HomeMy WebLinkAbout09/19/60 Board of Public Works MinutesSeptember 19, 1960 A regular meeting of the Board of Public Safety was held on Monday, September 192 1960 at 10:00 A.M. All members were present. Minutes of the previous regular meeting and the Special meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers: TRAFFIC DEPARTMENT - ADVERTISE FOR BIDS.: Comes now Clem Hazinski of the Traffic Department and requests permission to purchase a 1961 1 ton pick-up truck for the Department in trade for a 1956 2 ton pick-up truck. Mr. Hazinski assured the Board that he has sufficient funds in his budget for such a purchase. Under these circumstances, the Board grants permission and directs the Clerk of the Board to so advertise in The South Bend Tribune and The Record on September 23 and September 30, 1960. Sealed bids will be received at 9:00 A.M. C.S.T. in the office of the Board on October 31 1960. INDIANA & MICHIGAN REQUEST -TOWN TOWERS MOTEL A request from Indiana and Michigan Electric Company in the form of .a letter :signed byfA. J. Diedrich, Division Supervisor of Transmission and.Distribution, to construct and install various transformer vault and duct banks on Michigan Street so that the Town Towers Motel will be provided with adequate electrical service was granted, and letter and attached print approved and ordered placed on file. PETITION FOR STREET LIGHT A petition from Mr. Walter Phillips and others for a street light on the Southwest corner of Bendix Drive between Jefferson and Washington was referred to the Electrical Department for investigation and report. BUILDING DEPARTMENT - HOUSE MOVES Comes now Vernon Lane, Building Department Commissioner, with requests for the following house moves: A house to be moved from 2318 S. Michigan Street to 921 E. Fairview, owned by Anna.Saros, the mover to be Lewis Mitschelen. Mr. Lane reported that this house is now a two-family unit but would have to be converted into a one -family unit to meet area requirements.It has been inspected by the Building Inspector and electrical wiring is found sufficient. Residents of the Fairview area appeared before the Board to remonstrate this house move. They contended that houses on either side of the proposed new address are bungalows and the two story house will not conform to the other dwellings. They also wished to be assured that the lot on Fairview would not be graded any higher than adjacent lots and that the lot which is 40 feet in width would be sufficient for said dwelling. Mr. Smith advised the remonstrators that there was no law to require that all houses in the area be bungalows. He directed the Building Department to set up requirements for this proposed house move and, if house meets such requirements, the move would be approved. Mr. Vernon Lane submitted the requirements already set up for this house move: a. Foundation b. Adequate beam and columns through center of joists. c. Handrails on stairways d. Remove or repair front porch roof e. Siding needs some repairs and protective coat of paint f. Eave troughs g. Clean-up wiring and install additional electrical convenience outlets as required. by code. h. Replace trap on sink (upstairs apt.) i. Rear grade door needs repairs. J. Chimney top possibly needs repairs A house to be moved from 1730 N. Sheridan Avenue to 1658 N. Meade Street. This dwelling is owned by Virgil Place and the mover is Lewis Mitschelen. This house has been inspected by the Building Department. The Board therefore approves the move, subject to the conditions recommended by the Building Department. a. Adequate Foundations b. Check for and install adequate supports for floor joists c. Provide adequate head room for cellar stairs d. Interior Walls and ceilings need some repair and decorating e. Provide conforming stairs to 2nd floor f. Eave troughs are required g. Replace broken glass Accessory Building: h. Roof needs repair i. Siding needs some repair j. Center column between.doors needs repair k. Beams for rafters are adequate Electrical: a. Clean up wiring and provide additional outlets to meet code requirements. A house to be moved from 1810 Sheridan Avenue to 1739 N. Sheridan Avenue, owned by Dale Besheres, mover -to be Lewis Mitschelen. This dwelling has been inspected by the Building Department Inspector. One BX cabling is needed in basement. The Board approves the move, provided the owner conforms to the following conditions: a. Pro* ider'1§ootings and foundation b. Provide adequate supports for 2x6 floor joist Plumbing:` a. Provide vent for kitchen sink BUILDING DEPARTMENT - HEARINGS Vernon Lane, Building Commissioner, comes before the Board to advise that the matter of the property at 5#5 Hill Street, owned by Paul Shapiro, concerns the install- ation of a barbeque pit with stack extending over public property, and further that no permit was e1er obtained for erection of said barbeque pit. The Board directed the Building Department to assess a fine for failure to obtain a permit and to instruct