A regular meeting of the Board of Public Safety was held on Monday,
March 9, 1964 at 10:00 A.M. fill members were present. Minutes of the
last regular meeting were read and approved. 'Vouchers were approved
and ordered paid to the various suppliers.
PERMISSION TO ADVERTISE: FIRE DEPARTMENT ( PUMPER ).
Permission was given to the Fire Chief to have advertisements placed
in The South Re:nd_Tribune.and The Tri-C ounty.,News for o.ne_1,250 gallon
pumper for use of the Fire Department.
Sealed bids will be opened on March 30, 1964 at'10:00 A.M.
PERMISSION TO ATTEND CONFERENCE: (FIRE DEPARTMENT)
Permission was granted to Fire Chief McHenry to attend the Instructors'
Conference in Memphis, Tennessee on March 23, 24, 259 26 and 27, 1964.
Permission was also ranted- lfor the following members � • the -Fire.-

Department to attend the same conference for the.same period af� time:
Assistant Fire Chief Richard Busfield, Captain Carl B. Martz, Jr.,
Battalion Chief William Diedrich.
PERMISSION TO ATTEND PISTOL CHAMPIONSHIP.MATCHES,,(iPOLICE-DEPARTMENT }
Permission was granted to Assistant Police Chief Thomas McNaughton
to accompany the Police Pistol Team as their personal representative
to Tampa Florida from March 61 1964,to Saturday, March 14, 1964.
APPLICATION: POLICE DEPARTMENT
An application for the Police Department from Dennis Jan Bailey was
accepted and ordered placed on file.
PERMISSION TO ATTEND ROAD SCHOOL:( TRAFFIC ENGINEER )
Permission was granted Clem Hazinski, .Traffic Engineer and Gregory
Armstrong, Assistant Traffic Engineer, to attend the Annual Road School
at Purdue University March 23 through March 269 1964.
Sufficient funds are available in the budget for this trip.
PERMISSION TO ATTEND SCHOOL: ( TRAFFIC ENGINEER )
Permission was granted Clem Hazinski, Traffic Engineer, to send Captain
Charles Kile, assigned to Traffic Department, to Chicago on March 17,
1964 to attend a one day school covering the maintenance and application
procedures of Fischer Porter punch tape traffic counters used by the
Traffic Engineering Department.
APPROVAL OF INSTALLATIONS• (TRAFFIC SIGNS TRAFFIC ENGINEER )
Following the recommendation of -Clem Hazinski, Traffic Engineer, the
following installations were approved:
Stop Signs installed on Hildreth Street, both sides, at Clover St.
No Parking Signs installed to cover 202 E. Washington St.
Time Limit Signs installed in front of 305 N. Niles Avenue.
APPROVAL OF INSTALLATION• STREET LIGHT (ELECTRICAL DEPARTMENT )
Following the recommendation of Eugene Radecki, Electrical Department
..S�uperint.endent, the following installation petitioned for by residents
of the area was approved:
1 - 4000 lumen street light installed at 534 S. Chicago Street.

PETITION: STREET LIGHT ( ELECTRICAL DEPARTMENT
A Petition from residents of Roosevelt Street for a street light
on Roosevelt Street between Sherman Avenue and.-InglewoodPlace
wa,s referred to -the Electri,cal..Department for investigation and
recommendation.
STREET LIGHT OUTAGE REPORTS
Street Light Outage,Reports were accepted -and ordered placed on file.
BUILDING DEPARTMENT -;SUB-STANDARD DIVISION ( HEARINGS
Comes now John C,rabarz of the Sub -Standard Division of the Building
Department, with reference to property located at 608 N. Hill Street.
Comes also Mr. Muesselt representing the title holders to the property.
Mr. Grabarz advised the Board that this property had been ordered to
be vacated which has not been done.
Mr. Abe Pickett is presently living at the above address. He appeared
before the Board and advised the Board that he has found a house to.
move into but not until April 27.
After hearing all who wished to be heard, the Board ruled that it
would withhold action until April 27, 1964. If premises is not
vacated by this date, the structure will be demolished unless owner

With.reference_to .property located at 1609.S. Franklin Street, comes
now Rev. Thompson who is buying property under Land Contract, and has
a Building Permit to bring property up to standard. The house is
vacant at this time.
Mr. Grabarz advised the Board that this, property, in its present
condition, is a fire hazard. The structure is vacant at this time.
After hearing Rev.'-Thomp_sori_who would like to bring structure up to
standard if he has sufficient funds to accomplish this, the Board
continued this hearing for one week and request that Mr. Grabarz meet
with Rev. Thompson and inspect the property in an effort to assist
the owner to salvage all or part of the structure.
Comes now Jefferson Ford, brother-in-law to'Mrs. Carrie Ford who is
the owner of property located at 1610 Longley Avenue. Also, Mrs. Ford's
niece appeared before the Board and a Mrs. R.A.L. Butler of 307 N.
Birdsell Street with Whom Mrs. Ford lives.
Advertisements had been placed for demolition of the structure on
this property since the owner could not be located.
The Board advised the interested parties present that a neighbor was
interested in purchasing this property and suggested they contact him
in an effort to sell the property. If it is not brought up to standard
it must be ordered demolished.
The case was: continued for two weeks t,o a.11:ow for negotiations to be
completed.
With reference to property located at 1613 S. Main Street, owned by
Wells Electronics, Inc., Mr. Grabarz advised the Board that this
property had been condemned in September, 1963 and _t4e-case had been
continued at the request of the attorney for the owner, Mr. Jones of
Jones, Obenchain, Johnson, Ford & Pankow until:,Januaxy 1,-1964.

Mr. Grabarz advised the Board that this structure is a hazard.
Mr. Grabarz also introduced a letter to the Board from Mr. Francis
Jones, attorney for the property owner, requesting an extension of
time in which to have structure demolished so that all frost is
out of the ground and the land can be bulldozed down,to.street level
in order to provide a parking lot.
The Board ruled that Mr. Grabarz contact Mr. Jones by letter and
grant extension provided structure is secured for safety measure.
Comes now Mr. Don Grimmius of the Sub -Standard Division of the
Building Department with a progress report on property located at
143 N. Wellington Street.
Mr. Grimmius reported that repairs on this property are being made,
if slowly, and he estimated that the work is approximately.10/
completed.
The Board ruled that the case be continued for one month to allow
for :repairs to be, completed.
Comes now Robert Jones of 1615 S. William Street to show cause why
house has not been brought up to standard, as ordered.
The Board was advised that the house, in its present condition, is
a hazard; that the electric wiring is in,poor condition and presents
a fire hazard.
Mr. Jones advised the Board that he does not have the necessary funds
to make the repairs required at this time.
After hearing Mr. Jones, the Board ruled that an electrical inspector
frcmthe Electrical Inspection Department meet with Mr. Jones and
give an estimate of the minimum repairs that will have to be made to
give current for electrical refrigeration and sufficient light for
illumination.
Case continued for two weeks to allow for said inspection and report
to the Board.
SUB -STANDARD DIVISION: BIDS FOR DEMOLITION
Mr. Grabarz advised the Board that the following bids had been received

It appearing that A & J Demolition has the lowest and best bid, the
bid is now awarded to A & J Demolition Co.

BUILDING DEPARTMENT REPORT
A Report for the month of February, 1964 from the Building
Department was accepted and ordered placed on file.
_HEALTH DEPARTMENT RtPRESENTATIVE
Mr. Stephen Molnar of the Health Department was present at the
meeting as a representative of that Department.
There being no further business to come before the Board, the
meeting was adjourned at 12:15 P.M.
