HomeMy WebLinkAbout08/08/60 Board of Public Works MinutesAugust 8, 1960 A regular meeting of the Board of Public Safety was held on Monday, August 8, 1960 at 10:00 A.M. All members were present. Minutes of the previous meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. SUPPLEMENTAL AGREEMENT - PUBLIC STREET LIGHTING - INDIANA & MICHIGAN ELECTRIC CO. A supplemental agreement between the Indiana & Michigan Electric Company and the City of South Bend stipulating that "it shall continue to be the policy of the Indiana & Michigan Electric Company, not to discriminate in the hiring of - employees by reason of race, color, creed or national origin" was approved by the Board and ordered attached to the Contract. BIDS FOR POLICE DEPARTMENT Comes now Police Chief Dutrieux with a request that the Board of Works advertise for the purchase of one 1960 2 door sedan for use of the Department. He further states that there is sufficient funds in the budget to warrant this Pyt3chase. The Board directed that specifications be prepared and the Clerk to advertise in The Record and The South Bend Tribune, advertisements to appear on August 12 and August 19, 1960. Bids will be received by the Board on August 22, at 10:00 A.M. SETTLEMENT OF ACCIDENT TO FIRE DEPARTMENT VEHICLE Mr. Irving J. Smith, City Attorney, reports that a case by the City of South Bend against Casimer Sobieski and Frances Prentkowski as the result of damages to a < fire department vehicle which occurred on July 13, 1960 had been satisfactorily 'e!r settled. Settlement was made by virtue of taking a vehicle instead of cash. `- Also submitted was a bill of sale from Newman & Altman, Inc. which has been paid and shows that the vehicle has been delivered to the Fire Department. A release has been executed. The documents concerning this were approved and ordered placed on file. A report from Clem Hazinski, Traffic Engineer, on the condition of bushes located at the corner of St. Peter and St. Vincent Street and also a busy at 1120 St. Peter Street, advised the Board that these bushes are located in such a way as to not obstruct view of vehicular traffic. Mr. Retek, foreman of the Department, did not recommend the cutting of these bushes as traffic hazards. The recommendation was upheld by the Board and the report ordered placed on file. An application from Littie Julia Borowski for Police Auxiliary School Patrol was examined by the Board, accepted and ordered placed on file. A request from Elnora P. Stickley, Policewoman, that she be placed on retirement, effective September 16, 1960, with terminal leave from September 1, 1960 through Seprember. 15, 1960, was examined and approved. Nicholas Horfath, Superintendent of the Electrical Department, recommends the installation of street lights. Following the recommendation, the Board orders the following installations: 4000 lumen street lights at the following locations in the Twyckenham Hills Section "L". 1. Brookmede and Ironwood 2. " and Cooper Court 3. " and Wexham Court - 4. " and Evesham Court 5. Cooper Court Circle. (Lot 457) 6. Midway between Wexham Court and Evesham Court 4000 lumen street lights in the.Scottsdale Addition, Section "A". 1. At Orkney Court (Lot 9 S 10) 2. At '" " and York Road 3. Argyle Drive and York Road 4. Argyle Drive and Inverness Lane 5. Sutherland Lane and Inverness Lane 6• " to and York Road 7. 2 - 6000 lumen lights at Ireland and York Road (Mounted on stone entrance) A petition from Robert Jeske and others for a Street Light on Westmoor Street from Olive Street .to Meade Street was referred to the Electrical Department for recommendation and report. A Monthly Report from the Building Department was approved and ordered placed on file. The Clerk of the Board submitted a report on the complaint of Mr. Schroeder that smoke from a chimney from the Associates Investment Company facility on Ruskin Street constituted a nuisance. The Maintenance Supervisor of Associates Investment Company advised the Clerk that this matter has been corrected. Mr. Everet K. Koontz, 1217 E. Calvert Street submitted an application for a Special Police Office appointment. The application was approved by the Board and referred to the Police Chief for further action. Comes now John Grabarz of the Sub -Standard Division of the Building Department with a progress report on a dwelling at 142 N. Chicago Street3 owned by Mrs. Dgtis. An order to get this property up to standard had not been complied with and Mrs. Davis was requested to appear before the Board to show cause. Mrs. Davis advised that the property is in the hands of a realtor and will be vacated on August 13, 1960 and, prior to sale, will be protected and that it will not be occupied until brought up to standard. Hearing is continued for 60 days or the closest Monday thereafter. Mr. Seese, 110 N. Sadie Street, appeared before the Board to see what could be done with the dwelling at the above address. Since he has no objection to the demolition of said dwelling, the Board ordered the demolition of same, cost of such demolition will be assessed against the real estate. With reference to the building in the rear of 1612 N.. Meade Street, comes now Mr. Talboon to show cause why said building has not been moved or repaired as ordered. Mr. Talboon alleges that he has brought this building up to standard. The Building Department was directed by the Board to make an examination and the hearing was continued for two weeks. Mr. Talboon will appear before the Bond at that time. Comes now John Grabarz, Director of the Sub -Standard Division of the Building Department with Mr. Odem, 220 S. Cherry Street. Mr. Odem was directed to appear before the Board to show cause why structure at the above -mentioned property was not repaired by July 1, 1860 as ordered. After hearing Mr. Odem, the Board directed him to sign an affidavit that the necessary repairs will be completed by November 1, 1960. John Grabarz further reports that Rev. D. D. Wilson of 1059 Burns Avenue who was to complete repairs on this property and appear before thwiBoard on this date has not complied with this order. The Board directed Mr. Grabarz to direct an order to Rev. Wilson to appear before the Board in two weeks, or August 22, 1960 John Grabarz submitted a progress report on the dwelling located at 802 N. Sherman Avenue. The Board directed that the hearing on this case be continued for 60 days in order to bring the property up to standard. Comes now Hattie A:Harris, owner of the premises at 234 N. Chicago Street to advise the Board that improvements of the premises are now being made. At her request, the Board approved a continuance of this case. for 30 days in order to complete improvements. If more time is needed, the Board will grant an extension. There being no further business to come before the Board, the meeting was adjourned at 11:45 A.M. 14 Attest: Wthony J. Sabo, Clerk 1 I
