A regular meeting of the Board of Public Safety was held on Monday,
August 26, 1963 at 10:00 A.M. All members were present. Minutes of
the last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.
_OPENING OF BIDS: POLICE_ DEPARTMENT CARS )
The time now being after 10:00 A.M. it was so announced and bids
were opened for cars for the use of the Police Department. Proofs
of Publication from The South Bend Tribune with affidavit signed by
Robert DeLong and The Record with affidavit signed by W. Joseph Doran
were found sufficient.

The bid for 5 Sedans and 1 Station Wagon submitted by Freeman -Spicer
Co., Inc. being the lowest bid, the Board now awards the bid for the
6 units to Freeman -Spicer Co., Inc. subject to compliance with the
specifications. No action will be taken on bids for one car only.
BUILDING DEPARTMENT HOUSE MOVE
Comes now Louis Smogor, Building Commissioner, and requests permission
to move the following houses:
328 N. Lafayette Blve. to 820 Park Avenue (two story house)
26 x 41 x 29 House and 24 x 26 x 16 Garage

Mr. Smogor reported that house is structurally sound.

Comes now Mr. William Dixon of 2518 Rogers Street to report that there is
no sewage in the area. Mr. Andrysiak informed the Board that plans for
sewage installation will be submitted to the Board in the near future.
Based upon this information, the Board approves the above move to Rogers
Street.

REGULATIONS FOR HOUSE MOVES:
The Board now sets out the following regulations to be followed in
future house moves:
1. Plot Plan will be submitted to the Building Department prior to
each move.
2. Insurance indemnifying the City of South Bend and the property
owners in the area will be submitted.
3. House will not be occupied until up to standard on all Ordinances.

4. House will be placed within the lot lines.
5. Moving will be compledted within 90 days of date of permit or
house will be moved from premises.
The Board ruled that these provisions shall apply on the house moves
approved this date and listed above.
SUB -STANDARD DIVISION —HEARINGS_ )
Comes now Carl Weidler, attorney, representing owners of property
located at 525 Cottage Grove and requests a continuance of from 60
to 90 days in order to get clear title and make necessary repairs.
Mr. Weidler reported that the deed is now in excrow.
The Board ruled that a continuance be granted and that the houseshall
be completely repaired by November 12, 1963. Also, it shall not be
occupied until it is repaired.
Comes now Mr. George Stark with reference to property located at
322 W,Marian Street and requests permission to tear house down.
Permission granted and the Board stipulated that all rubish be removed
from premises within 60 days. Completion date set for October 289 1963.
TRAFFIC ENGINEER:_ PETITION FOR STOP SIGN VICTORIA & MARINE)
The Board accepted a Petition from residents in the area of Victoria and
Marine Streets requesting the installation of a stop sign on Victoria
and Marine Streets and referred said Petition to the Traffic Engineer
for investigation and recommendation.
TRAFFIC ENGINEER LINSTALLATIONS - TRAFFIC SIGNS)
Following the recommendation of theTraffic Engineer, the following
installations were approved:
Stop signs installed on Napoleon Street, both sides, at St. Joseph
Stop signs installed on Foster Street, both sides, at Napoleon
Stop signs installed on Irvington, both sides, at Dale St.
Stop signs installed on High Street, both sides, at Irvington
TRAFFIC ENGINEER: REPORT - NEW YORK CENTRAL RAILROAD OLIVE & SAMPLE
GROSSING _ —--~----
Clem Hazinski, Traffic Engineer, submitted a letter from New York Central
Railroad in answer to his written request that the railroad crossings
at Olive and Sample and also at Ford and Lincolnway 'Nest be repaired.
Mr. Teeter, Division Engineer, advised Mr. Hazinski that due to circumstances
beyond their control the repairs could not be made but an effort would
be made to do the necessary repair work before winter set in.
The Board ruled that the City will require that these repairs be made
before winter sets in.
ELECTRICAL DEPARTMENT ( INSTALLATIONS)
Following the recommendation of Nicholas Horvath, Electrical Department
Superintendent, the following installations were approved:
1. Installl 5 - 21000 lunen street lights in front of the
Bendix Administration Building. (Remove 2-1000 lumen lights.)
To be done as per attached drawing.
2. Install 14 - 4000 lumen street lights in Scottsdale Addition
(Section "D"). To be done as per attached drawing.
PETITIOU ELEC£RICAL:DEPARTNENT ( STREET LIGHTS - VIRGINIA_ST.)
Councilman Lehman submitted a Petition from residents of Virginia
Street requesting the installation of two street lights on Virginia
between Indiana and Broadway.
The Petition was referred to the Electrical Department for investiga-
tion and recommendation.
STREET LIGHT OUTAGE REPORTS_
Street Light Outage Reports were accepted and ordered placed on file.
POLICE DEPARTMENT: ATTEND CONFERENCE DEVOLDER)
Permission was given to Det. Sgt. DeVolder to attend a conference
of the Indiana Mental Health Association in Indianapolis, Indiana,
September 19 to the 21st, 1963.
POLICE DEPARTMENT: SERVICE PENSION (_CAPT. CIESIELSKI)
The Board approved a request from Capt. Stephen J. Ciesialski for
a!service pension after 212 years on the Police department. Capt.
Ciesielski will be on vacation which will terminate September 1, 1963.
With the two week terminal leave period following, his official
separation from the City payroll will be September 15, 1963,
FIRE DEPARTMENT: _ATTEND CONFERENCE ( CHIEF ANDRZEJEWSKIJ
Permission was granted Fire Chief Andrzejewski to attend the Indiana
Fire Chief's Association Conference on September 10, 11, 12 and 13,
1963 in Fort 'Wayne, Indiana.
APPLICATION: FIRE DEPARTMENT
An application for the Fire Department from Jack Martin Piechowicz
was accepted and ordered placed on file.
HEALTH DEPARTMENT REPRESENTATIVE_
Mr. Stephen Molnar attended the meeting as a representative of the
Health Department.
There being no further business to come before the Board, the
meeting
was adjourned at 11:00 A.M.