the owner to obtain sufficient insurance, indemnifying the City of South Bend for injury or property damage, in connection with the above -mentioned barbeque pit. SUB -STANDARD DIVISION BUILDING DEPARTMENT HEARINGS Comes now Mrs. Joseph Varga, representing her mother, 427 S. Chicago Street, with reference to a small four room bungalow located at 518 S. Chicago Street. The Building Department reported to the Board that this bungalow was overcrowded and directed the owner to see that this condition was rectified, and also that building was brought up to standard. Since no action was taken on this order, the owner was requested to appear before the Board to show cause why the order had been ignored. Mrs. Varga advised the Board that the Welfare Department had visited her and had given permission for present tenants in bungalow to remain. She further stated that dwelling could be brought up to standard in one month. The Board directed that the Welfare Department be contacted for assistance in finding another place for present tenants to live and, immediately upon vacancy, said bungalow is to be brought up to standard within 30 days, or by October 10, 1960. Concerning the property at 201ij,_7203 E. Keasey, comes now John Grabarz and advises the Board that he had been authorized to advertise for bids for the demolition of a structure at the above address, but that, through an error, all persons affected by this demolition were not notified. Mr. Grabarz requests the Board tp set aside this authorization for such advertising so that all persons could be notified. Request granted and Mr. Grabarz directed to send letters of notification to all interested persons, return receipt requested. Sub -Standard. Division is to inform the Board and set date for hearing. With reference to the property located at 523 N. St. Joseph Street, Mr. Grabarz requested permission to postpone the demolition for 30 days —or until October 179 1960. Request granted and M`r. GrabABz directed to report'ck to"the Board at that time. With reference to Walter Mitchell at 2509 Longley, Mr. Grabarz advised the Board that he was proceeding to advertise for bids for demolition of this property as previously ordered by the Board. With reference to the property located at 522 E. Keasey Street, belonging to Mr. Fairs the Board directed Mr. Fair to bring property up to standard within 60 days now directs the Building Department to advise Mr. Fair to appear before the Board 1 on September 26, 1960 at 9:00 A.M. C.S.T. to show cause why demolition proceedings should not be carried out. A monthly report from the Division of Weights and Measures was examined by the 'Board and ordered placed on file. Street Light Outage Report was examined and ordered placed on file. The following applications for the Fire Department were accepted and ordered placed on file: Lorenzo Hill, Robert E. Cornelis, Dennis M. Tubbs, James P. Makielski, Richard Orlowski. There being no further business to come before the Board, the meeting was adjourned at 11:30 A.M. Attest: Antho Sabo, Clerk September 26, 1960 A regular meeting of the Board of Public Safety was held on Monday, September 261, 1960 at 9:00 A.M. CST. All members were present. Minutes of the previous regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT - HOUSE MOVE Comes now Vernon Lane and requests permission for moving a dwelling from 2318 S. Michigan Street to 218 E. Altgeld Street. The Board approved the move of this dwelling from the Michigan Street address to 921 E. Fairview at the meeting of September 19, 1960 and set up the requirements to be followed to conform to the Building Code. Since the house will now be moved to another location, the Board directs that the same requirements be met since this new address is also an "A" residential area.' Remonstrators appeared before the Board with questions concerning this proposed move. Their objections were overcome by the requirements set up by the Building Department. The Board further specified that the mover must file insurance indemnifying the residents in the area in case of damage. The mover, Lewis Mitschelen, also appeared before,the Board and assured the Board that a licensed tree trimmer is employed by him so that any trees that must be trimmed will be trimmed and balanced to the best of his ability. .The move is permitted, upon the stipulation that all requirements as set up by the Building Department and the Board be met. BUILDING DEPARTMENT - AWARDING OF BIDS Comes now Vernon Lane, Building Department Commissioner and advises the Board that as a result of advertising for bids for demolition of property the B & 0 Wrecking Company had submitted the following bids for the following locations: 805 S. Bendix Drive Without Salvage $325.00 With Salvage 200.00 730 S. Carlisle St. Without Salvage $375.00 With Salvage 275.00 The owners will decide whether to include salvage. The Board, having been advised by Mr. Lane, that the above bids are fair and in order, directs that
