Purpose
In 2015, the City of South Bend performed a downtown parking study to quantify and
qualify existing and future parking needs. A portion of the study focused on on -street
parking durations and identified areas for improvement. The purpose of this memo is to
summarize these findings and to recommend improvements to on -street parking in the
Central Business District (CBD). ... _
Background
Rich and Associates performed the
downtown parking study, which
divided the downtown area into three
sections: the East Bank, Ballpark,
and CBD zones. For each of these
areas, the current and future parking
supply and demand were analyzed.
The bulk of on -street spaces in the
East Bank and Ballpark zones have
no time limits which is acceptable
given the demand in these areas.
However, within the CBD (Figure 1)
there are a variety of marked time
limits, some of which are not
necessarily ideal for this location.

There are approximately 858 on -street parking spaces within the CBD. The majority of
the spaces are designated with either a one -hour or two-hour time limit (Figure 2 left). A
two hour limit is generally preferable for on -street parking because it allows visitors to
complete their trips while also encouraging turnover. Survey results from the study
indicate that most downtown visitors spend just under three hours downtown during an
average visit, while only about 16% report an average stay of one hour. The utilization
analysis performed by Rich and Associates on June 4, 2015 found that only 39% of one -
hour spaces were occupied during the peak hour while 50% of all spaces were occupied.
The majority of well -utilized one -hour parking was situated around block 33 (the location
of the county -city building).

Notably, these changes exclude the parking surrounding block 33 which was observed to
have demand for one hour spaces.
Figure 2 (right) illustrates the proposed on -street parking time limits. The areas for which
parking revisions are proposed are highlighted in the attached drawing. All other parking
restrictions should remain in effect.
