HomeMy WebLinkAbout09/23/63 Board of Public Works MinutesSeptember 239 1963 A regular meeting of the Board of Public Safety was held on Monday, September 23, 1963 at 10:00 A.M. All members were present. Minutes of the last regular meeting and the special meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. RECOMMENDATIONS: REPORTS ON PROBATIONARY FIREMEN The Board accepted recommendations from Fire Chfef Andrzejewski for the following probationary firemen: Fireman Clarence JJ.Kgminski - 6 Months Probation Period: Written recommendation favorable. Thomas A. Baliliewicz - 9 Month Probation Period: Written recommenda- tion favorable. Recommended that he be accepted as a first class fireman on South Bend Fire Department. Thomas J. Jozwia - 9 Months Probation Period: Written recommendation favorable. Recommended that he be accepted as a first class fireman on the South Bend Fire,Department. The written reports were ordered placed on file since they- were accepted by the Board as written. BUILDING DEPARTMENT: REQUEST FOR CANOPY ( WM. J. PAULSON) Comes now Louis Smogor, Building Commissioner, and requests permission for Mr. William J. Paulson to approve a two foot projection into public property by William J. Paulson, 1248 W. Washington Avenue. Permission granted, subject to insurance for $100,000 and $300,000 aggregate accident and $25,000 property damage. Said insurance to indemnify the City of South Bend and be continuous. SUILBIND DEPARTMENT: SUB -STANDARD DIVISIONHEARINGS Comes now John Grabarz, Diector of the Sub -Standard Division of the Building Department, and also Mr. and Mrs. Phillips, 225 S. Lake Street with reference to the property. Mr. Grabarz advised that Mr. and Mrs. Phillips had been ordered to appear to show cause why property had not bee demolished, as ordered. After hearing all who wished to be heard, it was the decision of the Board to proceed with demolition and advertise for said demolishment. Comes now Mr. Jones of 320 Hamden Court. Mr. Jones was ordered to repair property and time has not expired. Mr. Jones advised the Board that he is buying property on Land Contract and requested continuance of two wedks. The Board granted a continuance of 6 weeks or November 4, 1963. With reference to property located at 1302,Chapin') also being purchased by Mr. Jones, the time to repair this property will expire at midnight, this date. Mr. Jones has no interest in this property and the Board granted a two week continuance to allow time for him to notify Mr. Otto Pozgay, former owner. With reference to property located at 324 N. Francis Street, which is an Estate, Mr. Grabarz was granted permission to Advertise for demolish- ment proceedings and -to so no-tify Estate. J E 2 19 RE_ COMPLIANCE WITH BUILDING CODE_( MRS. RICE Comes now Mrs. Rice, 2922 Miami Street with reference to repairs being made in the basement of her home which has heretofore been remodeled into sleeping rooms and rente;d to Notre Dame Students.at this time. Mrs. Rice advised the Board that she had received a permit to do this remodeling several years ago. She further stated that recently in an attempt to get a permit for additional plumbing work she had been told that she was not complying with the Building Code inasmuch as said Code prohibits sleeping rooms in a celler. The term "celler" refers to rooms more than 50 percent below ground level. Mr. Grabarz advised the Board that the "celler" sleeping rooms were "very nice" and the home in good condition. After hearing Mrs. Rice, the Board continued the case for one week to allow for an investigation. Ua CIVIL DEFENSE: RE: STORAGE SPACE FOR HOSPITAL.. X A letter to Mayor Bruggner from John lai �ybor,'�irector of Civil Defense with reference to the possibility of getting sufficient space in the North Pumping Station for storage for a 200 bed hospital, was submitted to the Board. Mr. Klaybor requested cooperation in getting two large used refrigerators for this area in the event the location is approved. The Board advised that cooperation would be given in this venture. The letter was accepted and ordered placed on file. PETITIONS:` STREET LIGHTS ( ELECTRICAL DEPARTMENT) A Petition from residents of Clearview and Mayfair requested the installa- tion of two street lights, if possible; one at Clearview and Scenic Drive and one at Mayfair and Clearview - the first choice at Mayfair. A Petition from residents of Donald and Fox Streets, submitted by Councilman Lehman, requested the installation of a street light at - Sampson Street between Donald and iox Streets. Both petitions were referred to the Electrical Department for investiga- tion and recommendation. TRAFFIC ENGINEER: TRAFFIC SIGNS Following the recommendation of the Traffic Engineer, the following installations were approved: Yield sign installed on York Road, northwest corner, at Jackson Blvd. Stop: sign, -installed on Linden, northeast corner, at Olive Street. REQUEST: ATTEND CONFERENCE ( POLICE DEPARTMENT Police Chief Orson Harman was granted permission to attend the International Association of Chiefs of Police Conference at Houston, Texas from October 5 through October 10, 1963. SPECIAL POLICE BONDS The following Special Police Bonds,-filed'..an&z approved and ordered placed on file: for Special Police employed by Studebaker Corporation - Everett F. Self and Robert A. Gish. For Special Police. employed by Drewry•s Ltd. - Robert S. Kizer and Fred F. Miller. BOARD OF HEALTH REPRESENTATIVE Stephen Molnar, representing the Soard of Health, was present at the meeting. MONTHLY REPORT: B DING�,D :PART,MENT The Montnly Report for the month of August, 1963 from the South `.Bend Buildiing'Depaitmont, was accepted and ordered placed on file.
