A regular meeting of the Board of Public Safety was held on Monday,
October 5, 1964 at 10:00 A.M. All members were present. Minutes of the
last regular meeting were read_and approved. Vouchers were approved and
ordered paid to the various suppliers.

The time now being after 10:00 A.M. it was so announced and sealed bids
for ten Four Door Sedans for the Police Department were opened and read
aloud. Proofs of Publication from the South Bend Tribune with affidavit
signed by Robert DeLong and the Tri-County News with affidavit signed
by Alfred Snyder, II were found sufficient.

After examination by the Police Chief, the Chief reported tka%� bid

best bid and is now so awarded to Freeman Spicer Co., Inc.

PETITION: STREET LIM ( ELECTRICAL DEPT.)
A Petition from residents of Hass Drive requesting the installation of
a street light on Hass Drive between Rose and Kettering was referred
to the Electrical Department for investigation and recommendation.

Comes now Mr. Burke to advise the Board that his property located at
1023 S. Michigan Street is the subject of much vandalism and also that
additional street lighting might assist in avoiding the vandelism which
includes broken windows, slashed automobile tares, and other damage to
the building and neighboring area.
The Board referred this matter to the Police Chief for investigation
and also to the Electrical Department for investigation and recommenda-
tion.
TRAFFIC ENGINEER: INSTALLATIONS
Following the recommendation of the Traffic Engineer, the following
installations were approved:
2 Hour Time Limit signs installed to cover 1802 S. Main Street.
PETITION: PARKING ON SAITLE FRCT,d OLIVE TO CHAPIN ( LULU CLINE SCHOOL)
A Petition from A.B.Z. Buffet Restaurant and others on W. Sample Street
requesting relief from parking problems in this vicinity was submitted
to the Board.
The Petition also states that many of the parking problems are caused
by students of the Lulu Cline School who park on the streets all day,
although there is sufficient off-street parking to accommodate them.
These parking problems have been discussed with the Traffic Engineer,
according to the Petition and relief is promised.
The Petition was accepted and referred to the Traffic Engineer for
attention.
REPORT: TRAFFIC ENGINEER PARKING ON SAMPLE MZMK OLIVE AND C N
Clem Hazinski, Traffic Engineer, submitted a reper t to the Board as the
result of studies of parking on West Sample, south side of the street,
between ULive and Chapin.
Results of the studies show that more efficient and orderly flow of
traffic would result, certain types of accident would be eliminated
and present pedestrian exposure would be eliminated if parking could
be removed from the south side of the street.
The Traffic Engineer recommends that parking be prohibited on Sample Street
from Olive to Arnold on the south side and on both sides of Sample between
Arnold and the Pennsylvania Railroad spur line at the beginning of the
divided highway in the 1000 block of West Sample Street.
Following the recommendation of the Traffic Engineer, the change in
parking as.indicated in the report was approved.
REPORT: TRAFFIC ENGUfEER ( PARKING ON DIXIOND AVENUE)
Clem Hazinski, Traffic Engineer, submitted a report and recommendation
to the Board recommending that parking be prohibited on the east side
of Diamond Avenue from Lincoln Way .Pest to a point approximately 200
feet south of Portage Avenue where it is recommended that parking be
prohibited on both sides of the street.
Also submitted was copy of a letter from Lloyd S. Taylor, City Engineer,
to Mr. Hazinski, in which he states that he agrees wholeheartedly with
Mr. Hazinski's recommendation concerning parking regulatM.ons on Diamond
Avenue.
Following these recommendations, the elimination of parking as outlined
in the report was approved by the Board.

The Fire Department having submitted to the Board of Public safety a
request to transfer $1,500 from Account Q 11 Personal to Q-221 Electrical
for the purpose of paying delinquent electric bills and further having
submitted a request to transfer $2,500 from Acoount Q-11 Personal to
Account Q-224Water for the purpose of paging for delinquent water bills,
same is hereby approved by the Board of Public Safety and the necessary
Ordinance will be presented to the Common Council for approval which
Ordinance shall be prepared by the Legal Department.

