SPEC - (A) MORE OR LESS It is the intent of these specifications to describe a vehicle or piece of equipment for the City of South Bend. The unit shall be bid as a fully equipped complete unit as set out in the attached specifications. No partial or split bids will be accepted. Unit to be bid with and without trade-in if applicable. Vendor to complete bid proposal contained in this bid specification and attach to the submitted bid. These are minimum specifications. Any variation from the specifications must be spelled out on a separate deviation list in order for the bid to be valid. Fully Automated Cart Lift Mechanism Right Side Automated cart lifting mechanism to be on the right side of the vehicle. Mechanism to be equipped with a grab clamp using high friction rubber strapping to enable loading roll carts. Clamp to accept carts from 32 gallon to 110 gallon without adjustments. Unit shall have a minimum 0" to 108" horizontal reach from right side of vehicle. Unit shall be capable of lifting 450 lbs, maintain self leveling of bin throughout the dump cycle. Unit to include control to automatically start packing process after cart is dumped. Unit to include grabber work lights. All functions of the mechanism must operate at all engine speeds including idle. Unit to incorporate switches with the joystick to provide cushioning at the end of cylinder strokes. The joystick shall have an off switch for control of the grab clamp. A lock valve shall be integrated in the inner boom cylinder to 11 prevent any movement of the arm without actioning the joystick. Unit shall have secondary controls for the arm. Rear Tail Gate: To be 10 gauge minimum steel with two 2 YZ" minimum operating cylinders, automatic hydraulic locking mechanism and safety pin. Tail gate to include a rubber seal on both sides and bottom to prevent liquid leakage. Manual control valve with safety lock to be in the cab and to include light and audible alarm when tail gate is unlocked. Tail gate to include safety prop rod and hydraulic line flow restrictor to prevent sudden descent. Packer: Packer face plate and ram top thickness to be 1/4" AR-200 steel or equal. Packer to be guided on structural tubing guide rails. Packer panel shall be equipped with top, side and bottom wear bars. Bottom wear bars to be a minimum 3/8". Packer to be operated by two double acting cylinders capable of 800 lbs per cubic yard compaction. Cycle to be not more than 14 seconds at 1,200 engine RPM. Packer controls to be located in the cab, controls to be heavy duty, color coded, corrosion proof and weather resistant. Red emergency stop button shall stop packer ram movement at any time. Packer to be equipped with electronically controlled multi cycle timed or continuous operation system. System must be capable of packing at idle. The packing mechanism shall be capable of extending to the rear most end of the body, past full pack position, to provide off-loading function when tailgate is raised. Hydraulic System: Pump to be double vane type driven by a coupler to the front of the engine crank shaft. System to have proper overall volume, PSI and GPM ratings to operate all systems of the packer unit in accordance with engineering best practices. Vendor to submit a weight distribution chart for the unit bid indicating each axles load with body full and compacted with normal dry refuse to 900 lbs per cubic yard. Miscellaneous: All pivot points, cylinder based trunnions, cylinder rod ends and body hinge parts to be greasable from ground level. Body and hopper to be cleaned of all dirt and grit, steel gritblasted, urethane primed and finish with white IMRON 5000 or equal. Inner body cavity to be rust protected. Vendor to supply one parts, service, and operator's manual. Up to 16 hours of training to be included. Warranty: One full year complete unit. Engine and drive train extended warranties as specified. Hydraulic cylinders and pumps to be warranted for five (5) full years. Body to be warranted for one (1) full year. Successful bidder is responsible for all warranty repairs. Vendor to state nearest warranty dealer. If travel outside the City of South Bend is required for warranty repairs, transportation of the unit is the responsibility of the successful bidder. Transportation must take place within the next normal working day or the responsible party will be charged $100 per day late fee. Performance Evaluation: Each bidder should be prepared to provide the City with a unit for evaluation within 10 days of bid opening. A performance evaluation will be conducted by a team of City employees. Performance as determined by the City will be used to decide if the unit bid is responsive to the needs of the City of South Bend. The City of South Bend reserves the right to have a representative from an outside agency attend the performance evaluations. The results of these performance evaluations will be used to determine if the unit bid meets the minimum performance standards of the City of South Bend. The evaluation results are the property of the City of South Bend and cannot be used by