A regular meeting of the Board of Public Safety was held on Monday,.
May 4, 1964 at 10:00 A.M. All members were present. Minutes of the
last regular meeting were read and approved.
BUILDING DEPARTMENT: ATTEND CONFERENCE
Permission was granted to Forrest R. West, Building Commissioner and
John A. Grabarz, Jr., Director of the Sub -Standard Division of'the
Building Department, to attend the 49th Annual Conference of the
Building Officials Conference of America, Inc.,, in New York City from
May 23 to May 29, 1964.' Funds'are'included in the budget for this
purpose.
SUB -STANDARD DIVISION (HEARING
Comes now Mr. Ivory Kurtz, owner of property located at 1511 Listen
Street to request a continuance in order to bring this property up to
standard. Said property has been ordered demolished.
After hearing.Mr. Kurtz," the Board ruled that the hearing be continued
fortwo weeks at.which time he is to bring. contract to the Board
meeting showing that all items on the "objection sheet" will be
repaired.
This arrangement was agreed to by Mr. -Kurtz.
OPENING OF BIDS: DEMOLITION OF PROPERTY
Comes -now John Grabarz with sealed bids for the demolition of property
located at 1047 LaSalle Court. -
Bids were received from the following:
A-& J Demolition Co.
Bill Torok
Chas. Clough
R. Lafferty
The bids were opened by. the Board and all were rejected for the reason
that the Non -Collusion Affidavit was not executed.
Mr. Grabarz was instructed to so.notify the bidders -and to re -advertise.
REGULATIONS: DE_ MOL�TION CONTRACTORS
The Board ruled that when structures are demolished by contractors,the
contractor who is the successful bidder must clean up all debris one
week after demolition.
The Board further ruled that no on -site burning shall be allowed unless
special permission has been obtained and then under strict Fire Department
control.
GATES CHEVROLET RE UEST• REMOVAL OF PARKING METER
A letter from Gates Chevrolet Corporation, from Van E. Gates., requests
permission to have a parking meter removed in the 300 block of South
Lafayette Boulevard, since this meter blocks a driveway that is now being
used. The meter was installed when this.parking.lot was being used for
dead storage.
This arrangement was made with the understanding that when the lot would

be needed, the meter would be removed.
Permission granted.
TRAFFIC ENGINEER: TRAFFIC SIGNS
The following installations were approved, following the recommendation
of the Traffic Engineer:
No Parking signs installed on east side of 800 block of Notre Dame
Avenue at each end of yellow zone across from Fire Station at 803.
Additional No Parking This Side sign installed on east side of
Mishawaka Avenue.
ELECTRICAL DEPARTMENT: STREET LIGHT INSTALLATION
Following the recommendation of Eugene Radecki, Superintendent of the
Electrical Department, the following installation was approved:
1 - 4000 lumen street light at the alley intersection of 1121
Campeau Street.
This is in response to a Petition filed with the Board.
RE: PETITIONS FOR STREETLIGHTS ( CONTINUED L
Action on the following Petitions for street lights was held up for
one week: Petition for light at Washington &venue and Liberty Street.
Petition for light Washington Avenue and:Kentu.cky: :Sts Petition for
light one-half block north of Washington on Falcon Street.
Mr.;Radecki informed the Board that many of the light shades are broken
and that it is difficult to know whether there would be sufficient
light from the lights already installed when the shades are replaced.
Mr. Radecki also informed the Board that the Indiana & Michigan Electric
Company intends to improve this area and replace the broken lights.
The Board ruled that action be held up, pending replacement of the
existing broken light shades by I & M.
This will be considered_on May 11, 1964.
Mr. Kenneth Augustine appeared to speak on behalf of additional lighting
to discourage dumping on the property which takes place at night when
the area is dark.
PETITION: REQUEST FOR STREET LIGHT
A Petition -from residents on Fellows Street request s.installat_ion of
a street light on east side of Fellows at the alley of Monroe at Pole
J259-254.
The Petition was referred to the Electrical Department.for investigation
and recommendation.
PETITION: STREET LIGHT INSTALLATION
Following the recommendation of the Electrical Department Superintendent,
the following installation was approved:
1 - 4000 lumen light at 1035 Canterbury Drive.
PERMISSION TO ADVERTISE: WEIGHTS & MEASURES ( STATION WAGON )
Permission was givdn to the Department of Weights & Measures to advertise
for a station wagon. Sealed bids will be opened on May 18, 1964.
ATTEND SEMINAR: FIRE DEPARTMENT ( H. KLINGERMAN )
Upon the recommendation of Fire Chief McHenry, permission was granted
to Harold Klingerman to attend the Emergency Aid and Transportation
?Seminar in Chicago, Illinois on May 13, 14 and 15, 1964.
APPLICATION ( POLICE DEPARTMENT)
An application from Louis Michael Kujawski for the Police Department
was accepted and ordered placed on file.
REQUEST: FRATERNAL ORDER OF POLICE LODGE #36 CARNIVAL
A request from Officer James Rzeszewski, Chairman of the F.O.P.
Carnival Committee to hold their annual carnival as follows
From May 12 through May 17 at Marycrest, June 8 through June 13 at
Colpaert Addition in 4000 block of Western Avenue, thence on June 22
through June 28 back at Marycrest in 2000 block of Western Ave.
Request to have the K-9 Corps put on a demonstration during -the
Marycrest location stay on a Friday, Saturday and Sunday of the two
weeks.
A fireworks display is also requested, said demonstration to be handled
by Key City Shows and will be strictly an aerial demonstration. This
demonstration would be put on by Mr. Perri of 1010 W. 6th St., Mishawaka
and insurance coverage of $1.00,000/$300,000 liability and $25,000
property damage.
Insurance will befurnished by Key City Shows covering all parties
concerned with liability of $100,000/$3000,000.
The Board granted permission for such a carnival; however permission
for fireworks displaycannotbe approved by this Board. This request
must be approved by the State Fire Marshall.
There being no further business to come before the Board, the meeting
was adjourned at 11:30 A.M.