Comes now Mr. Parker, attorney, representing Mrs. Harry Nicodemis,
owner of property located at 1217 S. Rush Street with a report that
repairs are now being made on this property, except the painting.
11r. Grabarz, also present, was not aware_ of such repairs.
Councilman Walter Glass, also present, was of the opinion that no.further
time should.be allowed for repair of this structure.
After hearing all who wished to be heard, it was the decision of the
Board to allow a continuance of two weeks before further action is
taken.
Comes now Mr. Gantz of the Industrial Savings & Loan Association, with
reference to property owned by Ivb?. and Mrs. Blad and located at 715 S.
Meade Street. Mr. Gantz informed the Board that there was a buyer for
this property who was willing to make the necessary repairs. He requested
a 30 day continuance to get the place rehabilitaded.
After hearing I,Zr. Gantz, it was the decision of the Board to allow a 30
day continuance during which time M% Grabarz will check and report whether
sufficient progress has been made on rehabilitation to allow the owners
to proceed.
Comes now Otto Pozsgay, owner of property at 1302 Chapin Street, with a
progress report on repairs and/or clean-up of the property.
Mr. Pozsgay reported that he has been cleaning up the outside and will
concentrate on this phase before doing the necessary work on the interior.
lLr. Grabarz also informed the Board that this clean-up project has been
progressing satisfactorily and that Mr. Pozsgay had a permit for repairs
to the structure.
With reference to property owned by Samuel and Esther Caparell, located
at 2625 Linden Avenue, Mr. Grabarz informed the Board that Mr. Caparell
is now negotiating on repairs to this structure and a request for..a
continuance on this until October 13, 1964 was granted.
With reference -to property located at 513 S. Bendix, Mr. Grabarz
requested permission to advertise for bids for demolition.
The Board granted the request with the stipulation that interested
parties be notified.
Mr. Grabarz reported to the Board,that property owned by Mr. Jacob
Gilbert of Bexley, Ohio, which is located at 330-3302 S. Michigan
Street, is in a bad state of disrepair, due to a recent fire.
1b. G'.lbert was requested to appear to show cause why he has not made
the necessary repairs. A condemnation order was issued and time
expired on August 20, 1964.
The Board directed that a letter be addressed to Irving J. Smith,.
attorney for Tit?. Gilbert, advising that said property is more than
50% destroyed by fire and that the Sub -Standard Division has requested
permission to let a contract for demolition of the said premises; and
further, that Mr. Smith contact the Board to show cause, if any, why
demolition should not be ordered.

Mr. Grabarz submitted sealed bids for the demolition of property located
at 317 S. Kentucky Street, of which Mr. Cauffman is Executor of the
Estate.

After examination of both bids which were in order, it appearing that
Af& J. Demolition is the lowest and best bid, the bid for said demolition
was awarded to A & J Demolition.
BUILDING DEPARTUE T: ATTEND CONFERENCE
The Board granted permiss-ion to Forrest R. West, Building Commissioner,
to attend the National Fire Protection Association Conference in Louisville,
Kentucky on October 12, 13 and 14, 1964. Sufficient funds are available.
LR FFIC ENGINEER;_ ATTEND CONFERENCE
The Board granted permission for Clem Hazinski and his assistant, Gregory
Armstrong, to attend the Traffic Engineering Conference at Purdue University,
on Occober 12 through October 16, 1964. Sufficient funds are available.
FIRE DEPARTPMT: PICK UP FIRE TRUCK EILIM, NEW YORK
The Board granted permission to Fire Chief McHenry and two firemen to
go to Elmira, New York to pick up and drive back a new piece of fire
equipment.

a report for the month of August, 1964 from the Weights & Measures
Department was accepted and ordered placed on file.

A report for the month of September, 1964 from the Building Department
was accepted and ordered placed on file.
