December 2, 1963
A regular meeting of the Board of Public Safety was held on Monday,
December 2, 1963 at 10:00 A.M. All members were present. Minutes
of the last regular meeting were read and approved. Vouchers were
approved and ordered paid to the various suppliers.
SUILDING DEPARTMENT: SUB -STANDARD DIVISION (HEARINGS
Comes now F. J. Nimtz, attorney, representing Mr. Orlie Foutch, also
present, with reference to property owned by Mr. Foutch at 412
N. Lafayette Blvd. to show cause why property has not been brought
up to standard of ddmolished.
The property in question consists of three accessory buildings in
the read, more speciftcally called garages. Mr. Nimtz advised
the Board that it was not clear to his client what was required
of him ari4,that, further, he was the owner of only two of the

three buil(3i.ngs in the rear of the property.
After hearing Mr. Nimtz, Mr. Foutch and Mr. Grabarz, the Board
decided that the case be continued until December 16, 1963 and
directed that Mr. Nimtz, Mr. Foutch and Mr. Grabarz meet and
clarify the situation prior to the December 16 hearing.
With reference to property located at 813 W. Jefferson Boulevard
and owned by Mr. Leonard Campanale, Mr. Smith advised the Board
that Mr. Campanale had spoken to him and that it was agreeable
to him to demolish the property .
It was the decision of the Board that Mr. Grabarz advertise for
bids for demolition of the subject property.
BUILDING DEPARTMENT: RE., UEST TO ERECT CANOPY CR_L@ER SUPER MARKET
Comes now Mr. Louis Smogor, Building Commissioner, and requests
the Board's permission to allow Gruber Super Market located at 1847
Prairie Avenue to erect a 4x28 ft. canopy over building. Said
canopy will extend over sidewalk 4 feet.
Based upon the recommendation of Mr. Smogor, it was the decision of
the Board to grant permission for the erection of the canopy, provided
the usual insurance requirements of $1009000 per accident, $300,000
aggregate accident and $25,000 propetty damage is obtained.
BUILDING DEPARTMENT: _PERMISSION TO ATTEND MEETINGS SMOGDR AND
GR BARZ) —
Permission was granted to Mr. Smogor and Mr. Grabarz to attend the
Board of Directors meeting of the Indiana Inspectors on December 7,
1963 in Indianapolis.
Permission granted to Mr. Smogor and Mr. Grabarz to attend the Code
Changes Hearing of the Building Officials Conference of America
from December 11 through December 15, 1963 in Chicago, Illinois.
ELECTRICAL DEPARTMENT STREET LIGHT_ INSTALLATIONS
Following the recommendation of Nicholas Horvath, Electrical Department
Superintendent the following actions were taken:
The Board recommended the installation of street lights in the 1100
block Ryer and the 1200-b1ock-Myer- Street - 4000 lumens.
The Board does not recommend street lights in the alley in the rear
of 510 Keasey Street.
PETITIONS: ELECTRICAL DEPARTMENT (STREET LIGHTS)
The following Petitions were referred to the Electrical Department
for investigation and recommendation:
1. Petition from residents of 24th Street for a street light on
24th Street between Mishawaka Avenue and Wall Street.
2. A Petition from residents of the 700 block of West LaSalle
Avenue for a brighter street light over W. LaSalle an&,Scott Stree
and an additional street light between 713 and 717 W. LaSalle Avenue.
STREET LIGHT OUTAGE REPORTS_
Street Light Outage Reports were accepted and ordered placed on file.
TRAFFIC ENGINEER_: ( TRAFFIC SIGNS)
Following the recommendation of the Traffic Engineer, the following
installations were approved:
Stop signs installed on Rush Street, both sides, at Broadway.
Stop signs installed on Rush Street, both sides, at Pennsylvania Ave.
30 Minute time limit signs to cover 804 E. Dayton Street.
POLICE DEPARTMENT APPLICATIONS_)
The following applications for the Police Department were accepted
and ordered placed on file: James Casimir Woltman, Thomas Joseph
Makowski.
HEALTH DEPARTMENT REPRESENTATIVE
Mr. Stephen Molnar attended the meeting as a representative of the
Health Department.
BONDS: SPECIAL POLICE TRIBUNE Z
The following Special Police Officers, presently employed by The
South Bend Tribune and covered under individual Special Police
Bonds are now covered by a blanket bond provided by The South Bend
Tribune.
The Bond was approved and ordered placed on file.

There being no further business to come before the Board, the
meeting was adjourned at 10:35 A.M.
