HomeMy WebLinkAbout06/10/63 Board of Public Works MinutesJune 101, 1963 A regular meeting of the Board of Public Safety was held on Monday, June 109 1963 at 10:00 A.M. All members were present. Minutes of ;the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. HEARING: BEVERLY PLACE —ONE WAY TRAFFIC TRAFFIC ENGINEER Z A hearing on the one way system now in effect on Beverly Place was had on this date. After examination, it was the decision of the Board that the one-way system shall stand. It was also the decision of the Board that no parking should be put into effect on the shoulders and that speed control be effected, subject to the Traffic Engineer's findings. Comes now Mr. Don Yates who represents a group of residents in the area and informs the Board that the group will accept the one-way system provided that steps be taken in the near future to widen the street under Barrett Law so that it can be made a full street and a two-way street. TRAFFIC ENGINEER: TRAFFIC SIGNS ) Following the recommendation of the Traffic Engineer, the following installations were approved: Pedestrian crossing signs & crosswalk installed in the 600 block of Chapin Street at Oliver Company Plant gate. No Parking signs installed 60 feet north and south of Oliver Plant Company gate in the 600 block of Chapin Street. BUILDING DEPARTMENT - HEARINGS ( SUB -STANDARD DIVISION Comes now Mr. John Grabarz, Director of the Sub -Standard Division of the Building Department, and advises the Board that property being purchased by Mrs. Clara Thomas on Land Contract, located at 317 S. Kentucky Street is sub -standard and repair orders have been issued. The former owner, Mr. James Cauffman, now deceased was given additional time in which to repair this property. His widow was requested to appear to show cause why repair orders had not been complied with, but she failed to appear. It was the decision of the Board, after hearing Mrs. Thomas who stated that she did not have the necessary funds to make the repairs, that this house must be brought up to standard. Hearing continued for one week to allow Mrs. Thomas time to decide what course to pursue. Comes now Mrs. Flordia Smith, formerly Miss F. washingto n, with reference to property at 302 S. Liberty Street. Mrs. Smith requested an extension of time in which to bring property up to standard. After hearing Mrs. Smith, it was the decision of the Board that an extension be granted for 90 days to bring property up to standard. However, the Board further ruled that this property must not be 6ccupied in its present condition. Mrs. Smith agreed to vacate property in one week and, in the meantime, to use it as a sterage place only. She and her family will sleep elsewhere. With reference to property located at 122 Studebaker Street, the Board directed Mr. Grabarz to order property condemned and to send letter to the Welfare Department. Mr. Grabarz informed the Board that he had received a letter from the known party of interest. With reference to property located at 517 E.Bronson Street, owned by Ivan Rogers, Mr. Grabarz advised the Board that this property had been condemned and ordered torn down. Within the past few days some 1 1 1 work has been done toward tearing down structure. Hearing continued for one week. At the suggestion of Mr. Grabarz the hearing for property located at 122 E. Paris Street, owned by Joseph Rightley was continued for two weeks to allow sufficient time for him to contact the owner, Mr. Rightley. RE: PETITION - WW.LAWTONSTREET REPORTS FROM HEALTH AND FIRE DEPTS.) A Petition filed with the Board from residents of the 2500 block and surrounding area with reference to debris which is stored on the lot (Lot 639 rIest End Subdivision) in the 2500 block of W. Lawton Street was brought before the Board, together with reports submitted by the St. Joseph County Health Department and the Fire Department. The Petitioners claim this is a blight to the neighborhood and is a breeder of rats and that this condition is a fire hazard and a health hazard. The Report from the Fire Department states that the claims are true and that thisa rea could be considered a junk yard and should be cleaned up. The Health Department Report claims that there is trash and garbage and old lumber stored on this lot. These conditions cause a breeding place for rats, according to the Health Department Report. Mr. Stephen Molnar, representing the St. Joseph County Health Departmen4 appeared before the Board to substantiate his report and further stated that there were instances in this neighborhood where the signers of the Petition were as much in violation insofar as health hazards are concerned - such as garbage cans without lids, burning of garbare, etc. Mr. Grabarz also appeared before the Board and stated that this area was zoned heavy industrial so that the storing of lumber on this lot in question was not a violation. However, after hearing all who appeared, the Board iuled that the Health Department will follow through to see that no violations are allowed to continue. The matter was continued indefinitely, in case of further issue. BUILDING DEPARTMENT:_ MONTHLY REPORT A Report for the month of May, 1963 from the Building Department was accepted and ordered placed on file. POLICE DEPARTMENT: REQUEST FOR MILITARY LEAVE ( VOSS AND CHIEF HARMON) Permission was granted to Police Chief Harman and Officer Frederick W. Voss for Military Leave fron July 14 through July 28, 1963. During this period the above officers will be on duty with the United States Air Force. POLICE DEPARTMENT:_ LETTER OF COMPLIMENT - DET. SGT. NAWROCKI ) A letter from Charles D. Cashman to the Board complimented the Police Department and Detective Sergeant Edward Nawrocki in particular, for the splendid police work in recovering valuable diamonds and jewelry stolen fron Mr. Cashman's mother on or about May 27 1963. The_Clark was directed to commend---the-Department and Detective Sergeant :lawrocki, in particular, and ordered the letter placed on file. ELECTRICAL DEPARTMENT_: RQUEST FOR MILITARY LEAVE ( YIEGENKA ) The Board granted permission to Michael J. Wegenka of the Electrical Department for Military Leave from June 29 through July 14, 1963. Mr. Wegenka will be on duty at Camp McCoy, Wisconsin with the 5th Howitzer Battalion 50th Artillery. ELECTRICAL DEPARTMENT STREEC LIGHT INSTLLATIONS ) Following the recommendation of Nicholas Horvath, Electrical Department Superintendent, the following installations were approved: 1 - 4000 lumen street light in the 2000 Block Bergan St. 1 - 4000 lumen street light at Ecko Drive & Brockton (Garland Addy 1 - 4000 lumen street light at Kirby Ct. & Ecko Drive. it it APPLICATION: FIRE DEPARTMENT An application for the Fire Department from Frank Joseph Spromberg was accepted and placed on file. CERTIFICATE OF INSURANCE OLIVER ANNEXXDUCOMB APTS. ) CHRISTMANN COIF. A Certificate of Insurance showing workmen's compensation and occupational disease insurance, comprehensive general bodily injury and property damage and automobile insurance covering the operations of H. G. Christman Construction Company in connection with the repair work on the Ducomb Apartments, formerly the Oliver Annex was submitted to theBoard, approved and ordered placed on file.
