RESOLUTION NO. 26 41 -ee
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, AUTHORIZING THE MAYOR TO SUBMIT TO THE
INDIANA DEPARTMENT OF SOCIAL SERVICES AN APPLICATION
FOR FUNDS UNDER TITLE XX OF THE SOCIAL SECURITY ACT
OF 1936, AS AMENDED.
WHEREAS, the Mayor of the City of South Bend is the Chief
Executive Officer of the City, and is the applicant for the Title XX
Application under Title XX of the Social Security Act of 1936, as amended.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the
City of South Bend, Indiana:
SECTION I. That it hereby establishes the authority of the
Mayor of the City of South Bend to submit an application for Title XX
funds in the amount of $38,115.07 to the Indiana Department of Public
Welfare under Title XX of the Social Security Act of 1936, as amended
for funding of the Runaway Shelter and Youth Leadership Program.
SECTION II. That the Executive Director of the Youth Service
Bureau shall be designated the Administrative Agent for this grant.
That for every category established under this Resolution, the Mayor
shall submit to the Common Council a line item budget in ordinance form,
prior to the expenditures of any grant money received upon approval of
this application.

Re: Title XX Contract Application 31
Date: February 18, 1980
* Enclosed please find a copy of the Title XX contract application for the
1980 -81 contract year. This application includes both Youth Leadership
and Emergency Shelter. As way of explanation, the Youth Service Bureau
contracts for services to recipients of AFDC. Our emergency shelter
portion is on a no means basis. No means allows us to provide emergency
shelter despite family income because of the youth's homelessness or
because of the crisis nature.
Recreation combines both our popular Summer Fun Program and the After -
School Recreation program. In addition, youth who have excelled in the
Summer Fun Program are rewarded with participation in the Campership
program. These youth are given a uniform consisting of a t- shirt,
socks, and tennis shoes.
All youth in our school social work program and After - School Recreation
program receive individual or group counseling.
The following gives a breakdown of the contract value by service and the
number of AFDC recipients. It also shows the 75% federal reimbursement
and the 25% match. The Youth Service Bureau does not receive a cash
match. Therefore our contract is worth the federal portion only.

This is the Youth Service Bureau proposal. I will meet with the Title XX
field representative to negotiate this contract, and it is possible that
the contract value will increase or decrease depending on Title XX guide-
lines and regulations. If you have any questions, please contact me at
