C� Ct�z Mayor RESOLUTION NO. ,99:- e) A RESOLUTION FOR THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT TO THE UNITED STATES GOVERNMENT, DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AN APPLICATION FOR A GRANT UNDER THE "INNOVATIVE GRANTS FOR COMMUNITY ENERGY CONSERVATION PROGRAM." WHEREAS, the City of South Bend, acting through the Office of the Mayor and the Common Council, has aggressively sought to improve energy conservation and the quality -of -life in our inner -city neighborhoods; and, WHEREAS, the City of South Bend, acting through the Office of the Mayor and Common Council, has successfully sought out federal assistance to support local efforts and to supplement local resources; and, WHEREAS, the purpose of the "Innovative Grants for Community Energy Conservation Program" is to integrate energy conservation and Community Development activities; and, WHEREAS, the Mayor is the chief executive officer of the City, and is the applicant for a demonstration grant called "Innovative Grants For Community Energy Conservation Program" under the auspices of the Department of Energy and Department of Housing and Urban Development. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South Bend, Indiana: SECTION I. Hereby establish the authority of the Mayor of the City of South Bend to submit an application for funds in the amount of Seven Hundred Twenty Six Thousand Five Hundred dollars ($726,500) to the United States Department of Housing and Urban Development under the "Innovative Grants for Community Energy Conservation Program." SECTION II. Hereby designates the Division of Community Development as the administrative agent for the program. The Division of Community Development shall submit to the Common Council a line item budget in ordinance form prior to any expenditures of any grant money received upon approval of this application. SECTION III. SUBJECT: Community Energy Awareness Program - Grant Pre Application DATE: May 20, 1980 3 o � 2 Y 1440 County -City Building South Bend, Indiana 46601 (219) 2a4 -9335 The Department of Housing and Urban Development and the Department of Energy recently issued guidelines for a competitive program called "Innovative Grants for Community Energy Conservation." The purpose of the grant is to develop innovative approaches which integrate proven and feasible energy conservation activities and alternative energy supply technologies into housing rehabilitation, neighborhood revitalization and other community and economic development programs. Activities funded through this grant must be elements of a community energy conservation strategy and must address one or more of the following goals: assist low and moderate income persons to con- serve energy, encourage the provision of energy services and supplies, and assist small and /or minority businesses to achieve energy savings. HUD and DOE have allocated a total of $11 million nationally for this one -time grant; 10 -20 proposals will be selected. Needless to say, the com- petition for this grant will be intense, with many communities further along in the energy conservation field than South Bend, able to submit a stronger proposal. Nonetheless, we are requesting authorization to submit a pre -app- lication which, we feel, meets the requirements of the regulations and would have a most beneficial effect on revitalization of our inner city neighborhoods. Our proposal consists of four activities: 1. Energy audits of residential and commercial buildings, performed upon request. 2. Grants, loans and rebates for energy- saving retrofits, funded through existing Bureau of Housing programs, and through this Innovative Grant. 3. Rehabilitation, with special consideration to energy- saving features, of one presently vacant substandard house in each Community Development Neighborhood Strategy Area. 4. New construction of four to five homes on vacant lots within a Neighbor - hood Strategy Area. Page 2 Community Energy Awareness Program Grant - Pre Application The total dollar amount being requested is $726,500. A more detailed Project Summary is attached for your consideration. This proposal has been submitted for A -95 Review; final submission to HUD will be prior to June 23, 1980. Copies of the final application will be made available to Council Members at that time. If the grant is awarded to South Bend, we will return to the Council for the usual appropriation of funds for each proposed activity. Parent INNOVATIVE GRANT FOR COMMUNITY ENERGY CONSERVATION PROGRAM ABSTRACT The City of South Bend proposes to undertake a community energy awareness project under the auspices of HUD's Innovative Grants for Community Energy Conservation. The purpose of our program is three -fold: 1. To demonstrate linkages between energy conservation activities and community revitalization efforts. 2. To involve low and moderate income residents of inner -city neighborhoods in an active role in local conservation efforts. 3. To encourage voluntary participation by homeowners and renters in energy saving activities. We plan to show that older, energy inefficient homes in our inner city neighborhoods cannot only be preserved, but can be models for energy conservation. We also plan to use the Innovative Grant to spur inner city residential development, by actually con- structing four or five new, modest single family homes on vacant lots in our neigh- borhood strategy areas. These homes would have numerous energy- saving devices incor- porated into their construction. South Bend is a city of neighborhoods, and the strength of its inner -city neigh- borhoods is in their organizations. We intend to tap this resource to assist in the community energy awareness project by training members of neighborhood organizations to perform energy audits for their own neighbors. The Community Energy Awareness Project will consist of four activities: 1. Houses in NSA's will be audited by Energy Auditors, trained by IUSB's Center for Energy Conservation. Members of neighborhood organizations will also be trained as surveyors. These surveyors will branch out throughout their neighborhoods, performing energy audits upon request. 2. Residents of Neighborhood Strategy Areas whose homes have been audited will be encouraged to install the energy- saving retrofits deemed necessary. In order to provide such encouragement, financial assistance will be provided, either through existing rehab programs funded with CDBG dollars, the ACTION weatherization program, or through an energy improvement rebate, funded through this innovative grant, which will function in the same way as the existing rehab rebate program. 3. One vacant, substandard home in each NSA (total -six) will be acquired and rehabilitated using CDBG and /or Innovative Grant funds. More than simple code rehab- ilitation work will be done on these homes; every possible energy- saving retrofit appropriate to rehabilitation of older homes will be installed. The homes will serve as models and bases for the neighborhood energy auditors for a period of time and then will be sold to moderate income families. 4. Through a contractual agreement with a neighborhood -based non - profit organization, four to five new homes will be constructed in a Neighborhood Strategy Area. During the planning phase, the location of this new construction activity would be determined using certain criteria, including availability of vacant lots, en- vironmental factors which would facilitate the use of energy- saving features, and potential for revitalizing an area. The houses would be built by private contractors; upon completion, they would be sold to moderate - income families. Funds generated through sale of the homes would be used to build and /or rehabilitate additional homes in the future. The basic budget of this project would be: 1. Energy Auditor Training and Auditors: $ 65,000 2. Construction of new housing $310,000 3. Rehabilitation of six homes $125,000 4. Energy rebates $150,000 5. Program Admin. & Planning $ 76,500 TOTAL PROJECT COST: $726,500
