A regular meeting of t W Board of Public Safety was held on Monday,
January 27, 1964 at 10:00 A.M. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
REPORT: RAILROAD CROSSINGS ( TRAFFIC ENGINEER )
Clem Hazinski, Traffic Engineer, submitted a report with reference
to the poor condition of railroad crossings of the New York Central
System in South Bend. The crossings are as follows:
1. Sample and Olive - where protruding spikes cause tire
damage.
2. Ford Street crossing
3. The 1600 block of Lincoln Way West.
Mr. Hazinski reported that he had written to Mr. R. L. Teeter,
Division Engineer for the New York Central System in Chicago, Illinois
and that he had spoken to Mr. Teeter on the telephone this date
and Mr. Teeter had promised to take care of these tracks. Mr.
Hazinski advised the Board that he had requested a written confirma-
tion from Mr. Teeter.
TRAFFIC SIGN INSTALLATION: (TRAFFIC ENGINEER
Following the recommendation of the Traffic Engineer, the following
installation was approved:
No Parking signs installed to cover 2002 Elwood Avenue.
INSTALLATION APPROVAL: -STREET LIGHT ( ELECTRICAL DEPARTMENT )
Following the recommendation of Eugene Radecki, Superintendent of
the Elctrical Department, as the result of a Petition filed with
the Board, the installation is approved:
1-4000 Lumen OH street light installed at 2328 Inglewood
Court.
FIRE DEPARTMENT: DEMOTION ( J. ANDRZEJEWSKI )
Following the recommendation of the Fire Chief, the Board approved
the demotion of Jack Andrzejewski to the rank of Private in the
Fire Departmentp effective February 1, 1964.
FIRE DEPARTMENT: PROMOTIONS ( BUKOWSKI AND CUNNINGHAM )
With reference to suggested promotions "of Jack J. Bukowski and
Daniel Cunningham, it was the decision of the Board to take action
on these suggested promotions at the next regular meeting of the
Board.
PERMISSION TO ADVERTISE: REMODELING OF FIRE STATION # 4
Permission was granted to place advertisements in The South -Barid
Tribune and The Tri-County News for bids for remodeling of Fire
Station No. 4. Bids will be opened on February 17, 1964 at 10:00
A.M. or as soon thereafter as the Board's attention may be obtained.

A list of repairs and replacements necessary to bring property up
to meet Code requirements was presented to the Board by Mr. John
Grabarz.
Upon questioning, it was learned that there are eight children and
one adult living in the basement of this house and that the faulty
equipment is a hazard and must be repaired forthwith.
It was further learned that Mr. Townsend owns a vacant house located
at 129 N. Wellington which also is in need of substantial repair and
replacement.
After hearing all who wished to be heard, the.*Board directed that
Mr. Townsend either sell the vacant house at 129 N. Wellington and
use the funds to repair the house in which he is living or make some
arrangements so that the necessary repairs may be made.
Hearing continued until March 2, 1965 at which time Mr. Townsend must
show that he has made some progress in bringing house up to standard.
With reference to property located at 107 N. Carlisle Street, which
property has been condemned, comes now Mr. Leonard Smith, brother of
Mrs. Ellen Smith, one of the owners of the property. Other owners
are Lois and William McKee.
Comes also Mrs.Thomas Brinson who advised the Board that she would like
to buy the subject property and make necessary repairs to bring said
property up to standard.
After hearing all who wished to be heard, the Board requested that
Mrs. Brinson bring in estimate to bring property up to standard and
to bring in the person who is willing to do this work at the February
3rd meeting of the Board, at which time a ruling will be made by the
Board.
A letter from Mr. John L. Warrick, attorney, representing the Estate
of Jennie Snyder, deceased, with reference to property located at
1028 N. Hill Street, was submitted to the Board.
Mr. Warrick advised the Board that Mr. John Grabarz had requested that
subject property be demolished within 30 days or by February 81 1964.
Mr. Warrick further advised that Mr. Alfred W. Snyder, son of the
deceased, is the Administrator of her Estate which is now pending in
St. Joseph Probate Court. He requested a continuance of 90 days in
order to determine whether the property can be sold to satisfy claims.
The Board ruled that a 90 days continuance be allowed, and that a
letter be written to Mr. Warrick, advising him of this decision, with
copy to Mr. Grabarz.

Comes now Mr. Louis Smogor, Building Commissioner, and requests
permission for the St. Joseph Young Men's Society, Inc. to encroach
upon city property by construction of a brick veneer wall on their
building located at 1924 Western Avenue.
Said encorachment will be-'-4r:inehes;1'7�.feet long on Grant Street and
4 inches, at end of both walls, each 18 inches in length on Western
Avenue
In granting permission for such encroachment, it is understood that
if the City wishes to remove the encorachment for any reason, the
City will be held harmless for any claim for damages.
Permission is granted, with the understanding that insurance in
the following amounts be obtained, indemnifying the City of South
Bend and that such insurance shall be continuous:
Individual accident: $100,000
Aggregate accident: $300,000
Property damage: $ 251,000
Proof of insurance shall be filed in the Office of the Board of
Public Works & Safety, copy of such insurance to be filed with
the Building Department.
HEALTH DEPARTMENT REPRESENTATIVE
Mr. Stephen Molnar of the St. Joseph County Board of Health was
present at the meeting as a representative of the Health Department.
PERMISSION TO ATTEND MEETING TRAFFIC ENGINEER )
Clem Hazinski, Traffic Engineer and Gregory Armstrong, Assistant
Traffic Engineer, were given permission to attend a meeting with
the District Traffic Engineer in LaPorte, Indiana on Thursday,
January 30, 1964 to discuss the signalization of Chapin and Sample
Streets.
There being no further business to come before the Board, the meeting
was adjourned at 11:55 A.M.
