HomeMy WebLinkAbout09/30/63 Board of Public Works Minutes3 September 309 1963 A regular meeting of the Board of Public Safety was held on MDriday, September 30, 1963 at 10:00 A.M. All members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT - aUB_STANDARD DIVISION HEARINGS Z Comes now Otto Pozgay, with reference to property being purchased by George Jones and which is sub -standard, located at 1302 Chapin St. Mr. Pozgay requested a continuance on this hearing and was granted two months continuance, at which time the property must be brought up to standard or it will be demolished. No more continuances will be allowed. With reference to property located at 734 S. Bendix Drive, Mr. Grabarz advised the Board that the owner is now entering into private contract for demolishment of this structure. Said procedure is approved by the Board. With reference to property owned by David Harley, located at 1728 N. Kaley Street, this hearing was continued for one week. Comes now Mrs. Clara Winston, owner of property located at 15261 Liston Street. This property has not been demolished as ordered, and Mrs. Winston was directed to appear to show cause why orders had not been carried out. The property is vacant, according to John Grabarz, and is a problem to the neighborhood. Since Mrs. Winston has no further interest in this property, it was the decision of the Board for Mr. Grabarz to advertise for bids for demolishment. REQjgSL-MENEAL HEALTH, INC. i USE OF FIRE STATIONS ) Comes now Mrs. Margaret Burnett, County Chairman of Christmas Gift Program for St. Joseph County Association for Mental Health, Inc., and requests the use of Fire Stations to place receptacles to hold gifts d6nated to Mental Health, Inc. Permission granted after it was learned that this procedure is satisfactory with the Fire Chief. FIRE CHIEF: ATTEND CONFERENCE Permission was granted to the Fire Chief t8 attend an International Fire Chief's Conference, Memphis, Tenn., from ctober 26, 1963 to November 1, 1963 inclusive. TRAFFIC ENGINEER TRAFFIC SIGNS Following the recommendation of the Traffic Engineer, the following installations were approved: 30 Minute Time Limit signs installed to cover 1557 N. Ironwood Drive. ELECTRICAL DEPARTMENT ( STREET LIGHTS ) PETITIONS; Following the recommendation of Nicholas Horvath, Electrical Department Superintendent, the following installations were approved. These are requests by Petitions: 1 - 4000 lumen streetlight at Clearview 8 Scenic. 1 - 4000 lumen street ,14-ght -at Mayfair & Clearview. 232 1 4000 lumen street light in the 2160 Block of Sampson, between Fox and Donald Streets. 1 4000 lumen street light at 1121 Blaine Ave. l- 4000 lumen street light at 3025 Hartzer St. ELECTRICAL DEPARTMENT j PETITION FOR STREET LIGHTS)_ A petition from Mr. and Mrs. M. Weesner of 1223 E. Donald Street and other residents on Donald Street, requests the installation of more street lights on East Donald Street between Leer and Marine Streets. The Petitioners also request an alley light in the alley of Donald Street. and Fox Street. The Petition was referred to Nicholas Horvath, Electrical Department Superintendent, for investigation and recommendation. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placedon file. TRAFFIC ENGINEER ATTEND TRAFFIC MAINTENANCE SCHOOL The Traffic Engineer, Clem Hazinski, was granted permission to send three men from his Department to attend the Marbleite Traffic Signal Maintenance School in Indianapolis, Indiana from October 1 through October 2, 1963. CEMETERY VANDALISM - The Board has been advised that vandalism has: -occurred in Bowman Cemetery, Miami Street, and several grave markers have been overturned. The Board requested the Clerk to notify the Police Department of this and request strict surveillance of bowman Cemetery and other cemeteries so that this vandalism will be stopped. POLICE DEPARTMENT - ATTEND CONFERENCE CAPT. HANS At the request of Chief Harman, the goard granted permission fQr Captain -Hans of the Police Department to attend a Juvenile Probation Officers Conference at Muncie, Indiana on October 2, 3 and 4th, 1963. HEALTH DEPARTMENT REPRESENTATIVE Mr. Stephen Molnar of the Health Department attended the meeting as a representative of the Health Department. POLICE DEPARTMENT( APPLICATIONS An application from Robert Raymond Barna for the Police Department was accepted and ordered placed on file. An application for the Police Department from Lorenzo -Hill for the Police Department was accepted and ordered placed on file. MEETING RECESSED The meeting of the Board of Public Safety was recessed at 10:35 to reconvene at 11:30 in order to hold a Hearing on a Sub -Standard matter. HEARING: BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( J. BUCZKOWSKI The Board of Public Safety reconvened at 11:30 A.M. in order to hold a hearing with reference to a sub -standard dwelling owned by Mr. John Buczkowski, located at 918 N. Brookfield Street. Comes Now John Buczkowski, owner of the above -described property, to show cause why the dwelling located at 918 N. Brookfield Street has not been brought up to standard as ordered. Mr. Molnar of the Health Department stated that the Health Department has received repeated -calls from neighbors because of rats on the 233 I premises.- This health hazard is occasioned by the fact, according to Mr. Molnar and also Mr. Grabarzt that spices and other food are in the house which is now vacant. Also, the house has been entered and ransacked and is a breeding place for vermin. Mr. Buczkowski advised the Board that he had boarded up the doors, had nailed some shut -but that vandals had broken the barricades and entered the house. He also agreed with the Board that the house was in bad condition and that he was trying to sell the property. After hearing Mr. Buczkowski$ Mr. Molnar and Mr. Grabarz, the Board ruled as followtl,-. 1. The house must be cleaned out and all foods must be removed forthwith. 2. All openings on the first floor must be secured. 3. The Board requests a report in two weeks at which time the Board will advise MT.
