A RESOLUTION FOR THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUB -
MIT TO THE UNITED STATES GOVERNMENT, DEPARTMENT
HOUSING AND URBAN DEVELOPMENT, AN APPLICATION
FOR A GRANT UNDER THE "TARGETED JOBS DEMONSTRATION
PROGRAM."
WHEREAS, the City of South Bend, acting through the Office of the Mayor and
the Common Council, has aggressively and successfully sought to improve South
Bend's economy by initiating and supporting economic development projects which
increase the City's tax base, job opportunities, and local incomes; and
WHEREAS, the City of South Bend, acting through the Office of the Mayor and
Common Council, has aggressively and successfully sought out federal assistance
to support local efforts and to supplement local resources; and,
WHEREAS, the purpose of the "targeted jobs demonstration grant" is to
strengthen the links between the City's community and economic development activi-
ties and manpower activities so that the maximum feasible number of jobs created
under federally-assisted development projects go to economically disadvantaged
people who are eligible for assistance under the CETA program and so that the
maximum feasible number of "spin -off" business opportunities created under these
projects go to small, local businesses, minority entrepreneurs, or community
development corporations; and
WHEREAS, the Mayor is the chief executive officer of the City, and is the
applicant for a demonstration grant called "Targeted Jobs Demonstration Grant"
under the auspices of the Federal Inter - Agency Coordinating Council on behalf
of six federal agencies.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South
Bend, Indiana:
SECTION I. Hereby establish the authority of the Mayor of the City of South
Bend to submit an application for funds in the amount of Two Hundred Thousand
dollars ($200,000) to the United States Department of Housing and Urban Develop-
ment under the "Targeted Jobs Demonstration Program."
SECTION II. Hereby designates the Division of Community Development as the
administrative agent for the program. The Division of Community Development
shall submit to the Common Council a line item budget in ordinance form prior to
any expenditures of any grant money received upon approval of this application.
SECTION III. The Division of Community Development shall submit a copy of
the Targeted Jobs Grant Apprication to the Members of the Common Council prior
to submittal of the grant application to the Department of Housing and Urban
Development.
SECTION IV. This resolution shall be in full force and effect from and
after its adoption by the Common Council and approval by the Mayor.

On June 25, 1979, the City of South Bend, acting through the Division
of Community Development, submitted a pre - application to the Department of Hous-
ing and Urban Development for the Targeted Jobs Demonstration Grant Program.
The City, one of approximately two hundred submitting a pre - application, was
selected as one of the fifty finalist. Contingent upon Council approval, the
City will submit a full application by October 10, 1979.
As you know, South Bend has aggressively and successfully competed
for federal assistance, ranging from EDA's Title IX Program to the Urban Develop-
ment Action Grant, to initiate and complete major economic development projects.
In addition the City is currently proposing to utilize CDBG funds and the Section
108 Loan Program to undertake several major central city development projects which
will result in increased housing and employment opportunities for lower income
residents of South Bend and business opportunities for small local businessmen.
While some may define successful economic development projects solely in terms of
an increased tax base, I believe that a successful economic development project
will also include increased job opportunities and business opportunities for all
residents of the City.
The City's performance continues to improve in all phases of economic
development. However, I believe that it is imperative that local staff capacity
be improved, that new organizational and institutional linkages be formed, and
that other programmatic mechanisms and policies be explored which will allow all
city residents to benefit from federally assisted economic and community develop-
ment projects and activities.

I believe that the "targeted jobs" demonstration program offers South
Bend an excellent opportunity to continue and improve our efforts to increase
the employment and entrepreneurial opportunities for the City's "lower" income
residents and and small local businesses.
