Mayor RESOLUTION NO. 648 -78 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND SUPPORTING AND ENCOURAGING THE MAYOR TO UNDERTAKE APPROPRIATE ACTIONS TO PROVIDE FOR THE ORDERLY ECONOMIC DEVELOPMENT OF AN INNER -CITY AREA OF THE CITY OF SOUTH BEND COMMONLY REFERRED TO AS THE "MONROE- SAMPLE" AREA. WHEREAS, the Common Council of the City of South Bend recognizes the responsibility of the Mayor to provide leadership in promoting the orderly economic growth and development of the community; and, WHEREAS, the Common Council recognizes that the confluence of physical deterioration and economic erosion in the Monroe - Sample area make necessary continued public sector action to stimulate the revit- alization of this area. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana that: SECTION I. The Mayor is encouraged to engage in appropriate planning andprogram development activities which will result in the achievement of the following general development objectives in the Monroe - Sample area: a. Mixed use areas of compatible one - family dwellings, multi- family dwellings, residential - office, and service - commercial uses. b. Mixed use area of compatible service - commercial and light industrial uses. C. Modified street system which facilitates the least amount of residential disturbance and smooth traffic movement to increase the quality of life and economic development of the area. d. To preserve and rehabilitate as many structurally -sound and economically viable residential and commercial buildings presently located in the area. SECTION II. Consistent with the general objectives noted at Section I, the Mayor is encouraged to consider heavy industrial uses and similar uses to be inconsistent with the development objectives of this area. SECTION III. This resolution shall not be construed as approving the submission of an application for a Community Development grant or loan but rather as a formal declaration of support to the administra- tion to continue studying, planning, and mandating citizen and Council input on plans for the orderly economic growth and development of this part of our community. SECTION IV. This resolution affirms the City's desire to enter into partnership with the private sector to accomplish the general reuse of the area in compatible service - commercial and light industrial uses. Mixed use area of compatible service - commercial and light industrial uses. b. Modified street system which facilitates both smooth traffic movement and the massing of land necessary to appropriate economic development. SECTION II. Consistent with the general objectives noted at Section I, the Mayor is encouraged to consider lower- income housing develop- ment, heavy industrial uses, and similar uses to be inconsistent with the development objectives of this area. SECTION III. This resolution shall be in full force and effect from and after its passage by the Common Council, and its approval by the Mayor.
