RESOLUTION TO FILE AN
APPLICATION TO THE INDIANA
DEPARTMENT OF NATURAL RESOURCES
WHEREAS, the City of South Bend, Indiana, Department of Public Parks
is desirous of improving the Saint Joseph River Corridor for recre-
ational activities and environment improvements and in accord with the
Saint Joseph River Corridor plan (Master Plan) adopted by the City of
South Bend, and
WHEREAS, funds are needed for such a project.
Section I. NOW, THEREFORE, BE IT RESOLVED by the Common Council of
the City of South Bend, Indiana that permission is hereby given to the
Department of Public Parks to file an application to the Indiana De-
partment of Natural Resources, Division of Outdoor Recreation, for
Federal Land and Water Conservation Funds to finance the East Race
development of said Saint Joseph River Corridor project.
Section II. This resolution shall be in full force and effect from and
after its passage by the Common Council and approval by the Mayor.

Dear Mr. Parent:
The enclosed resolution, from the Department of Public Parks, is requesting
Council approval to file an application to the Indiana Division of Outdoor
Recreation for Land and Water Conservation Funds.
As you are aware, the Department of Public Parks is planning to re -open the
East Race Way and develop the area as a water related recreational area and
green belt site on the east bank of the Saint Joseph River from just south
of the damm at Jefferson Street Bridge to Hydraulic Avenue. The development
will consist of walking or jogging path, benches, lighting, planters, fishing
sites, canoeing, landscaping and a competitive kayak course.
Estimated cost for the land acquisition, engineering and development is
$750,000.00.
Under present rules, established for the Land and Water Conservation Fund,
projects can be funded up to $280,000.00 a year. It could be possible that
we could phase the development over a two year period thus receiving an
additional $280,000.00 for the second year. Land and Water Conservation Fund
rules state that two years are the maximum that projects can be funded so it
would be possible to receive a grant in the amount of $560,000.00 for the East
Race Way project.
