-A regular meeting of the Board of Public Safety was held on Monday, May
11, 1964 at 10:00 A.M. Messrs. R. S..Andrysiak and R. J.DuComb were
present. Minutes of the last regular meeting were read and approved.
Vouchers were approved and ordered paid to the various suppliers.
OPENING OF BID: FIRE DEPARTMENT '(`RADIO EQUIPMENT )
The time now being after 10:00 A.M. it was so announced and bid was
opened and read aloud for radio equipment for the fire 'stations. Proofs
of Publication from The South Bend Tribune with affidavit signed by
Robert DeLong and The Tri-County News with affidavit signed by Alfred
W. Snyder, II were found sufficient.
The following was the only bid received:

ELECTRICAL DEPARTMENT: PETITIONS FOR STREET LIGHTS
Comes now Eugene Radecki, Electrical Department Superintendent, and
requests a continuance on recommendations concerning three petitions
for street lights that were referred to his department for investigation
and recommendation. -
Request granted and report continued for one week.
BUILDING DEPARTMENT: HOUSE MOVE & GARAGE MOVE
Comes now -Forrest West and requests permission to move a garage from
4802 S. Main Street to 1107 Sunnymede Avenue. The garage is -owned by
Allen Mitschelen and will be moved by Lewis Mitschelen.
Mr. West advised the Board that all property owners affected by such a
move had been notified and submitted the following letters that had been
delivered by hand and signed by the addressee:

FIRE DEPARTMENT: LETTER OF COMPLIMENT ( ST MARVIS)
A letter to Fire Chief McHenry from Sister Mary Verda, C.S.C., Superior
of St. Mary's College, Notre Dame, Indiana,.complimented Chief McHenry
and the South Bend Fire Department for their "untiring and:generous
efforts" at the recent broken pipe emergency at St. Mary's which
threatened a serious flooding condition which would have caused great
damage to the college.
The letter was accepted and ordered placed on file.
FIRE DEPARTMENT: PROMOTION ( CUNNINGHAM )
Following the recommendation of Fire Chief McHenry, the Board approved
the promotion of Daniel Cunningham of the Fire Department to the rank
of Lieutenant, effective May 15, 1964.

SPECIAL POLICE.CONMISSION (HUMANE SOCIETY)
kf; A Special Pol ce Commission for Henry J. Plummer, an employee of the
Humane Society was approved by the Board and ordered placed on file.
SPECIAL POLICE BOND ( BENDIX, CORPORATION )
A blanket Special Police Bond covering Special Police employed by
Bendix Corporation, filed with this Board in January 1963 was the
subject of a letter from Bendix Corporation signed by A. A. Cater,
Supervisor of General Accounting.
Mr. Cater submitted an Endorsement for said Bondcamend:ing the termination
date as outlined in condition 2(B) . Said termination date is changed
from December 31, 1966 to December 31, 1165,
The Endorsement was approved and ordered placed on file.
REQUEST: POLICE DEPARTMENT ( PARADE_)_
A request from Officer C. Kuskye, Co-chairman of the Police Show, was
submitted to the Board.
The F.O.P. request permission to hold a parade in conjunction with its
22nd Annual Police Show. The parade will include six floats, several stage
coaches, two sheriff's posse, two marching bands, clowns with 60 to 80
horses.
The parade will be held at 10:00 A.M. on Saturday, July 25, 1964. It will
assemble in the 300 block of W. South Street and march east to Michigan,
north on Michigan to Colfax, west to Main and south_.on Main to South Street.
Permission granted.
POLICE DEPARTMENT: APPLICATIONS
The following applications for the Police Department were accepted and
ordered placed on file: Robert James Seese and Norman Edwin Trost.
POLICE DEPARTMENT: ANNUAL REPORT & MONTHLY REPORT
An Annual Report for the year 1963 and a Monthly Report for the month of
March, 1964 from the Police Department were accepted and ordered placed on
file.
BUILDING DEPARTMENT: MONTHLY REPORT
A report for the month of April, 1964 was accepted from the Building
Department and ordered placed on file.

Mr. West informed the Board that the garage has been inspected by him
and found to be in good condition.
Garage move approved, provided all requirements of Code are met.:
Comes now.Mr. George Bernath and requests permission to move a house
located on the northwest corner of Lincoln Way West and Elmer Street
to a temporary site in a vacant lot behind a filling station on the
northwest corner of Lincoln Way West�and'Olive Street.
Mr. Bernath explained that this temporary move of approximately three
weeks is necessary because the location at Elmer and Lincoln Way West
is to be the,site of a new branch Public Library and that this building
must be constructed immediately. Since no permanent site has been found
for the house, the temporary move is necessary.
The temporary location is Lot No. 38-39 Olive Heights Addition.
TRAFFIC ENGINEER: INSTALLATION OF BUS ZONE
Clem Hazinski, Traffic Engineer submitted aireport rin which[:he recommended
that a bus zone be installed on the west side of the 500 block of South
Main Street for a distance of approximately 40 feet, just south of
Monroe Street. This zone would accommodate a''bus when all of the spaces
on the ramp at the Union Bus Depot are filled.
The Board approved the.installation of such a zone.
TRAFFIC ENGINEER: PARKING METER REMOVALS ( MAIN STREET & LASALLE
Clem Hazinski; Traffic, -Engineer, submitted a report in which he :recommended
that the first two parking meters on the south side of LaSalle Street
just east of Main Street be removed to provide for a far side bus stop.
Buses presently stop at the southwest corner of Main Street and LaSalle
to pick up or discharge passengers. Stopping at this location blocks the
right turn traffic lane.
The Board approved such removal.
TRAFFIC ENGINEER: MAYORS REQUEST ( MISHAWAKA AVENUE TRAFFIC SIGNALS)
The Board advised Mr. Hazinski, Traffic Engineer, that the Mayor had
requested prompt action with reference to the Traffic Engineer's study of
traffic signals for Mishawaka Avenue at the new location of the Associates
Investment Company.
Because of the increased pedestrian traffic at this new facility,.it is
urgent that traffic signals be installed as soon as possible.
BUILDING DEPARTMENT: SUB -STANDARD DIVISION ( HEARING
Comes now John Grabarz, Sub -Standard Division Surervisor, and advises
the Board that property owned by Mrs. Virginia Waters, located at 3903
W. Washington Avenue is now vacant and the object of vandalism. The
owner has failed to board up windows and doors to secure dwelling from
further vandalism.
Mrs. Virginia Waters, owner of the property, was present at the hearing
and advised the Board that she is a widow and has not been able to
properly secure dwelling as requested. Also, Mrs. Waters explained
that she has not had adequate funds to bring property up to standard.
After hearing Mrs. Waters and Mr. Grabarz, the Board ruled that the
hearing be continued for,one_week_,_-during,_which time Mrs. Waters shall

Street Light Outage Reports were accepted and ordered placed on file.
HEALTH DEPARTMENT REPRESENTATIVE
Stephen Molnar of :the 'Depar.tinant 'o.f ;Health was, present at the .meeting as
a representative of_`tha:t.Department.
PERMISSION:.T.O:. U1IBRATE. EQUIPMENT WEIGHTS &MEASURES )
Permission was granted Bert Cichowicz, City Sealer, to take his equip-
ment to Indianapolis, Indiana, for the purpose of having the equipment
of the Weights &Measures Department calibrated. This is required
annually. The date of the calibration is May 12, 1964.
There being no further business to come before:the Board,'the meeting
