A regular meeting of the Board of Public Safety was held on Monday, December
7, 1964 at 10:00 A-.M. All members were present. Minutes of the last.
regular meeting were read and approved. Vouchers were approved and
ordered paid to the various suppliers.
BUILDING DEPARTMENT SUB -STANDARD DIVISION ( HEARINGS
Comes now Mr. Richard Liszewski, Supervisor of the Sub -Standard Division
of the Building Department, and advises the Board that he had requested
Mrs. C. Wczewian to appear before the Board to show cause why her property
located at 1013-15 Western-Avenue,-ths•property consisting of two small
dwellings, had not been brought up to standard as directed. Both dwellings
are presently occupied. Orders were also issued to have property vacated
and, if not repaired dwellings were to be demolished within 30 days.
Mrs. C. Wczesien advised the Board that the tenants living in the dwellings
were very poor and could not afford to move. She also advised the Board
that she had made some repairs and intended to make other repairs when
weather conditions permitted.
After hearing Mrs. Wczewian, the Board directed that the property be
inspected and a report be made on what progress had been made on the
repairs.
This hearing was continued until December 14, 1964.
With reference to property owned by Mr. F. D. Cook, located at 506 S.
27th Street, Mr. Liszewski reported that Mr. Cook had been ordered to
appear to show cause why property had not been brought up to standard
and that he had failed to appear and had failed to complete repairs as
ordered. An old utility building had been removed, However. nothing
more had been done.
The Board granted a continuation of this hearing for one week to allow
time for Mr. Cook to appear before the Board.
REQUEST: SOUTH BEND JAYCEES ( PLACE PERMANENT SIGNS ON S= HIGHWAYS )
A letter from 1.4r. James F. Kleyle of the South Bend Jaycees was submitted
to the Board. W . Kleyle requested permission for the Jaycees to place
permanent Welcome signs on U. S. Rt. 31 at city limits, U.S. Rt.'33 at
city limits and Ind. Rt. 2 at city limits and Lincoln Way East in the
1600 block by Redden Travel Bureau.
This request was discussed with the Traffic Engineer who advised the
Board that since these were State Highways, it was necessary to work
through the State Highway Commission.
Since the letter did not specify where the signs were -to be installed
and what appropriate civic message would be inscribed on the signs, the
Board directed that a letter be sent to Mr. Kleyle requested clarification
of the request and also requesting that he appear before the Board on
December 14, 1964 at the meeting of the Board to further discuss this
request.
REQUEST: SOLICIT FOR ADVERTISING ( IND, CIVIL DEFENDER )
Mr. W. P. Ellis of the Indiana Civil Defender, the officiel magazine of
the Indiana Civil Defense Director's Association was granted permission
to solicit south bend business establishments for advertisements for the
magazine.
Mx. Ellis advised the Board that this request had been approved by the
Director of St. Joseph County --Civil Defense.
Solicitation will be allowed from December 7, 1964 through December 12,1964.

Permission was granted the Fire Department through Fire Chief McHenry, to
send Battalion Chief Dale Fortin and Lt. William 6chmidt to Purdue University
to attend the annual Fire Instructors' Training Course from December 10
through December 14, 1904.

An application for the Fire Department from Erwin Joseph Szezypski was
accepted and ordered placed on file.
CERTIFICATE QF INSURANCE FLORIST )
A Certificate of Insurance from Kagel Florist to cover canopy over the
sidewalk at 602 N. Michigan Street was accepted by the Board and ordered
placed on file.

Following the recommendation of the Traffic Engineer, the following
installations of traffic signs were approved:
Stop Sign on Rush and Sample Streets.
No Parking Signs - "No Parking This Side of Street on West side of
Ironwood between Lincoln Way East and the bridge.
No Parking Signs - on south side of W. Sample Street at the following
locations:
1 - First UP E. of cutoff to Olive Street.
1 - On UP across from 2205
1 - Across from E. line of 2107
1 - Across from dead end of Grant St.
On W. Sample as follows:
Across from 1905 on UP.
Across from 1813 on UP.
Across from 1713 on UP.
Across from E. line of 1705 on Western
West line of 1618 on steel post.
West lime of 1606 on steel post.
Across from 1533 (ABZ) on UP.

One Hour Parking - 5 One Hour Parking, 6-6 except Sundays w/arrows
on the E. side of 700 S. Lafayette.

One Hour Limit - These signs lim# parking on N. side of Milton

Street Light Outage Reports were accepted and ordered placed on file.

A Report for the month of November, 1964 from the Building Department
was accepted and ordered placed on file.
There being no further business to come before the Boardja the meeting was
adjourned at 11:00 A.M.
