RESOLUTION NO.
A RESOLUTION OF THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA, URGING
THE DEPARTMENT OF EDUCATION (DOE) TO
RECONSIDER THE FUNDING APPLICATIONS OF
CERTAIN SPECIAL SERVICES PROGRAMS.
WHEREAS, the Common Council of the City of South Bend, Indiana,
recognizes that it rarely becomes involved in voicing its' position
on activities which are not directly related to municipal affairs;
and
WHEREAS, the Council believes that the recent decision not to
refund the successful ten - year -old Special Services Program at Indiana
University at South Bend warrants an exception, especially in light
of the outpouring of public sentiment against the Department of
Education's decision; and
WHEREAS, the Council recognizes the many contributions made to
the Community by Special Services projects and Special Programs for
Students from Disadvantaged Backgrounds under TRIO, such as Upward
Bound, Talent Search, and Special Services; and
WHEREAS, the Council believes that such programs which are designed
to help low income groups, the culturally and educationally disadvantaged,
the disabled, and those with limited language abilities, deserve a chance
as they try to assist others in their pursuant of higher education; and
WHEREAS, the Department of Education's decision not to refund the
Special Services Program at IUSB will prevent more than 200 non - traditional
students from continuing their college educations next year; and
WHEREAS, the City of South Bend through its' Common Council wishes
to join the many concerned citizens, and private and public agencies,
in urging the Department of Education to reconsider the fund applica-
tion submitted for the Special Services Program at Indiana University
at South Bend.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The Common Council of the City of South Bend, Indiana,
on behalf of its concerned citizens, hereby requests the Department of
Education to reconsider the fund application submitted by the
Special Services Program at Indiana University at South Bend.
SECTION II. The Common Council believes that the ten - year -old
Special Services Program at IUSB has a proven track record of helping
people with low incomes; those who are culturally or educationally
disadvantaged, and the disabled, in their pursuant of a higher education.
SECTION III. The Common Council requests the City Clerk to send
copies of this Resolution to the Secretary of the Department of
Education, to the Chairmen of the Education Committees of the House
of Representatives and the United States Senate, and to other interested
public officials.
SECTION IV. This Resolution shall be in full force and effect
from and after its adoption by the Common Council and approval by the
Mayor.
