RESOLUTION NO. 676 -79
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO
SUBMIT TO THE UNITED STATES GOVERNMENT, DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT, AN APPLICATION
FOR 1979 -1981 COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS UNDER TITLE I OF THE HOUSING AND COMMUNITY
DEVELOPMENT ACT OF 1977.
WHEREAS, the Mayor of the City of South Bend, Indiana is
the Chief Executive Officer of the City, and is the applicant for
Community Development Block Grant Funds under Title I of the Housing
and Community Development Act of 1977.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of
the City of South Bend, Indiana:

Grant Application to the United States Government
the Housing and Community Development Act of 1977.
SECTION II. That the Common Council of the City of South
Bend, Indiana, hereby requests that the Mayor submit the 1979 -1981
Community Development Block Grant application to the Common Council
for review and comment at least two (2) weeks prior to the date upon
which the Community Development Block Grant Application must be filed
with the Department of Housing and Urban Development.
SECTION II,I. That for every activity, project, or program
to be funded under this Resolution, the Mayor shall submit to the
Common Council a line item budget in ordinance form prior to ex-
penditure of any Community Development Block Grant funds received
upon approval of this application.
SECTION IV. That the Community Development Block Grant
application to be developed and submitted to the Department of
Housing and Urban Development, upon approval of this Resolution,
include the following concepts for the Monroe - Sample area:
1. That at least one area be established for
residential properties.
2. That the relocation of residential properties
to the designated residential area be accepted
as a tool to preserve structurally sound homes.
3. That mixed residential - commercial districts,
and mixed commercial -light industrial districts
be accepted where possible.
SECTION V. That this Resolution shall be in full force and
effect from and after its adoption by the Common Council and approval
by the Mayor.

SUBJECT: RESOLUTION AUTHORIZING MAYOR TO SUBMIT A CDBG APPLICATION
DATE: JANUARY 9, 1979
On January 22, 1979, the Common Council will consider the attached
Resolution which would authorize the Mayor to submit the City's 1979 CDBG
Application to the Indianapolis Area Office of the Department of Housing
and Urban Development.
To aid Council Members in their consideration of the Resolution,
the CD staff has prepared an executive summary of the proposed 1979 -1981 CD
Program. The executive summary is included for your review and comment.
The "summary" contains some of the most important elements of the application
including:
(1) a general statement of purpose and intent;
(2) an overview of significant CDBG requirements;
(3) the City's proposed Housing Assistance Plan 1979 -1981 (summary);
(4) the proposed general budget for the 1979 -1981 CD Program; and
(5) capsule descriptions of the proposed activities and projects.
A full application will be available for Common Council Members on
or about March 16, 1979. If the Resolution is approved the City will submit
the final application to the HUD Area Office on April 20, 1979.
