A RESOLUTION OF THE COMMON COUNCIL OF THE CITY
OF SOUTH BEND, INDIANA, APPROVING A MEMORANDUM
OF UNDERSTANDING ENTERED INTO BETWEEN THE WAGE
COMMITTEE OF THE SOUTH BEND FIRE FIGHTERS UNION
LOCAL NO. 362 OF THE INTERNATIONAL ASSOCIATION
OF FIREFIGHTERS, AFL -CIO, AND THE SOUTH BEND
COMMON COUNCIL FOR THE ANNUAL PAY AND BENEFITS
OF THE FIRE FIGHTERS FOR THE CALENDER YEAR 1980
WHEREAS, the Common Council of the City of South Bend,
Indiana, and the Wage Committee of the South Bend Fire Fighters
Union have entered into a Memorandum of Understanding regarding
the salary and benefit package for 1980, marked "Exhibit A" and
attached hereto; and
WHEREAS, the Memorandum of Understanding incorporates three
basic concepts:
(1) that the Career Developmant Plan be expanded
into the 10 -11th, 11 -12th, 12 and above years
in the Engineer rank at the rate of $250.00
for each level.
(2) that a total of $200,000.00 be allocated among
all ranks within the bargaining unit, with spe-
cific allocations being made by the last Common
Council meeting in July 1979.
(3) that a total of $26,400.00 be appropriated for
fringe benefits, with the specific appropria-
tions being made by the last Common Council
meeting in July 1979.
WHEREAS, the Common Council believes that the approval of
the Memorandum of Understanding is in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA:
SECTION I. That the Memorandum of Understanding entered
into between t e Wage Committee of the South Bend Fire Fighters
Union, Local No. 362 of the International Association of Fire-
fighters, AFL -CIO, and the South Bend Common Council, dated June
29, 1978, is hereby approved.
SECTION II. This Resolution shall be in full force and ef-
fect from and after its adoption by the Common Council and approval
by the Mayor.

MEMORANDUM OF UNDERSTANDING
BETWEEN THE WAGE COMMITTEE OF THE SOUTH
BEND FIRE FIGHTERS UNION, LOCAL NO. 362
OF THE INTERNATIONAL ASSOCIATION OF FIRE-
FIGHTERS, AFL -CIO, AND THE SOUTH BEND
COMMON COUNCIL
This Memorandum of Understanding is entered into on this
day of June, 1978, between the South Bend Fire Fighters
Union, Local No. 362 of the International Association of Fire-
fighters, AFL -CIO, hereinafter referred to as "FIREFIGHTERS" and
the Common Council of the City of South Bend, Indiana, herein-
after referred to as "COUNCIL ".
The parties mutually agree as follows:
SECTION I. Purpose. The FIREFIGHTERS and the COUNCIL have
entered into this Memorandum of Understanding to incorporate all
understandings previously reached with regards to the salary and
benefit package for 1980. The parties hereto believe that such a
memorandum sets forth the understandings which resulted from good
faith bargaining sessions. The parties further believe that such
a memorandum will serve the best interests of the community as well
as provide a means of amicably resolving the 1980 salary and bene-
fit package.
SECTION II. Career Development Plan. The FIREFIGHTERS and
the COUNCIL agree that the Career Development Plan instituted at
the rank of Engineer for 1979 shall be expanded for 1980 to be as
follows:

5 -6
6 -7
7 -8
8 -9
9 -10
10 -11
11 -12
12 and above
Each level shall represent a $250.00 increase from the previous level.
SECTION III. Allocation of $200,000 for Salaries. The
FIREFIGHTERS and the COUNCIL agree that a total of Two Hundred Thou-
sand Dollars ($200,000.00) shall be allocated among the ranks re-
presented by the Wage Committee. The parties further agree that
the specific allocation of such monies shall be determined by the
parties no later than by the last Common Council meeting in July
1979.
SECTION IV. Appropriation of $26,400 for Fringe Benefits.
The FIREFIGHTERS and the COUNCIL agree that a total or Twenty Six
Thousand Four Hundred Dollars ($26,400.00) shall be appropriated
for fringe benefits. The parties further agree that the specifics
of such fringe benefits shall be determined by the parties no later
than by the last Common Council meeting in July 1979.
SECTION V. Continued Good Faith Bargaining. The FIREFIGHTERS
and the COUNCIL agree to continue good faith bargaining on the spe-
cifics of the 1980 salary and fringe benefit package beginning in
April of 1979.
IN WITNESS WHEREOF, the parties have executed this Memoran-
dum of Understanding by their authorized representatives in South
Bend, Indiana, this 9 'day of June, 1978.
