A regular meeting; of the Board
of Public Safety was held on Monday,
January 13, 1964 at 10:00 A.M.
All members were present. Minutes
of the last regular meeting were
read and approved. Vouchers were
approved and ordered paid to the
various suppliers.
FIRE DEPARTMENT PROMOTIONS
On January 1, 1964 the promotions
in the Fire Department were sub-
mitted to the Board and approved
on said date. These promotions
were inadvertently omitted from
the Minutes of the meeting of
January 1, 1964.
The following promotions are now
made a matter of record, effective
January 1, 1964:

FIRE DEPARTMENT RETIREMENTS ( ROYTEK, PREBYS, SMITH)
A letter from the Firemen's Pension Board, through its President,
Fire Chief McHenry, advised the Board that the Pension Board had
acted favorably with reference to the requests for monthly service
pension for the following members of the Fire Department; that
said members were fully qualified to participate in all benefits of
the Pension Board as provided by law for such purposes:
Fireman Frank J. Roytek, Jr.,
Anthony, H. Prebys
Robert J. Smith.
Following the recommendation of the Pension Board and the Fire Chief,
the Board hereby approves such retirements, effective as follows:
Firemen Frank J. Roytek, Jr., 7 January 1, 1964
Fireman Anthony H. prebys, January 1, 1964
Fireman Robert J. Smith, January 8, 1964
ATTEND MEETING: FIRE DEPARTMENT ( LT. S. SCHMIDT)
Fire Chief McHenry request permission to send Lt. William Schmidt
to New Y6rk, N.Y. to attend the National Fire Protection Association
Sectional Committee Aircraft Rescue and Fire Fighting meeting on
January 20, 21 and 22, 1964.
Permission granted.
APPLICATIONS ( FIRE DEPARTMENT)
The following applications for the Fire Department were accepted
and ordered placed on file:

POLICE DEPARTMENT: PROMOTIONS AND DEMOTION
Police Chief Irvin C. Hampton submitted a list of promotions and
one demotion in the Police Department for the approval of the
Board: Said changes approved by the Board, effective January 16, 1964:
Cpl. Donald Cottrell, promoted to Detective Sgt.
Patrolman Frederick Voss, promoted to Detective Sgt.
Patrolman Frank Arsenault, promoted to Detective Sgt.
Patrolman Walter Benninghoff, promoted to Detective Sgt.
Patrolman Arnold Bennett, promoted to Detective Sgt.
Patrolman Paul Kozak, promoted to Detective Sgt.
Patrolman Floyd Chrapliwy, promoted to Detetective Sgt.
AIR of the above remain on present assignments in Detective Bureau
until notified otherwise by Inspector J. Horvath.
Patrolman Willis Shoemaker, promoted to Sergeant, remaining on present
assignment.
Patrolman Raymond Pierson, promoted to Corporal in Traffic Bureau on
assignments from Capt. L. Bussert.
Detective Sgt. Edward Nawrocki, demoted to Patrolman remaining on
present assignment from Captain Stachowicz, Third Detail Patrol.
ATTEND CONFERENCE: POLICE DEPARTMENT
Police Chief Irvin Hampton requested permission to send Sgt. Robert
Miller and Lieutenant -J:-Knepper to attend the Indiana Conference of
Traffic Safety on January 14, 1964, held at Munster, 1fid. Permission
granted.

PROPOSED JACKET ( POLICE DEPARTMENT)
Police Chief Hampton...suggested approval on a new type of jacket for
the Police Department as an additional jacket and not to replace
any other part of the present uniform. The jacket is insulated and
light weight nylon with warmth without bulk. The price is $25.50
and the jacket is now worn by the Indiana State Police.
After hearing Chief Hampton and examining the jacket, the Board
requested that the Police Department to select the exact type of
jacket and prepare a letter to the Board describing the jacket
and submit such letter to the Board at its next meeting.

The following applications for the Police Department were accepted
and ordered placed on file: Commie Lee Walls, William Earl Hoyes,
Gerald Joseph Grontkowski, Terry MacArthur Colt.

APPLICATION ( POLICE AUX. SCHOOL PATROL
An application from Marjorie Evelyn Ciszewski for Police Auxiliary
School patrol was accepted and ordered placed on file.
PETITION: ELECTRICAL DEPARTMENT ( STREET LIGHT)
A Petition from residents of E. Bowman Street requests the installa-
tion of an overhead street light on Bowman Street at the first alley
west of Miami Street in front of 1025 E. Bowman Street.
The Petition was referred to the Electrical Department for examination,
investigation and recommendation.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on
file.
TRAFFIC ENGINEER: ATTEND $ENIN R MUNSTER,IND.
Clem Hazinski, Traffic Engineer, requested permission to attend as
Indiana Conference of Traffic Safety on January 14, 1964 at Munster,
Indiana.
Permission granted.
PETITION: HI -SPEED AUTO WASH ( 720 S. MICHIGAN STREET)
A Petition to the Board of Public Works & Safety to take steps to
abate a nuisance created by the operation of an automobile washing
establishment known as Hi -Sneed Auto Wash at 720 S. Michigan Street
was submitted to the Board by business establishment owners in the
area.
The Petition states that customers of the petitioners are constantly
harrassed and prevented from entering into the various places of
business because of long lines of traffic waiting to enter the
establishment of said Hi -Speed Auto Wash with the result that the
petitioners are suffering considerable damage to their businesses.
The Petition was ordered accepted and placed on file.
RE: HI -SPEED AUTO WASH ( LETTER FROM WM VOOR)
A letter from Mr. William Voor, attorney, representing Indiana Homes,
Inc. with reference to the Hi -Speed Auto Wash at 720 S. Michigan
Street was submitted to the Board.
Ipdiana Homes, Inc., through their attorney, William Voor, requests
the City of South Bend to abate the nuisance of the'non-moving cars
that completely block the entrance to the establishment; of _:Indi"ana -
Hbmes, Inc.
Comes now Mr. William Voor with a request that some action be taken
so that a solution to this problem may be reached.
Mr. Clem Hazinski, also present, advised the Board that this has been
a problem for several years and that temporary help', has been afforded
by the hiring of a police officer, but that this has not solved the
problem.
It was agreed by the Board and all present concerned with this problem
that steps must• be taken to arrive at a permanent solution.
The matter was taken under advisement by the Board.'

HEALTH DEPARTMENT REPRESENTATIVE
Mr. Stephen Molnar of the Department of Health was present at the
meeting as a Health Department representative.
