April 13, 1964
A regular meeting of the Board of Public Works & Safety was held on Monday,
April 139 1964 at 10:00 A.M. All members were present. Minutes of the
last regular meeting were read and approved_. Vouchers were approved and.
ordered paid to the various suppliers.--
AWARDING BID: FIRE DEPARTMENT PUMP -& HOSE CAR -,
Bids having been accepted from Seagrave Fire Apparatus Div., Maxim Motor
Company$ Brook Motor Sales and American LaFrance Corporation for a Fire
Truck advertised in two publications and said bids having been opened on
March 309 1964 and it appearing that the bid of American LaFrance Division
of Sterling Precision Corporation is the lowest and best bid, said contract
for the purchase of the Fire Truck is now awarded to the following:

1 - Metropolitan Model Custom Built , Cab -Ahead -Of -Engine

PERMISSION• ATTEND ARSON INVESTIGATOR'S SEMINAR ( FIRE DEPT. )
At the request of Fire Chief McHenry, permission was granted to
Battalion Chief William Diedrich and Captain Thomas Latimer to attend the
Arson Investigator's Seminar at Purdue University, April 20 to 249 1964.
SPECIAL POLICE COMMISSIONS
The following applications for Special Police Commissions were approved
by the Board: Jack Eugene Inks, Louis M. Hadrick, Robert Louis Kingsafer,
Forrest R. West, Joseph Guy Troutman, Jr., Ora E. North and John Delancy�
Jr.
POLICE DEPARTMENT DEMOTION ( CPL. E. GERSCHOFFER )
Police Chief Irvin Hampton requested that Cpl. Ervin Gerschoffer be demoted
to the rank of Patrolman, effective April 16, 1964. This demotion is being
recommended at the request of Cpl. E. Gerschoffer.
Request granted.
TRAFFIC ENGINEER ( TRAFFIC SIGNS )
Following the recommendation of the Traffic Engineer, the following
installations were approved:
Rough. Pavement with "10 MPH" advisory speed signs attached installed
on Beale Street on northwest corner at Cushing and just east of 942.
2 Hour Time Limit signs installed to cover 830 & 838 Portage Avenue.
POLICE DEPARTMENT MONTHLY REPORTS
Monthly Reports for the months of January, 1964 and F'"ebru4ry,1964 from
the Police Department were accepted and ordered placed on file.
ELECTRICAL DEPARTMENT ( STREET LIGHT INSTALLATION )

Following the recommendiof Eugene E. Radecki, Electrical Department
Superintendent, the following installation was approved:

1 - 4000 lumen street light installed at 126 E. Yennsylvania
Avenue.
This installation is made upon Petition of residents of the area.
BUILDING DEPARTMENT• SUB -STANDARD DIVISION ( BID FOR DEMOLITION )
With reference to property located at 1610 Longley, owned by Mrs.
Carrie Ford, Mrs. Ford's niece, Mrs. Fulce, her brother -in -.law ,
and Mr. Wilford Smith, of 1614 Longley, appeared before the Board.
The action on this property was continued until this date in order
to allow time to effect.a sale.
Mrs. Fords•niece, appearing for and on behalf of her aunt, advised
the Board that Mrs. Ford would not agree to a selling price that was
acceptable to Mr. Smith who was interested in purchasing this property.
Inasmuch as no agreement has been reached, it was the decision of the,.
Board to award the bid for demolition of this property, as follows:'
A_ & J Demolition Co. $295.00 retain salvage
318 O'Brien St. - 310.00 stack material.
South Bend, Ind.
The. bid of $295.00 was accepted.
SUB -STANDARD DIVISION ( HEARINGS__).
Mr. John Grabarz, Director of the Sub -Standard Divisions appeared before
the Board with a progress report on property located .at_ 1615 .S.._
William Street.
Mr. Grabarz reported that Mr. Robert Jones, presently living in the
structure, had not taken care of the immediate wiring problem as
directed.
Mr. Jones is purchasing property on Land Contract. Holders of the
Contract are Oddie and Mattie Harris, 1125 South Bend Avenue.
After hearing Mr. Grabarz concerning the hazardous condition of this
dwelling, it was the decision of the Board that Mr. Grabarz advertise,
for bids for demolition.
The Board further ruled that Mr. Jones be notified to vacate the premises
and that he shall have 30 days in which to find other living quarters.
At the expiration of said 30 days period, the house shall be.demolished.
Mr. Grabarz was requested to write to the Welfare Department concerning
this problem to ascertain whether this Department can assist_mr.`'Jones
and his family.
With reference to property located at 734 S. Bendix Drive, Mr. Grabarz
advised the Board that a dwelling formerly on this property had been
taken down but that the premises had not yet been cleaned up.
The matter was referred to Mr. DuComb.
Comes now Mr. and Mrs. Lee Fox, holders of Land Contract.for property
located at 210 S. Chicago Street.

Mr. and Mrs. Fox advised the Board that Mr. Wilson, buying on Land
Contract, had moved from the dwelling. They further requested a
90 day continuance.
Request granted and Board ruled that house remain vacant.
BUILDING DEPARTMENT REPORT
A,report for the month of -March, 1964 from the Building Department
was accepted and ordered placed on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to comebefore the Board, the meeting
was adjourned at 11:30 A.M.