anyone other than City employees for evaluation purposes. Quantity: One (1) more or less. Options: 1. City of South Bend, IN ASL bid due March 14, 2017 Bid Contract "Spec D —One (1) More or Less, 2016 or Newer, 28 Cubic Yard Single Arm, Side Loading Refuse Trucks" McNeilus Deviations Clarification List Below are the items where MCNeilus deviates from the specification Item D Specifications We are bidding a 31 cubic yard body in lieu of a 28 cubic yard body. The chassis will be a 2018 model year in lieu of 2016 model year. Chassis Chassis will have tow pins in lieu of tow hooks. The unit will not have provisions for a front engine PTO. Exhaust Unit does not require a rain cap and will have a side mounted exhaust diffuser. Electrical Unit will have 3 12V batteries with 2,280 CC in lieu of requested 2 battery setup. Battery shutoff will be located at battery box and not in cab. Jump start terminals will be mounted at battery box Frame Frame will not be extended 24" as it is not necessary for the pump configuration we are supplying. Frame will have the appropriate amount of frame necessary to mount our body and not necessarily 100" as requested. Page I of 3 Fuel Tank Cab Fuel tank will not be under cab, it will be mounted rear of the cab on the LH frame raiL RH steering column will not be tilt. We are not supplying a RH fender mounted heated convex mirror. The specifications call for all surfaces exposed to abrasion or wear must be AR400 or better. The McNeilus product meets this specification in the body except for the roof and rear side section of the body. These sections will be AR200. The floor will be a 3/16" AR200 floor and will incorporate a 3/16" AR400 body floor liner exceeding your specification requirement. The sidewalls in the compaction gone" will be AR450. The specification calls for a maximum outside height of 98". The ZR maximum outside height is 101" above frame rail Considering you currently run residential front loaders that are at roughly 13' 6" where the ZR on a Mack LR chassis should come in roughly around 12' (well under your existing units used for residential collection) this measurement should not affect operations. Arm Fully Automated Cart Lift Mechanism Right Side Your specification states for the arm mechanism "all functions of the mechanism must operate at all engine speeds including idle". This is not practical, and highly unlikely to be offered by any manufacturer, if you want your arm to hold together. We link our arm to function below a specified RPM as well as all operations operate at idle. You would not want your arm to operate at "highway speed". Your specification states the unit "will incorporate switches with the joystick to provide cushioning at the end of the cylinder strokes". We provide this automatically through our system's design. If you rely on an operator to reduce/prevent wear, which is provided through cushioning, you are more Likely not to have the cushioning you request being utilized as opposed to having a system designed to provide that function without operator intervention. Our joystick utilizes a roller for gripper operations as opposed to a switch. Page 2 of 3 Rear Tailgate McNeilus does not incorporate a manual rear "safety pin" as we believe it is safer for the operator to be able to handle the operation of dumping the load off the body while remaining in the cab as opposed to your requested specification which increases the opportunity for operator injury by having the operator exit the cab while at the dumping location. Hydraulic System The McNeilus ZR uses a tandem piston pump in lieu of the "double vane pump" requested. This pump will be run off the transmission as opposed to the front mount crank shaft configuration requested. Warranty Regarding the following statement, "if travel outside the City of South Bend is required for warranty repairs, transportation of the unit is the responsibility of the successful bidder. Transportation must take place within the next normal working day or the responsible party will be charged $100 per day late fee." McNeilus will not transport your vehicle to and from a repair facility for repairs and takes exception to this and the $100 per day late fee. We will however, for the body portion, provide on - site service by a qualified McNeilus repair technician. Price guarantee McNeilus will honor the bid price until the end of the 2018 model year for the Mack LR being bid. If the city is anticipating ordering more equipment we would be happy to provide you with an estimated timeline on when the 2018 model year will close for Mack so you would have the opportunity to commit to more units at this same price, Delivery Regarding delivery and your requirement for being delivered within 100 days, McNeilus will not meet this requirement as we would be ordering you NEW 2018 model year Mack LR chassis. Mack has been in the new model year since early January 2017. If someone is able to bid you a 2016 chassis, it has likely been sitting around, aging for up to two years depending on when that chassis was ordered by the supplier.
