A regular meeting of the Board of Public 8-afety was held on Monday,
April 20k 1964 at 10:00 A.M. All members were present. Minutes of
the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
OPENING BIDS: POLICE DEPARTMENT ( ONE SEDAN.)
The time now being after 10:00 A.M. it was so announced and `bids were
opened for one Four Door Sedan for the Police Department. Proofs of
Publication from The South Bend Tribune with affidavit signed by
Robert DeLong and The Tri-County News with affidavit signed by Alfred
W. Snyder, II were found sufficient.
The following,bids were received:

and as per other standard specifications

Less allowance for one 1963 Harley Davidson
Motorcycle, ser. 66EL7306 and Fed. Excise Tax
Net difference
Since Fed. Excise Tax has been allowed, this amount to
belong to Gates Chevrolet.
NOTE: This bid is predicated on the purchase of trade-in
by the Benton Township Police Department, and is void is
such purchase is not completed.

PETITIONS: STREET LIGHT INSTALLATIONS
The following Petitions for street light installations were accepted
by the Board and referred to the Electrical Department for investigation
and recommendation:
1. Street light on North Falcon, z block north of W. Washington
2. Street light on corner of W. Washington and Kentucky St.
3. Street light on corner of W. Washington and Liberty St.
The above Petitions were submitted by James J. Badowski, 325 S. Falcon St.
4. Street light Petition for light at junction of the alley running
north and south between Eddy and Arthur Streets on Campeau Street.
BUILDING DEPARTMENT ( HOUSE MOVE )
Comes now Mr. Forrest West, Building Commissioner, and requests permission
to move a house from 716 Osborne Street to 219 S. Logan Street. The owner
of the house if J.-H. Mitschelen.
The Board, having been advised that Mr. James A. Dowdy, 211 S. Logan Street,
having been nodtified of such an intended move, and also of the date of
this hearing; and further, the Board having been advised that all other
regulations required for such a house move having been met, and since
Mr.Dowdy did not appear at this hearing, it is the decision of the Board
that such a move be approved.
REQUEST: ENCROACHMENT ON PUBLIC PROPERTY ( BARANY SHEET METAL WORKS
Comes now Mr. Forrest West, Building"Commissioner,"and submits a request
from E. J. Barany, doing business as Barany Sheet Metal Works, to encroach
upon a public sidewalk li inches in order to do brick work on his building,
located at 1609 S. Main Street.
Permission is hereby
granted by the Board for such an encroachment,
conditioned upon E. J. Barany, doing business as J--. J. Barany Sheet
Metal Works, his successors and assigns bf said Company to maintain
public liability and property damage "insurance for "$150,000 to $500,000
accident and $50,000 pr-operty -damage; and further, conditioned on full

compliance of the Building Department Code of the City of South Bend.

Comes now John Grabarz of the Sub -Standard Division of the Building
Department, and informs the Board that he has received the following
bids for demolition of 1712 Eclipse Place, presently.occupied;by

After examination of the above bids, it was the decision of the Board
to award the bid to the following: -

SUB -STANDARD DIVISION ( ADVERTISE FOR BIDS )
Comes now John Grabarz and requests permission to advertise for bids
for demolition of property Purchased by Auditor located at 1047
LaSalle Court.
Permission granted.
SUB -STANDARD DIVISION ( HEARINGS )
John Grabarz submitted a progress report on property located at 1302
Chapin:Street,.owned by Mr. Otto Poszgay and which, according to Mr.
Poszgay is being sold to Mr. Jack Chambers.
This property has not been brought up to standard, as requested. -Mr.
Grabarz now requests permission to advertise for bids to demolish.
It was the decision of the Board to notify Mr. Poszgay and Mr. Chambers.
of this intention and request their q)pearance at the meeting of the'`
Board .on Monday, April 27, 1964.
With reference to property located at 321 S. Kentucky Street, Mr.
Grabarz informed the Board that Mr. Paul Swertley, attorney for this
property, had been granted an extension of four weeks when he appeared
before the Board in February, 1964. The extension was granted in order
to contact the heirs of the estate.
The Board ruled that Mr. Swertley be notified to make a report to the
Board on his progress by May 49 1964 or the property will be demolished.
Comes now Mr. Oddie Harris, holder of -Land Contract for property -located
at 1615 S. William Street and presently occupied by Mr. Jones who has
been buuing on Land Contract.
Mr. Harris advised the Board that he will be willing to finance the
critical electrical work and make arrangements to bring house up to
standard,. if he has the.he_lp of Mr. Jones in order to accomplish this.

The Board ruled that Mr. Harris present specifications to the Board
that set out what has to done by contract.- The work to be done shall
be scheduled to me-Ot a three, or four:months deadline. Mr. Harris
is to provide signed contracts that are to'.covei critical work to be
done and work that can be accomplished within the -next three months.
APPOINTMENT - FIRE DEPARTMENT'( WROBLEWSKI )
The Beard.approved the appointment of Alvin Joseph Wroblewski to the
South. Be.nd Fire, Department, -,effective this date, provided- hei meetsr
the physical requirements and all other requirements of:'the;City.
Doctor and the Pension Board.
APPLICATION: FIRE DEPARTMENT"
An application from Richard Joseph Nemes for the Fire Department.was
accepted and ordered placed on file.
APPOINTMENT': POLICE DEPARTMENT-.( KILE )
The Board approved the request of Police Chief Hampton to appoint
James Ray Kile to the South Bend Police Department, effective this
date. Mr. Kile has passed all mental and physical requirements
necessary for said appointment. „
