A RESOLUTION OF THE COMMON COUNCIL OF
SOUTH BEND, INDIANA, AUTHORIZING THE
MAYOR TO SUBMIT A GRANT APPLICATION
FOR FUNDING OF THE STRUCTURE REHABILI-
TATION FOR THE NEW "RUNAWAY SHELTER
QUARTERS ".
WHEREAS, the Mayor of the City of South Bend is the
Chief Executive Officer of the City, and is the Applicant for a Grant
for "The Runaway Shelter ".
NOW, THEREFORE, BE IT RESOLVED that the Common Council
of the City of South Bend, Indiana:
SECTION I. Hereby established the authority of the Mayor
of the City of South Bend to submit an application for Renovation funds
in the amount of $12,500.00.
SECTION II. The Director of Youth Service Bureau will
be designated the Administrative Agent for this project. For every category
establi!,hed under this Resolution, Director of the Youth Service Bureau
shall submit to the Common Council a line item budget prior to the expenditures
of any grant money received upon approval of this application.
SECTION III. This resolution shall be in full force
and effect from and after its adoption by the Common Council and approval
by the Mayor.

The Youth Service Bureau is asking Council's approval to
submit an application to the Department of Health, Education,
and Welfare to request funds for the purpose of rehabilitating
and furnishing the F.I.R.E. Group Home for use as a facility for
our runaway shelter program. The funds being requested are funds
approved by the Department of Health, Education, and Welfare for
the Youth Service Bureau's use but not expended during our first
year grant period July, 1976 through June, 1977.
I would like to give you some history on the Youth Service
Bureau's decision to rent the F.I.R.E. Group Home. Our shelter
facility at 520 N. Lafayette Blvd. is leased from the YWCA. The
YWCA was given the house by the South Bend Medical Foundation.
However, the Medical Foundation owns the property upon which the
house sits. This spring I was advised by the YWCA that the
Medical Foundation was anxious to clear that lot to provide more
parking for the Foundation. Together with members of the YWCA
Board of Directors, a search began for a suitable lot within
the City to physically more the structure and possible sources
of funding. This proved fruitless. The cost to move the
structure was prohibitive and no lot was large enough.
This summer I was made aware that a group home owned by
Families Involved in Rehabilitative Environment, Inc.,
(F.I.R.E., Inc.) a not - for - profit corporation would become
available sometime this fall. Discussions among staff, City
Administration, and the F.I.R.E. Board were undertaken. Lease
negotiations will begin soon.

This facility has been used for the past few years as a group
home for boys. The home is located at 52549 Gumwood Road, Granger.
Since the facility has been licensed by the Indiana Department of
Public Welfare there are only a few repairs and alterations that
need to be made in the physical facility. Our runaway shelter
provides services to boys and girls necessitating separate bath-
rooms. Hence a bedroom will be converted to a second bathroom.
Another need will be for furnishings such as carpeting, appliances,
and furniture. It has also been recommended by the State Depart-
ment of Public Welfare representative that cabinets and the
counter -top area be replaced using material that lends itself to
more thorough cleaning. The same recommendation is true of
several floor areas. On the other hand license requirements
such as exit doors, fire escapes, smoke detectors, exit lights,
etc., are all in place at this facility.
A move to the Gumwood Road home will necessitate some
program changes. Being located in the City, our residents
could utilize activities it provides. We will be providing
more on- grounds activities including educational, therapeutic,
and recreational. Our day and evening programs will be more
structured with less spare time. I feel confident that a program
of the same high quality can be operated from the Gumwood Road
facility.
