Proposed Upgrades and Improvements
Committee Chair Jo Broden called the meeting to order with two (2) items on the agenda.
Bill No. 60 -16 — Alley Vacation at Portage & Bulla
Committeemember Gavin Ferlic made a motion to continue Bill No. 60 -16 until November 28,
2016 and Committeemember John Voorde seconded, which carried by a voice vote of three (3)
ayes.
Committeemember Randy Kelly entered the meeting at 3:42 p.m.
Bill No. 16 -87 — Support for the South Shore Line Proposed Upgrades and Improvements
Committee Chair Jo Broden stated that there have been a number of projects identified within the
Regional Cities plan but a longstanding one has been to improve the speed and reliability of the
South Shore Line. All of the items that were proposed in the Regional Cities are all targeted at
getting workers from South Bend, to -and -from Chicago, in a very reliable fashion, and also
offering the amenities of Northern Indiana public schools, public spaces, available housing,
inexpensive housing, and quality housing to those available to individuals who reside in
Chicago. It is one (1) of many place - making initiatives that was set out, again, as a primary piece
in the Regional Cities plan. She stated, I am following in suit and hope that you would be in
support, fellow Councilmembers, in similar fashion to the City of La Porte, who passed a

resolution. What this does is give weight, as they go forward looking for federal funds or
requesting additional dollars.
Councilmember Karen White stated that she had the opportunity to speak briefly with
Commissioner Andy Kostielney who was pleased that the Common Council would have the
opportunity to have their voice heard, because the four (4) prong test that the federal government
is looking at to get any kind of match is very competitive, and the more voices heard from the
communities affected, the better.
Committee Chair Jo Broden stated, He had committed to coming to present tonight, as a board
member, and I would suspect that the next thing would be for the Common Council to follow
suit and do a similar resolution to bolster our support of this and other projects that are proposed.
Committeemember John Voorde made a motion to send Bill No. 16 -87 to the Common Council
with a favorable recommendation and Committeemember Randy Kelly seconded, which carried
by a voice vote of four (4) ayes.
With no further items on the agenda, Committee Chair Jo Broden adjourned the meeting at 3:46
p.m.
