A regular meeting of the Board of Public Safety was held on Monday,
Ju;y 8, 1963 at 10:00 A.M. All members were present. Minutes of the
last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION (HEARINGgj
Comes now Joseph Ettl, attorney, representing Orvill and Ruth Burkett
with reference to property owned by them and located at 1605 Sheridan
Avenue. Hearing was set for today to show cause why property has not
been brought up to standard.
This hearing is now continued until October 14, 1963.
Comes now Irving Goldberg, 320 William Street and states that he has
a buyer for this property, who understands what has to be done in
order to bring property up to standard.
The Board ruled that he bring in the prospective buyer next- Monday,
July 15, 1963. Case continued until that date.
Comes now Sam Bernstein , with reference to property he owns located
at 1603- Prairie Avenue.
Mr. Bernstein informed the Board that he has..a contractor who will
repair property.
Case continued until September 23, 1963 and condemnation order held
until that date.
Comes now Noble Roy, 116 E. Pennsylvania Avenue to show cause why
property has not been brought up to standard. Mr. Grabarz advised
the Board that repair orders were issued for this property in 1962
and Mr. Roy has not complied with said order. Heuse has been vacant.
Mr. Roy explained that he has been out of work and requested two
months to bring house up to standard.
Request granted and hearing continued until September 23, 1963. The
Board informed Mr. Roy that this would be the last continuance issued.

The Board also ruled that this would be the last continuance allowed.
Mr. Grabars informed the Board that the.Return Receipt from Certified
mail sent to the owner of property at 525 Cottage Grove Avenue had now
been received, and the Board directed him to proceed with demolition
advertisements.
TRAFFIC ENGINEER-( TRAFFIC SIGNS
Following the recommendation of the Traffic Engineer, the following
installations were approved:
No Parking signs installed on each side of Gate 6 of Bendix Corp.,
on the west side of Bendix Drive.
Yield sign installed on Pinhook Drive, southwest corner, at
Riverside Drive.
Stop signs installed on Eckman Street, both sides, at Main St.
No Parking This Side sign on Hill Street, north side, at rear of
1015 E. Madison Street.

No Parking signs on Westmoor Street, north side, 20 ft. east &
west of Illinois St.
No Parking signs on Westmoor Street, north side, 20 feet east &
west of Wellington St.
No Parking signs on Bendix Drive on curve between Goodland &
Roger Streets, northeast side.
No Parking w.arrows signs installed on Bendix Drive in front of
Bendix Gate #6 for 40 feet.
30 Minutes Time Limit signs installed at 1129 Western Avenue
2 Hour Time Limit signs installed at 301 E. Sample Street.
PETITION: ELECTRICAL DEPARTMENT ( STREET LIGHT
A Petition from residents of Riverside Drive for a street light
on north property line of 2135 Riverside Drive, the Serge residence,
was presented to the Board.
The Board referred the Petition to the Electrical Department for
investigation and recommendation.
PETITION DENIED: ELECTRICAL DEPARTMENT ( ALLEY LIGHT_)
Following the recommendation of Nicholas Horvath, Superintendent of
the Electrical Department, a Petition for a street light in the alley
in the rear of 1114 S. Franklin Street was denied.
TRAFFIC ENGINEER REDUCED SPEED ---ARCH STREET
A request from Mr. Fotia, Precinct Committeeman of Fourth Precinct,
Fourth District requesting that a 10 to 15 miles per hour speed be
enforced on Arch Street between Edgewater Drive and Lincolnway East
because of the many children living in this block was referred to
the Traffic Engineer for investigation and recommendation.
BUILDING DEPARTMENT OCCUPY _PART OF PUBLIC WALK - W. JEFFERSON
Comes now Louis Smogor, Building Commissioner, and requests that
part of a public walk located at 230 W. Jefferson Boulevard be
occupied by Glaser Construction Company to allow them to remove
windows and put in wall was approved. Approximately 5 feet of
the walk will be occupied. The windows to be removed are on the
So. Lafayette Street side of this building.
BUILDING DEPARTMENT-M0_NTHLY REPORT
A Monthly Report for the month of June, 1963 from the Building Department
was accepted and ordered placed on file.
WEIGHTS & MEASURES REPORTSi
A Monthly Report for the month of June, 1963 from the Department of
Weights & Measures was accepted and ordered placed on file.
Also, a Report for the fiscal year from July 1, 1962 to July 1, 1963
was accepted and ordered placed on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
BUILDING DEPARTMENT ATT,&ND CONFERENCE J
Comes now Louis Smogor, Building Lommissioner, and requests permission
to attend a conference of Indiana Inspectors in Terre Haute, Indiana
on August 5, 1963 through August 7, 1963. He also requests that the
following members of his Department attend: Mrs. Betty Burch, Messrs.
Elwyn Feinhold, Charles Sander and John Grabarz.
Permission granted.
RE: REPORT FROM FIRE CHIEF - PROBATION FIREMAN_MEZYKOWSKI
In accordance with irs tructions from the Board9 the fire Chief now
submits a report concerning Probation Fireman David Mezykowski
in which he recommends suspension as disciplinary measure and
extension of Probationary period.
The Board requested the Fire Chief to submit charges for a hearing
in two weeks.
RE: POLICE DEPARTMENT REPORT BICYCLE HORNS_ - ORDINANCE
The Police Department was directed by the Soard to Ve-submit a
report with reference to the sounding of bicycle horns in the City
of South Bend. Assistant Chief Burkart reported at this meeting
that the Police Department had been alerted to the Ordinance requiring
horns on bicycles to warn their approach in the business district.
The Board requests that this Ordinance be enforced throughout the City.
There being no further business to come before the Board, the meeting
was adjourned at 11:30 A.M.
