEETING
Comes now Verner Lane, Building Department Commissioner, and requests permission
to attend a meeting of the National'_Association of Home Builders in Chicago on
January 30 and January 31, 1961. The Board, being assured that the cost of
said trip will be the responsibility of the Home Builders Association, permission
was granted.
AGREEMENT FOR FIRE PROTECTION (PORTAGE TOWNSHIP)
An agreement made and entered into on the 3rd day of January, 1961 between the
City of South Bend and Portage Township for fire protection was approved by the
Board and ordered placed on file.
POLICE DEPARTMENT COMMENDATION (PHOTOGRAPHERS)
The Mayor, through the Board of Public Works & Safety, and the Board,wished to
commend the photographers in the Police Department for the splendid work done
in connection with the location and re -location of the Armory in South Bend.

The Clerk of the Board was directed to send a letter to the Chief of Police
bo notify him of this action.
There being no further business to come before the Board, the meeting was
adjourned at 10:45 A.M.
