A regular meeting of the Board of Public Safety was held on Monday, June 13, 1960
at 10:00'A.M. All members were present. Minutes of the previous regular meeting
were read and approved. Vouchers were approved and ordered paid to the various
suppliers.
The Board directed Chief of police J. Charles Dutrieux, Assistant Chief, Richard
Burkhart and Inspector James Trevey to attend the Indinana Chiefs of Police
Convention in Richmond, Indiana from June 19 to June 22, 1960.
Comes now, E.P. Stewart as agent for the owner, John C. Liebing, deceased, of the
real estate located at 503 Keasey Street. Mr. Stewart appeared at the request
of the Board to determine what action had been taken on substandard conditions
of this building. Since no action had been taken to date, Mr. Stewart was asked
why no progress had been made. Mr. Stewart submitted to the Board a copy of a
petition and order to be filed with the Probate Court asking permission to comply
with the Building Department's order for demolition of this building. Hearing on
this was continued for two weeks.
Comes now Alex Andrzejewski, Fire Chief, who informs the Board that the Firemen's
Pension Fund has approved the application of Michael A. Ruszkowski who resides at
1320 N. Fremont, for membership in the Firemen's Pension Fund.
The decision is governed by the recommendation of the medical examiner, whose
physical findings and the subsequent ability of the candidate to qualify in all
other prescribed entrance requirements are found satisfactory. The applicant,
having passed written examinations and met requirements, it is the decision of
the Board that Mr. Ruszkowski be appointed as a member of the South Bend Fire
Department, effective June 16, 1960.
A petition from Mr. Mayerhofer and others requesting a street light from 1700 S.
Scott to Dubail & Calvert was considered by the Board and referred to the
Electrical Department for investigation and report.
A letter from Mrs. Jeanne Dockery, Director of a Vacation Bible School, Gospel
Center Church was referred to the Board. Mrs. Dockery requested permission to
block two alleys - Nursery Court for one-half block between 30th and 31st Streets
and the alley running north and south between Mishawaka Avenue and Vine Street
for one-half block, - from June 13 to June 24, 1960 during Vacation Bible School
so as to protect the children attending the School. The, alleys to be blocked
between 8:30 A.M. to 11:30 A.M. Mrs. Dockery also requested a traffic officer
to help direct traffic during the time the children leave the School, from 11:15 A.M.
to 11:30 A.M. The Traffic Engineer was directed to take necessary steps in order
to grant, this request.
The monthly report for the month of May, 1960 from the Building Department was
examined and ordered placed on file.
Comes now Vernon Lane, Building Commissioner and informs the Board that they have
opened bids for the demolition of a building located at 257--259 N. Chicago Street.
The bidders were: B & 0 Wrecking Company, Ham the Wrecker, and Joe Ksiezopolski.
Mr. Lane requests the Board to approve the awarding of the bid to B & 0 Wrecking
Company for the sum of $175, this being the lowest and best bid. The Board,having
examined the bids approved the action of the Building Department in awarding
said bid.
Comes now Vernon Lane, Building Commissioner, and informs the Board that they have
opened bids for the demolition of a building located at 124 N. Adams St. The bidders
were: B & 0 Wrecking Company, Ham the Wrecker, and Joe Ksiezopolski. Mr. Lane
requests the Board to approve the awarding of the bid to Ham the Wrecker for the
sum of $3759 this being the lowest and best bid. The Board, having examined the
bids, approved the action of the Building Department in awarding the bid.
Comes now Vernon Lane, Buildlgg Commissioner and informs the Board of a request from
the Planning Commission of Lawrenceville, Illinois that the technical knowledge of
the Building Commissioner be utilized at a meeting in Lawrenceville, Illinois on
June 23, 1960. Permission is hereby granted for Mr. Lane to attend the meeting
as requested and to be absent from the Building Department for said date. Expenses
for said trip will be paid by the Building Commission.
A street Light Outage Report was submitted by the°Police' Departmegt, examined and
ordered placed on file.
The application from Robert Marlowe Smith, 1219 29th Street, South Bend as a special
police officer was reviewed by the Board, accepted and ordered placed on file.
Applications for the Police Department from Robert N. Herendeen and Raymond A. Cieslik
were reviewed and ordered placed on file.
Application for the Fire Department from Raymond A. Cieslik was reviewed and ordered
placed on file.
The Fire Chief asked permission to send Battalion Chief Carl Lederer to the Small
Crafts School at Culver, Indiana to be held from June 13 through June 23, 1960.
The Chief noted there will be no expense to the city in this connection as Battalion
Chief Lederer is to attend on a scholarship. Permission was granted.
There being no further business to come before the Board the meeting was adjourned at
1005 A.M.
