A regular meeting of the Board of Public Safety was held on Monday,
March 2, 1964 at 10:00 A.M. All members -were present.:, Minutes of,.the
last regular meeting and the special meeting were read and approved.
Vouchers were approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT: HOUSE MOVE (L.W E TO S LOGAN )
With reference to the house move from Lincoln Way East to S. Logan
Street, said house being owned,by Mr..J. H. Mitschelen, comes now
Mr. Forrest West, Building Commissioner, with proof of notification
for said house move.
Mr. James Dowdy being the only other.inter.ested property owner -.in the
block involved in the moving of a house from 921 Lincoln Way East to
229 S. Logan Street and proof of notice being filed with the Board, the
Board now considered the application for said move.
Therebeingno objections and Mr. Dowdy having failed to appear,
said application for the moving of the house is now approved.
BUILDING DEPARTMENT: SUB -STANDARD DIV ( HEARINGS )
Comes now Paul Schwertley, attorney representing owner of property
located at 321 S. Kentucky Street in response to request to appear
to -show cause why property has not been brought up to standard or
demolished in accordance with demolition order.
Mr. Schwertley requested a continuance to allow time to contact heirs
in California to determine whether there are sufficient funds to
accomplished demolition.
Hearing continued until March 23, 1964.
Comes now Mr. Willis Devine, owner of a building at 261 N. Chicago
Street to show cause why building has not been brought up to
standard, which was a condition when the building was moved to this
present site.
Mr. Grabarz informed the Board that as a result of the moving, the
house had been split in two and the building is a hazard. Mr. Devine
has failed to repair house. Mr. Grabarz also advised the Board that
the siding must be removed in order to examine studdings.
After hearing Mr. Devine who stated that he had a carpenter who was
going -to -repair the house, it was the decision of the Board that
the hearing be continued for one week. A condition of the continuance
is that Mr. Devine arrange to have all siding removed by March 4, 1964
so that the Sub -Standard Division personnel may examine the studdings,
and .that hearing be held on March 9, 1964. If, by March 9, 1964 the
siding has not been removed so that a complete examination of the
structure can be made, the Board will assume that the structure is in
bad condition and not worth the necessary repairs.
Comes now Mr. Reuben Blad, owner of property located at 715 S. Meade
Street. Mr. Ettl, attorney, had previously appeared and requested
and received an extension of time with the stipulation that all
windows be boarded up.
Mr. Grabarz now advises t-he_-Board-that this has not been done.
Mr. Blad advised the Boarrd that he has just been released frbm the
hospital and that he has started to board up the windows in the
building.
After hearing Mr. Blad and Mr. Grabarz, the Board ruled that the
hearing be continued until March 9, 1964 at vh ich time all windows
and doors must be boarded up.
With reference to property owned by Carrie Ford, located at 1610
Longley Street, Mr. Grabarz advised the Board that he has been
unable to locate the owner and now requests permission to advertise
for bids to demolish structural. -
The Board, being assured by Mr. Grabarz that every means had been
taken to locate the owner is directed to advertise for bids to
demolish property.
OPENING OF BIDS: DEMOLISH PROPERTY
With reference to bids which were opened by the Sub -Standard Division
of the Building Department -at 9:30 A.M. this date in accordance
with past regulations to demolish a structure located at 107 N.
Carlisle Street, the Board continued a decision on this in order
to examine the bids received.
Case continued for one week.
PETITION: STREET LIGHT ( ELECTRICAL DEPARTMENT )
With reference to a Petition of numerous property owners for the
installation of an additional street light on tfte:north side of East
Ewing Avenue approximately 40 to 50 feet west of Ironwood Drive,
the Board having requested Mr. Radecki of the Electrical Department
to investigate said request and Mr. Radecki having informed the Board
that in his opinion the installation of this light does not exist, said
Petition is hereby rejected.
PETITION: STREET LIGHT ( ELECTRICAL DEPARTMENT )
A Petition for a street light on Chicago Street between Huron and
Ford Streets signed by numerous residents of S. Chicago Street was
submitted to the Board.
The Board referred the Petition to the Electrical Department for
investigation and recommendation.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
HEALTH DEPARTMEM' REPRESENTATIVE
Mr. Stephen Molnar, representating the Health Department, reported to
the Board that, as of this date, grocery stores and meat markets will
be inspected by Health Department Inspectors.
REPORT: RE: FOOD HANDLERS ( HEALTH DEPARTMENT )
Mr. DuComb submitted a verbal report with reference to the Health
Department's present policy concerning food handlers in restaurants
whereby it is no longer a requirement that such food handlers submit
to an examination. It is now the responsibility of the employer to
check food handlers for disease.
Mr. DuComb informed the Board that, according to Dr. How, the State had
changed the regulations because, 1) such examination for disease did
not protect the public, and 2) becaum of the expense involved.
Restaurants are now checked periodically by the Health Department and
flagrant disregard to requirements can result in lose of license.
BUILDING DEPARTMENT: PERMISSION TO ADVERTISE ( 2 PASSENGER CARS )
Permission was granted to the Building Department to advertise for
2 1964 passenger cars, 2 Door Sedans for use by the Building Depart-
ment. Two cars will be offered in trade.
Advertisements will be placed in The South Bend Tribune and The Tri-
County News on March 69 March 13t 1964. Sealed bids will be opened
on March 23, 1964.
APPOINTMENT: POLICE DEPARTMENT ( R. E. GREENE,
Comes now Police Chief Hampton with a written report concerning
one Roland E. Greene, applicant for the Police, Department.
Chief Hampton, in his report, advises the Board that Mr. Greene has
passed all written and mental requirements necessary -for appointment
to the Police Department, that he has also passed all physical
examinations and on February 270 1964 he appeared before the Trustees
of the Pension Fund and satisfactorily passed this oral interview.
After due examination of the report and upon the recommendation of
the Police Chief, the Board now approves the appointment of Roland
E. Greene to the Police Department, effective March 2, 1964.
SPECIAL POLICE BONDS (TORRINGTON )
Special Police Bonds for the following employees of Torrington
Company were approved by the Board and ordered placed on file:
Frank Sochocki, Jr., and Louis F. Tomshock.
These bonds are newals.
APPLICATIONS: FIRE DEPARTMENT
The following applications for the Fire Department were accepted and
ordered placed on file: Thomas Harry Rulli and Donald Francis
Karczewski.
TRAFFIC ENGINEER ( TRAFFIC SIGNS )
Following the recommendation of Clem Hazinski, Traffic Engineer, the
following installations were approved:
1. Polk Street made one way south from Jefferson Boulevard
to lst alley south of Jefferson.
2. No Parking signs installed on east side of Polk Street
from Jefferson Boulevard to 1st cross alley south of
Jefferson.
3. 2 Hour time limit signs installed in front of 321 S.
Notre Dame Avenue.
There being no further business to come_ before the Board, the meeting
was adjourned at 11:15 A.M.
