A regular meeting of the Board of Public Safety was held on Monday,
August 5, 1963 at 10:00 A.M. All members were present. Minutes
of the last regular meeting and the special meeting were read and
approved. Vouchers were approved and ordered paid to the various
suppliers.
RAILROAD CROSSING GUARDS: NEW YORK CENTRAL & GRAND TRUNK WESTERN
Comes now Mr. Frank Kaiser, Osceola, Indiana and Charles Sudlow,
515 Fairmount, Mishawaka, Indiana and submits to the Board a
communication addressed to the Brotherhood of Maintenance of Way
Employees wherein the Grand Trunk Western Railroad Company and the
New York Central Railroad Company contemplate abolishing certain
railroad crossing guards as of August 7, 1963.
Mr. Kaiser and Mr. Sudlow asked the City to investigate in the
interest of public safety.
Clem Hazinski, Traffic Engineer, was requested to investigate and
submit a report.
A letter was drafted to Mr. H. A. Sanders, Vice -President &
General Manager of the Grand Trunk Western Railroad Company and
Mr. C. L. Statder, Assistant General Manager -Employee Relations,
New York Central Railroad Company, copy to be sent to Mr. C. S
Buck, Assistant General Chairman, Brotherhood of Maintenance of Way
Employees stating that the Board objects to the removal of watchmen
at the Olive and Sample Street crossings because this would add to
hazards at that high vehicular volume location which is the scene
of many accidents between motor vehicles and trains.
Mr. Hazinski was in full agreement with this action of the Board.
TRAFFIC ENGINEER:_ TRAFFIC SIGNS
Following the recommendation of the Traffic Engineer, the following
installations were approved:
3 - No Parking signs in alley at rear of 1337 Joyce Street, next
to Pinhook Lagoon.
2 Hour time limit sign installed to cover 1533 Lincolnway;'West
Stop Signs installed on Ruskin Street, both sides, at Roberts St.
Reversed Stop Signs at Dubail & Magnolia, signs installed on
Dubail instead of Magnolia.
Stop Sign -put_ on Pokagon, both sides, at St. Joseph St.
Stop Signs installed on Foster Street,'both sides, at Pokagon
Stop Signs installed on St. Joseph Street, both sides, at Peashway.
Stop Signs installed on Peashway, both sides, at Foster St.
BUILDING DEPARTMENT SUB -STANDARD DIVISION 1
Comes now Joseph Ettl, attorney, representing property owners of
property located at 715 S. Meade Street. The Board was informed
that a demolition order had been issued but that the house can be
renovated. The owner, Mr. Blad, has had,:illtess in the family and
since he is a farmer, he requested, through his attorney, an extension
of six months in order to allow him to harvest his crops. The house
is now vacant.
After hearing all who wished to be heard, it was the decision of the
Board to allow a continuance until February 1, 1963. In the meantime,
the house will remain vacant and all necessary steps will be taken

by the Sub -Standard Division for public safety.
PROGRESS REPORT TRAFFIC ENGINEER ( PETITION TO REDUCE SPEED
ARCH AVENUE_) �
Clem Hazinski, submitted a report in response to a Petition from
residents on Arch Avenue, between Edgewater Drive and Lincolnway
East, to reduce speed because of the many children in the area.
After examination, it was Mr. Hazinski's recommendation that Watch
For Children signs should be installed at each end of the block.
If this does not remedy the problem, further studies and corrections
will be made.
Mr. Hazinski's suggestion and recommendation was approved.
ELECTRICAL DEPARTMENT ( INSTALLATION Z
Following the recommendation of Roger DeClercq, Assistant Superintendent
of the Electrical Department, the following recommendation was
R approved:
1 - street light at 725 Dundee Street.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
BUILDING DEPARTMENT MONTHLY REPORT
A Report for the month of July, 1963 from the Building Department
was accepted and ordered placed on file.
POLICE DEPARTMENT MOVE OUT OF CITY LIMITS - R. BEJMA )
Following the recommendation- of Police Chief Harman, the Board
granted the request of Officer Robert Bejma to move from the City
into the country in the housing development known as Arlington
Heights which is two miles from the city limits. Officer Bejma
has twelve and one-half years service in the Police Department.
ST. JOSEPH COUNTY HEALTH DEPARTMENT REPRESENTATIVE
Mr. Alex Dlugosy represented the Health Department at the meeting
of the Board.
TRAFFIC ENGINEER: LCLOSING PARKING METERS - DOWNTOWN AREA )
Following a request by Miss Virginia §uthrie, Executive Secretary
of the South Bend Civic Planning Association, Clem Hazinski was
requested to check the necessity of closing certain parking meters
at W. Colfax between Michigan and Main Street, on Wayne Street from
Michigan to Lafayette. Also, Miss Guthrie questioned the necessity
of.yellow curbing on !Nest Jefferson from alley west of Michigan to
Fain Street, north side.
There being no further business to come before the Board, the meeting
was adjourned at 11:20 A.M.
