HomeMy WebLinkAbout06/15/64 Board of Public Works MinutesJune 15, 1964 A regular meeting of the Board of Public Safety was held on Monday, June 15, 1964 at 10:00 A.M. Messrs. R. J. DuComb-and James A. Bickel were present. Minutes of the last regular meeting were read and approved. Vouchers were approved -and ordered paid to the various suppliers. The hearing with reference to the alleged violation of the Rules and Regulations of the Fire Department scheduled for 9:00 A.M. was postponed at the request of Mr. Cunningham's attorney. The hearing will be scheduled for 9:00 A.M. on Monday, June 29, 1964. INSTRUCTION BUREAU FORTIN ) Fire Chief McHenry requested permission for Acting Chief of the Instruction Bureau,:.DaleFortisi and Lt. Carl B. Lederer to attend the Merit System Training School in Muncie, Indiana on'June 16 and 17, 1064. These firemen have been invited to act as instructors. Permission granted. FIRE DEPARTMENT: SIX MONTH PROBATION REPORTS ( PUSZTAI & SOOS ) Following the recommendation of their superior officer and also upon the recommendation of Fire Chief McHenry, the following firemen, having completed their 6 month Probation Period, are now accepted for permanent membership on the South Bend Fire Department: Richard Pusztai Dale Soos ELECTRICAL DEPARTMENT: SIX MONTH PROBATION REPORT ( T. BRASSELL ) Upon the recommendation of Eugene Radecki, Superintendent of the Electrical Department, the,Board now approves Lineman Timothy Brassell for permanent membership,in.the South Bend Electrical Department after having satisfactorily completed his six month Probation Period. ELECTRICAL DEPARTMENT: MILITARY LEAVE (M, T WEGAfflq). At the request of Eugene Radecki, Superintendent of the Electrical Department, the Board approves a leave of absence for active Military Training from June 27 to July 12, 1964. POLICE DEPARTMENT: TERMINATION OF EMPLOYMENT ( KOWALSKI ) Based upon Police Chief Hamton's approvel, the Board now approves the request for termination of employment to receive pension after having completed 22 years, 4 months, 13 days of continuous service on the Police Department which was submitted by Officer Ervin Kowalski. SPECIAL POLICE BONDS ( GISH & SELF ) The Board approved the renewal of Special Police Bonds for Robert A. Gish and Everett F. Self, both members of Studebaker Local No. 5. The Bonds were ordered placed on file. APPLICATIONS: POLICE DEPARTMENT The following applications for the Police Department were accepted and ordered placed on file: Jon LeRoy Robinson, Jerry B. Kendall, Paul M. Shimer. POLICE DEPARTMENT MONTHLY REPORT A report from the Police Department for the month of April, 1964 was accepted and ordered placed on file. r TRAFFIC ENGINEER: TRAFFIC SIGN INSTALLATIONS Following the request of Clem Hazinski and the recommendation of Clem Hazinski the installations listed below were approved: 2 Hour Time Limit signs installed on north side of 100 W;• Donald Street. Yield signs installed on Oakdale, both sides, at York Road. Yield signs installed on Peachtree Lane, both -sides, at Rosemary Lane. .Stop signs installed on Belmont at Sunnyside for Sample Street Bridge Detour of Eddy Street. Stop signs installed on Bronson at Sunnyside, northeast and northwest corners for Eddy Street Detour. ELECTRICAL DEPARTMENT: STREET LIGHT REQUEST ( BENDIX ) A request for a street light installation on an e tsxi i'ng pole at corner of Westmoor and Iowa Streets was submitted by Bendix Corporation, examined and referred to the Electrical Department for investigation and recommen- dation. ' STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. BUILDING DEPARTMENT: SUB STANDARD DIV ( BEARI�i� ) Comes now John Grabarz, Supervisor of the Sub -Standard Division with reference to property located at 510 E. Ohio Street. Also appearing before the Board was Mrs. Bessie Snowden, owner of the above -described property,to show cause why property has not been brought up to standard. The dwelling was condemned on April 29, 1964. Mrs. Snowden advised that she wished to bring property up to standard and had already started such rehabilitation work. Mr. Grabarz also advised the Board that Mrs. Snowden had produced signed contracts for the repair work. After hearing Mrs. Snowden and Mr. Grabarz, and being advised that Mrs. Snowden was leaving town for her home in California this week, it was ruled that Mr. Grabarz inspect the property on Friday, June 19, 1964 and if, in his opinion,.the work is satisfactory, he will so advise the Board and the condemnation order will be lifted. Comes now Mrs. Lottie King with reference to property owned by her at 234 E. Sample Street to show cause why this property has not been brought up to standard as ordered. Mr. Grabarz advised the Board that the inspectors could not make a proper inspection because the house was so filled with debris that it was impossible to enter sane of the areas. Mr. Grabarz had photographs to substantiate his statements. After hearing Mrs. King and Mr. Grabarz the Board ruled that Mrs. King have house cleaned of all debris so that a proper inspection can be made and that this be completed no later than July 13, 1964. If this house is not entirely cleaned and vacant by this date it will be demolished. Comes now Mr. Jesse L. Dickinson who submitted a letter to the Board with reference to a dwelling located at 1032 Talbot Avenue. Mr. Dickinson advised the Board that this is an estate and that an inadequate sum of money has been put in escrow to bring property up to standard. Mr. Dickinson advised the Board that it is the desire of the parties of interest in this Estate to follow any available procedure to rid this area of the blight that this house does and will continue to cause. After hearing those who wished to be heard, the Board directed Mr. Grabarz to notify the parties of interest that orders have not been complied with and that bids for demolition will be taken. Mr. Grabarz advised the Board that Mr. Melvin Tailor.,, owner of property located at 830 Rush Street, had not complied with the orders of the Board to remove building within two weeks. The Board ruled that bids for demolition be obtained and structure be demolished. OPENING BIDS: SUB -STANDARD DIVISION i DEMOLITION i AWARDING BID Mr. Grabarz submitted sealed bids for demolition of property at 321 S. Kentucky Street which is to'be demolished. The following bids were received: Alf J. Demolition 318 O'Brien St. South Bend, Ind. Chas, Clough 25412 State Road #2 South Bend, Indiana $350.00 retain salvage 365.00 stack salvage $240.00 retain salvage 300.00 stack salvage After examination of the bids submitted, it appearing that the bids were in accordance with specifications and regulations, and it also appearing that Chas. Clough had submitted the lowest bid, it is now so awarded to Chas. Clough. BUILDING DEPARTMENT: MONTHLYIEPCRT A Report from the Building for the month of May, 1964 was accepted and ordered placed on file. HEALTH DEPARTMENT REPRESENTATIVE Mr. Stephen Molnar of the Health Department attended the meeting as a representative of the Health Department.
