Home My WebLink About05/18/64 Board of Public Works Minutes331 May 18, 1964 A regular meeting of the Board of Public Safety was hald on Monday, May 18, 1964 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. HEARING: CHARGES AND FINDING - VIOLATION OF RULE 12 RULES AND REGULATIONS OF POLICE DEPARTMENT ( OFFICER JERRY R SZWEDA The Board of Public Safety convened at 9:00 A.M. pursuant to charges filed by the Police Department against Officer Jerry R. Szweda. The charges are as follows: On Sunday, May 10, 1964, Officer Jerry R. Szweda did during his off duty hours, become involved in a fight thereby violating Rule 12 of.. the Uniform Rules and Regulations forbidding an officer to act in a disorderly manner. According to the Rules and Regulations, the charge in such an incident would be "Conduct Unbecoming To An Officer." On the afternoon of May 12, 1964, Inspector Glenn Terry and Captain Nester Stachowicz went to the home of Officer Szweda and informed him that he was temporarily suspended and picked up said officer's badge and gun. Officer Szweda was at this time informed that he would be notified by letter as to the time he should appear before the Board of Public Works & Safety. Pursuant to notice, Proof of Service is contained in the record of the Board of Public Safety, Officer Szweda, together with his attorney, Patrick Brennan, have appeared and are present and Officer Szweda, by counsel, waives service of Notice onbehalf of the officer wherefor the Notice heretofore issued need not be a part of this record. The Board of Public Safety having held the hearing of the Chief of Police with reference to Officer Szweda Thosdoes not deny the incident complained of and the Board having examined the matter now accepts the recommendation of the Chief of Police and said Officer is hereby suspended from the Department for a period of 15 days, effective May 12, 1964. Said suspension will be without pay. OPENING BIDS: WEIGHTS& MEASURES DEPT ( STATION WAGON ) The time now being after 10:00 A.M. it was so announced and bids were opened for a station wagon for the Weights & Measures Department. Proofs of Publication from The South Bend Tribune with affidavit signed.by Robert DeLong and the Tri-County News with affidavit signed by Alfred W. Snyder, II were found sufficient. The Bids will be taken under advisement and awarded on May 25, 1964. ELECTRICAL DEPARTMENT: INSTALLATIONS Following the recommendation of Eugene Radecki, Superintendent of the Electrical Department the following installations were approved. 1. 4,000 lumen street light on the corner of W. Washington and Kentucky. 2. 4,000 lumen street light on corner of W. Washington and Liberty. 3. 4,000 lumen street light on N. Falcon, z block north of W. Washington. These street lights were petitioned by James J. Badowski and others in the area. PETITION• ELECCTRICAL DEPARTMENT ( STREET LIGIU ) A Petition for a street light on east side of Fellows at alley - Monroe on pole J259-254 is being investigated by the Electrical Department Superintendent. Action on this is continued until May 25, 1964. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. REPORT: TRAFFIC ENGINEER ( INSTALLATION OF TRAFFIC SIGNALS AT GREEN,�AWN & MISHAWAKA AVENUES ) Clem Hazinski, Traffic Engineer, at the request of the Mayor through the Board, conducted a survey at Greenlawn and Mishawaka Avenues to determine the need for traffic signa;s. The studies indicate that sufficient traffic exists for the installation of a semi -actuated traffic signal system at that location. Following the recommendation of the Traffic Engineer, the Board approved the installation and also to include pedestrian actuated lights. TRAFFIC ENGINEER: INSTALLATIONS Following the recommendation of the Traffic Engineer, the following installations were approved: Stop signs installed on 17illiam Street, northwest' -and northeast corner at South Street. 30 idinute time limit signs installed to cover 521 E. LaSalle Ave. CHANGE ORDER: INDIANA & MICHIGAN ELECTRIC CO ( TRAFFIC SIGNALS AT MICHIGAN AND LASALLE ) A letter from Harold M. West, District Manager of Indiana & Michigan Electric Company with Change Order attached for traffic signal current charges at Michigan and LaSalle was submitted to the Board. 1 1 This was taken under advisement in order to examine the original agreement. REQUEST: LOADING ZONE ( MRS . A. EMO ) Mrs. Amy Kekko appeared before the Board to request that a loading zone be established in front of her establishment located at 219 N. Michigan Street. Parking Meters are presently at this curb. Mrs. Kekko advised the Board that merchants unloading supplies for this restaurant have no place to unload and are given parking tickets. The matter was referred to the Traffic Engineer for investigation and recommendation, to be presented at the next meeting of the Board. ST FOR HEARTNG• VIOLATION OF RULES AND REM=IONS OF THE Following a complaint from Fire Chief McHenry concerning alleged violation of Rules and Regulations of the Fire Department by Fireman. John E. Cunningham, the Board scheduled a Hearing on the alleged violation for Monday, May 25, 1964 at 9:00 A.M. A letter to Mr. Cunningham advising him of said Hearing was ordered delivered to him. APPLICATION: FIRE DEPARTMENT An application for the Fire Department from. William Edward Brien was accepted and ordered placed on file. PEkiMISSION TO ADVERTISE: BICYCLE AUCTION Permission was granted, through the Office of the Board, to advertise for a Bicycle Auction for the benefit of the Police Pension Fund. The auction will include bicycle and bicycle parts and miscellaneous parts that have been abandoned and left unclaimed and are in the custody of the Police Department. The auction will be held on May 27, 1964 at 1:30 P.M. in City Hall Court or, in the event of inclement weather, on May 28, 1964 at the same time and place. BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEAR.INGS ) Comes now John Grabarz, Director of the Sub -Standard Division of the Building Department, with reference to property owned by Rev. Bowles and located at 138 S. Falcon Street. Mr. Grabarz advised that Board that Rev. Bowles has failed to clean UP property and remove accessory buildings as ordered in October, 1963. This has not been done. • Rev. Bowles advised the Board that he intended to clean up property and requested additional time to accomplish the work. The Board granted a continuance of 30 days, or until June 15k 1964 at which time the property must be cleaned up as ordered. Mr. Grabarz requested a continuance on hearing for property located at 830 S. Rush Street, owned by Melvin Taylor. Mr. Grabarz requested this continuance in order to allow time to receive Proof of Notice to appear before the Board. Case continued for one week. N". Comes now Ivory Kurtz with reference to property located at 1511 Listen Street and his plans to repair property. Mr. Kurtz advised the Board that Mr. Charles Stafford had agreed to repair property, and he will have estimate of cost soon. The Board ruled that the case be continued until May 25, 1964 at which time Mr Kurtz will report on estimated cost to repair the property. SUB -STANDARD DIVISION - OPEN BIDS FOR DEMOLITION- AND AWARD BIAS Bids for demolition of dwelling located at 321 S. Kentuc1gi;Str0.et were opened by the Board. All bids were found to be in order and properly executed. After examination of the bids, it appearing that the bid of Ronald Lafferty was the lowest and best bid for the requirements, the bid is now so awarded to Ronald Lafferty. Bids for demolition of dwelling located at 1047 LaSalle Court were opened by the Board. The following bids were received: Chas, Clough 25412 State Road #2 South Bend, Ind.
