WHEREAS, the Division of Community Development is required to receive authorization from the Common Council prior to entering into any contractual arrangement exceeding an expenditure of $7,500.00; and, WHEREAS, the Division of Community Development is charged with the preparation of the Community Development Block Grant Application, in- cluding annual and three year Community Development plans, a housing assist- ance plan, and related program and project developments, which require certain mapping, land use, housing, and related data; and, WHEREAS, the Division of Community Development undertakes general planning, research and analysis, and program development activities, eligible under the Housing and Community Development Act of 1977, which require certain mapping, land use, housing, and related data; and, WHEREAS, the Division of Community Development undertakes addi- tional grantsmanship activities, which support and enhance the City's Community Development Block Grant Program, which require certain mapping, land use, housing, and related data; and, WHEREAS, the mapping, update and expansion, package prepared by the Sanborn Map Company, Inc. will provide certain required mapping, land use, housing and related data; and, WHEREAS, Sanborn Map Company, Inc. has previously completed mapping packages for portions of the City, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, as follows: SECTION 1. That the Division of Community Development is authorized to enter into a contract with Sanborn Map Company, Inc. for the purchase of a mapping, update and expansion, package at the cost of $12,990.00. SECTION 2. This resolution shall be in full force and effect from and after its adoptions by the Common Council and approval by the Mayor. The funds will be used to purchase the updating of existing Sanborn Maps Volume I and Volume II and the expansion of these volumes to allow for total coverage of our Neighborhood Strategy Areas. It should be noted that this is a contractual service which the Council previously approved as a part of our 1979 C.D. Budget. The "Sanborn Mapping" include; block outlines and street configurations, major building with construction date and company name, housing units with street addresses, building use, construction materials, used open areas such as parking or auto sales, vacant or partially vacant structures, and fire hydrants. When the maps are completed, updated and expanded, they will cover an area bounded by Angela /Elwood on the north, Bendix on the west, Ewing on the south, and Greenlawn on the east. The "Sanborn Mapping" is a valuable planning tool and document not only for the preparation of the Community Development application and plan, but also for general planning and grantsmanship activities conducted by the Division of Community Development. In addition the "Sanborn Mapping" will be useful to Police and Fire Departments, Building Department, Substandard Buildings, Redevelopment, etc. and will serve as an invaluable planning resource when working with neighborhood planning groups. We believe that the "Sanborn Mapping" is a most useful resource and a valuable planning tool, and therefore, request your favorable consideration of this resolution. Osmon AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OFSO.BEND AND SANBORN MAP COMPANY, INC. THIS AGREEMENT made and entered into as of this day of , 19 , by and between the CITY of SO. BEND , hereinafter re- ferred to as the "CITY ", represented by its Mayor, and the SANBORN MAP COMPANY, INC., hereinafter referred to as the "CON- TRACTOR ", represented by G. Greeley Wells, President. WITNESSETH WHEREAS, the CITY has received grant funds from the United States of America pursuant to the provisions of Title I of the Housing and Community Development Act of 1974, such funds to be used for the development of viable urban communities, to include decent housing, a suitable living environment and the expansion of economic opportunities, principally for persons of low and moderate income, and WHEREAS, consistent with such needs it is necessary that the existing SANBORN ATLASES of SO. BEND be updated and certain portions of the CITY be mapped anew in order to complete the mapping of the CITY and WHEREAS, accomplishment of the foregoing requires the engagement by the CITY of a competent contractor and WHEREAS, the SANBORN MAP COMPANY, INC. as evidenced by its experience and close familiarity to the subject of this undertaking is such a competent contractor. NOW THEREFORE, the CITY and the CONTRACTOR for the considerations and under the conditions set forth do agree as follows: 1. Scope of Services for Updating A. The CONTRACTOR will update the existing SANBORN coverage of SO. BEND , comprising 2 volumes that were last updated in 1/71 (V]), 10/66 (V2) B. The updating of the existing SANBORN maps is accomplished by an on- the -spot inspection from an automobile or "on foot" from the sidewalk of all properties within the existing mapped area within the CITY limits. This work is performed by the CONTRACTOR'S experienced, specialized field survey personnel and will be in keeping with the standards as established by the SANBORN MAP COMPANY, INC. over 100 years. All changes affecting major buildings will be noted - i.e. building outline, construction, number of stories, use by occupancy, and house number along with new street changes. Garage inspection has been eliminated since 1963 and will be omitted unless specifically requested. However, for the new construction picked up at this time all garages will be included. This work will be in keeping with the existing format less certain fire insurance construction details and water pipes that are not required by CITY Departments. C. With relation to demolitions for proposed urban renewal and new highway construction, the CONTRACTOR will indicate with an "X" the buildings demolished and will follow this procedure until final plans for the area have been consummated. All other demolitions shall be removed or in very concentrated demolition areas we will use the "X" until the areas have been stabilized. The CONTRACTOR will also indicate Vacant Structures with a "V" and Partially Vacant with a "PV" which in- formation has become so critical in this day and age. D. Upon completion, all map sheets will be updated and redrafted in ink on our base map. This will provide the CITY with up -to -date in- formdtion of its building stock and street configuration within the - 2 - existing mapped area. It will also provide a Land Use analysis because general use by occupancy is recorded. E. The Contractor will totally reprint by offset the entire volumes in our 11" x 14" size atlas per the existing volumes. 2. Scope of Services for New Mapping A. All new mapping will be in keeping with the existing black and white format per the enclosed legend, EXHIBIT "A ", indicating the features to be shown on the new mapping. This estimate will include developed areas to the city limits, excluding vacant land, parks, cemeteries, etc. B. The CITY will provide the CONTRACTOR with 2 copies of the tax map, preferably at 100' scale, or suitable mapping showing block and lot lines, tax block numbers, street configurations and street names. The CITY'S maps will be used as a base for the new map layout which will be converted to a scale of 100' to the inch. They will be mosaiced and totally redrafted in ink, showing only the block and lot outlines, tax block numbers, streets, and street names. On this new base the CONTRACTOR would superimpose all new improvements and items as specified in the legend, EXHIBIT "A ". This will be accomplished by a personal, on- the -spot field check from the sidewalk or street in front of the property, locating all major buildings and recording house number, construction features, use by occupancy, vacancies, etc. If aerial photography is available, the CITY will supply copies for the new areas to be mapped in order to help with the layout of the map sheets. C. The base map will be reduced to the standard 11" x 13" sheet size map and will be published in black and white at the 200' to the inch scale in a similar fashion as the existing maps. - 3 - 3. Price Schedule A. For updating Volumes 1 and 2 and supplying one set of the large 22 x 26 volumes, including binders... Volume 1 ..............$2,800.00 2 ............. 2,625.00 $5,425.00 B. For new map sheets, providing the large 22 x 26 sheet size copies to all those City Departments subscribing to the service. 1. 8 new map sheets to cover all NSA areas..... 7,565.00 GRAND TOTAL $12,990.00 C. Additional volumes of the 22 x 26 size in binders would be at the rate of $260.00 per set. 4. Payment Terms Net 30 days upon satisfactory completion and submission of the completed, updated maps and /or map sheets, billed monthly. 5. Completion Schedule If authorization by signed contract, purchase order and base maps are received by December 25th, the CONTRACTOR will complete the work by June 30, 1980 IN WITNESS WHEREOF, the CITY of and the SANBORN MAP COMPANY, INC. have executed this agreement as of the date first above written.
