A regular meeting of the Board of Public Safety was held on Monday, July 119 1960
at 10:00_A.M. All members were present. Minutes of the previous meeting were
read and approved. Vouchers were approved and ordered paid to the various
suppliers.
The Board,.having considered the matter in reference to Gerald McGinn, member of
the South Bend Fire Department, the Board now finds that said.Gerald McGinn shall
be discharged from the South Bend Fire Department and all rights, privileges and
responsibilities are terminated forthwith. The Secretary of the Board is directed
to notify said Gerald McGinn of the findings of the Board.
Comes now John Grabarz, of the Building Department, with a report that Clem
Wrzesin, owner of a structure located at 1019 Western Avenue has not complied
with the Request of the Board of Works 8 Safety for removal of the sub -standard
structure. .,:The $oard,_nisw directs the Building Department to take any and all
means to remove said structure forthwith.
With reference to the demolition of the dwelling on 2143 N. Olive Street, owned
by Beverly and Irma E. Gibson, Buena Park, Calif., this case was continued for 4
one week, by order of the Board.
+ The Fire Chief requests the approval of the Board upon the retirement of Fireman
�--+ Raymond M. Smith, upon the recommendation of the Firemen's Pension Fund trustees
and Dr. R. W. Spenner, medical examiner. The Board grants said retirement,
effective August 19 1960. Letter from Chief Andrzekewski as President of the
Firemen's Pension Fund concerning the provisions of said retirement approved
and ordered placed on file.
As a member of the united States Marine Corps Reserve, Clem Hazinski, Traffic
thoibier, reg6ested permission to attend the Annual Field Training at Camp
Pendleton, Calif., from July 30 to August 149 1960. Permission was granted.
A report from Clem Nazinski, Traffic Engineer, concerning the request of St1
Oil Company to erect a sign on Michigan Street and Nalrarre Street recommended
that said request be granted since said sign would not interfere with the
visibility of traffic signals. Since Shell Oil Company has submitted proof
of sufficient insurance indemnifying the City of South Bend for personal and
property damage, the request of Shell Oil Company is hereby granted.
Clem Hazinski, Traffic Engineer, reported that his investigation concerning
truck traffic in Columbus Court has not yet been completed. This matter will
be heard at a later Board meeting.
The following street lights, all 4000 lumen, were approved for installations
Bendix and Frederickson
Bendix and Green
Portage Avenue and Porrage Court.
An application from Elmer A. VandeWielle, 221 N. Gladstone, South Bend, Indiana
for the Fire Department was spovrpted and ordered placed on file.
An application from James 4,Cole, 1042 W. Colfax Avenue, South Bond, Indiana
for the Police Department was accepted and ordered placed on file.
A report from the Department of Civil Defense, explaining that said office was
closed from July 8 through July 11, 19609 due to fumigation, was examined and
ordered placed on file. y:
A request That Detective Sergeant Russell L. Hunt be excused from duty from.July 31
to August 149 1960 for annual summer camp training at Ft. Bragg, North Carolina
was granted.
A Street Light Outage Report was examined and ordered placed on file.
Miss Virginia Guthrie,_ Executive Secretary of the South Bend Civic Planning
Association,. proposed that consideration be given to the retaining of Meter
Maids to replace police officers in the.regulation of traffic meters and,
further, requests the Board to consider the use of dogs for police work.and
that the budgetary matters involved in the above suggestions be provided
for in the 1961 budget.
The Chief of Police was directed by the Board to meet with Miss Guthrie
concerning the -above suggestions and to report back to the Board his recommenda-
tions for further...consideration.
There being no further business to come before the,Board, the meeting was
adjourned at 11:00 A;M.

A regular meeting of the Board of Public Safety was held on Monday, July 18,
1960 at 10:00 A.M. All members were present. Minutes of the.previous meeting
were read and approved. Vouchers were approved and ordered paid to the
various suppliers.
A request from Russell K. Reece of the Fire.Department asked for leave of
absence from the South Bend Fire Department for a period of 14 months. The
Board has discussed this matter with the Fire Chief and feels if said fireman
has opportunity for other employment to better himself and family, as he
so states, it is satisfactory with the Board that he make such a change.
However, his request for leave of absence is denied.
Vernon Lane, Building Commissioner, refers to the Board the matter of a house
move, from 122 W. Monroe Street, South Bend, out of the city. Mover to be
Lewis Mitschelen and owner is a Mr. Gooch. The proposed move would route the
house from Monroe t-o Main Street, Main Street to Jefferson Blvd., East to
Eddy Street, Eddy Street out of city. Since this route would move house over
Jefferson Street bridge, the matter was referred to the City Engineer to
ascertain strength of said bridge. The application was granted, subject to
final checking by the Building Commissioner to make certain the weight of
each wheel does not exceed one ton.
Comes now Vernon Lane, Building Commissioner, with progress report on condemna-
tion order for Portrait Home Builders, agents for the owner of a dwelling at
802 N. Sherman Avenue, South Bend, Indiana. Mr. Lane reports that instructions
to bring property up to standard have not been complied with, a hearing called
for on July 11, 1960 was ignored by owner or representative, said owner
having been previously notified of subh hearing notwithstanding. .
The Board now directs that condemnation proceedings be carried out. However,
prior to this the Building Commissioner is directed to take photographs of.
dwelling, both in and out, to be filed as evidence if need arises.
Vernon Lane reppectfully requests permission for the following to attend a
meeting of Indiana Inspectors Association, Inc. in Evansville, Indiana on
August 1, 2, and 3: Chief Plumbing Inspector, 1 Residential Inspector,
Commercial Inspector, Director of Division of Sub -Standard Buildings, and
for Mr. Lane, Building Commissioner. Permission is granted.
Upon investigation of a certain area in the rear of Macrai's Villa, located
on Lincolnway East in South__Re.nd_,.._Ind1ana, it was found that the dumping
