A RESOLUTION FOR THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUB-
MIT TO THE UNITED STATES GOVERNMENT, DEPARTMENT OF
TRANSPORTATION, AN APPLICATION FOR A GRANT UNDER
THE "BICYCLE GRANT PROGRAM."
WHEREAS, the City of South Bend,
and the Common Council, has aggressively

tance to support local efforts and to supplement local resources; and,
WHEREAS, the purpose of the "Bicycle Grant Program" is to locate and in-
stall bicycle parking facilities which will: encourage safe, secure and easy
access to the CBD; create interfaces between bicycle and bus travel; and increase
the mobility of our low and moderate income families; and,
WHEREAS, the Mayor is the chief executive officer of the City, and is the
applicant for a demonstration grant called "Bicycle Grant Program" under the
auspices of the Federal Inter - Agency Coordinating Council on behalf of six
federal agencies.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of
South Bend, Indiana:
SECTION I. Hereby establish the authority of the Mayor of the City of
South Bend to submit an application for funds in the amount of Twenty -eight
Thousand dollars ($28,000) to the United States Department of Transportation under
the "Bicycle Grant Program."
SECTION II. Hereby designates the Division of Community Development as
the administrative agent for the program. The Division of Community Development
shall submit to the Common Council a line item budget in ordinance form prior to
any expenditures of any grant money received upon approval of this application.
SECTION III. The Division of Community Development shall submit a copy
of the Bicycle Grant Application to the Members of the Common Council prior to
submittal of the grant application to the Department of Transportation.

On April 9, 1980, the City of South Bend, acting through the Division of
Community Development, submitted a preliminary application for bicycle
parking facilities to the Michiana Area Council of Governments ( MACOG).
Contingent upon Council approval, the City will submit a final application
through MACOG and the State Highway Administration to the regional office
of the Department of Transportation by May 1, 1980.
As you know, South Bend has aggressively and successfully competed for
federal assistance to aid in its improvement, and that the Community
Development Program has specifically sought to improve South Bend's central
business district (CBD) and the quality -of -life in our inner -city neighbor-
hoods.
The purpose of the "Bicycle Grant Program" is to locate and install bicycle
parking facilities which will: encourage safe, secure and easy access to
the CBD; create interfaces between bicycle and bus travel; and increase
the mobility of our low and moderate income families.
I believe that the "Bicycle Grant Program" offers South Bend an excellent
opportunity to initiate research into alternative modes of transportation
for the benefit of our inner -city families.
I would welcome the opportunity to discuss the grant application with the

PROJECT DESCRIPTION
The purpose of this grant will be to locate and install bicycle parking
facilities which will encourage safe, secure, and easy access to the CBD; in-
crease mobility of low and moderate income households; and create interfaces
between bicycle and mass transportation. Improved access to service, public,
retail and employment centers especially within the CBD will be promoted. Thus,
in keeping with the CBD revitalization strategy bicycle transportation will
play an ever increasing role. The potential spin -off benefits of auto users
converting to bicycles will favorably affect energy consumption. Interface
bus -bike facilities will encourage optimum usage of buses especially in areas
of the city with low densities and increased distances to bus stops.
NEED
The revitalization strategy for the CBD requires that increased employ-
ment opportunities be made. The retail, hotel, health, office, and government
centers of the CBD employ low and moderate income persons. Public private
sector ventures such as First Bank - Marriott and Century Mall, project an in-
crease in employment for low and moderate income persons. Present and pro-
jected employment patterns necessitate increased opportunities for bicycle
usage.
The City of South Bend has identified that its inner city low and moderate
income families have minimal access to automobile transportation. Alternative
forms of transportation (walking, bicycle, & bus) are the primary modes of
mobility. .Minimal facilities currently exist that would encourage bicycle
transportation. The criteria for identifying need include the following:
1. Concentration of low & moderate income
households
2. Concentration of households with no auto
ownership
3. Concentration of households with one or
less auto
4. Neighborhood Strategy Areas (NSA)
5. Location of public transportation routes and
multi family concentrations
Low and moderate income households inherently have less ability for auto
ownership. The concentration of low and moderate income households are reflected
in Table 1 and Exhibit 1. Households with no auto ownership reinforces the
premise that low and moderate income households are restricted to alternative
forms of transportation. Table 1 and Exhibit 2 illustrate the concentration of
no auto households that equal or exceed the city average. With households of
one or less autos, the primary wage earner can be expected to utilize the
family car leaving the dependents without auto transportation. Table 1 and
Exhibit 3 reflects the concentration of one or less auto households that equal
or exceed the city average. Neighborhood Strategy Areas identified by Community
Development Program (CDBG 1979 application) have critical needs in addition to
the lack of mobility. The City is committed to improving, the conditions of the
NSA's, therefore, special emphasis is placed on improving the mobility of NSA
households. NSA boundaries are highlighted on Table 1 and Exhibits 1, 2 and 3.
Illustrated on Exhibit 4 are those areas which will be given priority. The
priority areas are those census tracts that register a concentration of low and
moderate income, zero auto households, and one or less auto households. In-
cluded on Exhibit 4 are the public transit routes.
COORDINATION
This proposed project is the initial effort in bicycle planning other
than a Bikeway Study Guide published by the Michiana Area Council of Governments

(MACOG) in 1976. The Community Development Program will coordinate bikeway
planning with MACOG, Area Plan Commission, City Park Department, South Bend
Public Library, School City and several institutions of higher learning in the
community.
CITIZEN PARTICIPATION
Citizen participation will take the form of review and comment by the
Citizen Advisory Council (CAC). The CAC is a body for citizen participation
comprised of representatives of the NSA's, business, school legal and other
concerns. The NSA representatives will be involved in the planning process so
that realistic objectives can be established.
