A regular meeting of the Board of Public Safety was held on Monday,
February 10, 1964 at 10:00 A.M. All members were present. Minutes
of the last regular meeting -were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
BUILDING DEPARTMENT: SUB -STANDARD DIVISION ( HEARINGS )
Comes now John Grabarz, Supervisor of the Sub -Standard Division of the
Building Department and advises the Board that property located at
609 Clinton Street which has been condemned and which has not been
brought up to standard has been scheduled for a hearing this date.
Mr. Grabarz further advises the Board that this property is the Otis
Collmer Estate and that Mr. Robert Rodibaugh, attorney, had been
advised by Mr. William Voor, attorney for this property, to request
that this case be continued until March.
Continuance granted and hearing scheduled for March 16, 1964.
Comes now Mr. Joseph Ettl, attorney representing Mr. Reuben Blad
with reference to property located at 715 S. Meade Street.
Mr. Gtabarz informed the Board that this property had been condemned
but that the condemnation order had been repealed upon promise that the
property would be repaired. This has not been done.
Mr. Ettl advised the Board that his client had been seriously, ill and
had beenunable to make the necessary repairs and requested a continuance
and extension of time for repairs to be completed.
Since the property is now vacant the Board ruled that all windows and
doors be boarded up and that the case be continued until May 11, 1964.
Mr. Grabarz advised the Board that a hearing scheduled for this date
with reference to property located at 107 N. Carlisle Street could not
be held due to the fact that Mr. Brinson, prospective buyer for this
property had not appeared as requested.
The Board ruled that the hearing be continued for one week and that Mr.
Grabarz address a letter to Mr. Brinson advising him of this action, and
requesting his presence at this meeting.
ELECTRICAL DEPARTMENT: PROMOTIONS AND DEMOTIONS
Eugene Radecki, Superintendent of the Electrical Department recommended
the following changes in personnel presently employed by the Electrical
Department:
Assistant Superintendent Nicholas Horvath be demoted to rank of Lineman.
Ralph Szczepanski who now holds rank of Foreman be promoted to rank of
Assistant Superintendent, and Roger DeClercq who now holds the rank of
Lineman be promoted to rank of Foreman.
Mr. Radecki advised the Board that the above changes will, in his opinion,
upgrade the efficiency of the Department.
Following the recommendation of Mr. Radecki, the Board approves the
changes, effective February 16, 1964.

TWO STREET LIGHT INSTALLATIONS: ( BROADWAY - LWW & RYER
Following the recommendation of Eugene Radecki, Superintendent of the
Electrical Department, the following installations were approved:
4000 lumen street light replaced by one 10,000 lumen street
light at intersection of Lincoln Way West and Ryer St.
2. 1 - 4000 lumen OH street light installed at 227 E, Broadway
PETITION: REQUEST FOR STREET LIGHT ( ELECTRICAL DEPARTMENT )
A Petition from residents of E. Ewing Avenue requesting a street light
to be installed on the north side of East Ewing Avenue approximately
40 to 50 feet west of Ironwood Drive was submitted to the Board.
The Petition was referred to the Electrical Department for investigation
and recommendation.
MEMORANDUM OF UNDERSTANDING FIRE DEPARTMENT - U. S. AIR FORCE )
A Memorandum of Understanding between the 9517th Air Force Reserve
Recovery Squadron (CONAC) United States Air Force, St. Joseph County
Airport and the South Bend Fire Department was approved by the Board.
According to the terms of said Memorandum, the Fire Department proffers
the use of certain items, listed below, to the U. S. Air Force for part
time use in order to aid the national defense:
1 Chief' s Assistant car
i Ambulet
2 Pumpers
1 Ladder Truck
The Memorandum will be returned to the U. S. Air Force Commander for
signature, returned and placed on file.
FIRE DEPARTMENT; APPLICATION
An application for the Fire Department from Melvin Thomas Chrapliwy
was accepted and ordered placed on file.
POLICE DEPARTMENT: PROMOTIONS ( WELCOME & WOLFE )
Following the recommendation of Police Chief Irvin C. Hampton, the following
promotions were approved by the Board, effective February 169 1964s
Patrolman Wayne L. Welcome to Sgt., to remain on present assignment.
Patrolman Ralph J. Wolfe to Detective Sgt. to remain on present
assignment.
POLICE AUXILIARY SCHOOL PATROL: APPLICATION
An application for the Police Auxiliary School patrol from Mrs. Lottie
Julia Borowcki was accepted and ordered placed on file.
WEIGHTS & MEASURES: MONTHLY REPORT
A monthly report for the month of January, 1964 was accepted and ordered
placed on file.
BUILDING DEPARTMENT: MONTHLY REPORT
A monthly report from the Building Department for the month of January,
1964 was accepted and ordered placed on file.

STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
RE: RESTAURANT LICENSES: HEALTH DEPARTMENT
Comes now Mr. Stephen Molnar, representing the St Joseph County Health
Department that;:approximately 125 city restaurants had failed to apply
for their licenses for 1964.
The deadline for these licenses was -February 1,a_1964.
Mr. Molnar was instructed by the Board, through the tity Controller
that restaurants that failed to secure the necessary license were'tobe
ordered closed forthwith.
There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.
