A regular meeting of the Board of Public Safety was held on Monday,
June-29, 1964 at 10:00 A.M. Messrs. R. J. DuComb and James A. Bickel
were present. Minutes of the last regular meeting were read and approved.
No vouchers were approved for payment.
HEARING: CHARGES OF VIOLATIONS OF RULES AND REGULATIONS OF THE FIRE
With reference to -a hearing scheduled for 9:00 A.M. this date in City
Hall for the purpose of determining the validity of charges of violations
against the Rules and Regulations of the Fire Department, this hearing
was continued August 10, 1964.
HOUSE MOVE: DEP ELMER S )
Comes now Mr. Forrest West, Building Department Commissioner, with
a request to move a house from 1015 N. Olive Street to 1364 N.-Elmer
Street.
Mr. West advised the Board that George Bernath is the owner and Irving
Worden is the mover and that notices of proposed house move had been
delivered to the following:
Louis Toth, 2210 W. Elwood
Erwin R. Zbieranski, 2206 W. Elwood
Mel E. Heitger, 1402 N. Elmer
Noel B. Strahla, 1348 N. Elmer
Mrs. Rosemary Harris, 1347 N. Elmer
John J. Redling, Jr., 1344 N. Elmer
Mrs. Agnes Fekete, 1342 N. Elmer
Two of above moved. New tenants listed:
Bovy, 2210 W; Elwood
Beverly Nowastowski, 1402 N. Elmer
Mrs. Noel Strahla, 1348 N. Elmer appeared with other residents of the
area to remonstrate against said move. Mrs. Strahla acted as spokesman
for the group.
The residents are apposed to the move because of the following reasons:
1. If the house is moved to this property, it would be impossible to
widen Elwood Avenue.
2. In the event of Elwood widening the house would not comform to
side yard requirements.
Neither Mr. Bernath nor Mr. Worden were present at the hearing.
After hearing all who wished to be heard and after examining sketch of
area involved, the request to move this dwelling to the N. Elmer Street
address was denied.
SST STANDARD DIVISION ( HEARINGS )
Comes now John Grabarz of the Sub -Standard Division of the Building
Department, with reference to property located at 138 Falcon Street,
owned by Rev. Bowles.
Mr. Grabarz informed the Board that Rev. Bowles had not complied with
orders to clean up old lumber in the yard .
Rev. Bowles informed the Board that he intended to clean up:;,Ahe old
lumber and stack it in yard. He requested more time to accomplish
this work.
After hearing Rev. Bowles and Mr. Grabarz, it was the decision of the
Board to continue the hearing for two weeks. Rev. Boucles must have
lumber stacked neatly within that time.
Comes now Mr. Taylor, owner of property at 830 S. Rush Street, to
request additional time in which to demolish garage on the property
as ordered.
Mr. Grabarz informed the Board that the building has been town down
to first floor level.
Mr. Taylor advised the Board that he can complete the work within
two weeks.
Permission granted. Case continued until July 13, 1964. Mr. Taylor
was ordered to barricade the open basement.
This being the date set, bids were opened for demolition of a structure
located at 1032 Talbott Street.
The following bids were received:
Chas, Clough
25412 State Road #2 $175.00 Retain salvage
South Bend, Indiana 225.00 Stack salvage
A & J Demolition
318 O'Brien St. $220.00 Retain salvage
South Bend, Ind. 235.00 Stage salvage.
It appearing that the bid of Chas. Clough is the lowest and best
bid, the bid is now awarded to Chas. Clough in accordance with his
Proposal.
W. Grabarz was directed to write a letter to the party of interest
residing in Russelville, Kentucky. The party of interest is Mr. 0.
T. McCutchen.
RE: REQUEST FOR PROMOTIONS - FIRE DEPARTMENT
With reference to a request from Fire Chief McHenry for promotion of
Firemen Frank Tonk, Jack Bukowski and Dale Fortin, action on this
was taken under advisement for further study.
POLICE DEPARTMENT ( MILITARY LEAVE )
Following the recommendation of Police Chief Hampton, the Board approved
military leave for the following officers:
Officer Marvin 0. Martz, August 16 to August 30, 1964 to attend annual field
training with Marine Corps Reserves Camp LeJeune, North Carolina.
Officer D. Thompson, August 16 to August 30, 1964 to attend summer camp
with the Marine Corps Reserve at Camp Laimine, North Carolina.
SPECIAL POLICE BOND RENEWAL ( KINGSAFER
The Board approved a Special Bond Continuation Certificate for Robert
J. Kingsafer—

The Board approved:Special Police Commissions for Karl F. Krienke, South
Bend Tribune employee and Kenneth C. Foul.ks, employed by the Police
Department.
TRAFFIC ENGINEER ( TRAFFIC SIGNS ).
Following the recommendation of Clem Hazinski, Traffic Engineer, the
following installations were approved:
30 Minute time limit signs installed on east side of 100 N. Olive from
Washington Avenue to Ond of building located on that corner.
WEIGHTS & MEASURES REPORT
The Board accepted a monthly report for the month of May, 1964 fran the
Weights & Measures Department and ordered it placed on file.
STREET :LIGHT: OUTAGE REPORTS`
Street Light Outage Reports were accepted and ordered placed on file.
There.being no further business to come before the Board, the meeting
was adjourned. -at 11:30 A.M.
