A regular meeting of the Board of Public Safety was held on Monday,
May 20, 1963 at 10:00 A.M. All members were present. Minutes of
the last regular meeting and:special.meeting.were read'and approved. Vouchers were
approved and ordered paid to the various suppliers.
TRAFFIC ENGINEER: i BEVERLY PLACE - ONE WAY STREET EXPERIMENT )
Clem Hazinski, Traffic Engineer submitted as progress report on the
one-way system being used on Beverly Place. A report on the results
of this trial was to have been completed by this date. However,
Mr. Hazinski submitted a letter in which he explained that other
activities, such as signalization at Edison Road and South Bend
Avenue and other projects that had priority had prevented him
and his department from completing studies on the Beverly Place
experimentation.
Mr. Hazinski requested a continuance of two weeks to allow him
to complete his investigation and submit a final report.
A group of residents of the area appeared before the Board but
were not heard. It was the decision of the Board that nothing
could be gained by hearing individuals with pro and con arguments
on the advisability of making Beverly Place a one-way street
between Oakwood and Lathrop Streets until Mr. Hazinski had completed
his investigation and submitted his findings.
Case continued for two weeks, or until June 3, 1963.
TRAFFIC ENGINEER TRAFFIC SIGN INSTALLATION
Following the recommendation of Mr. Clem Hazinski, the following
installations were approved:
Stop sign installed on Kessler St., N X. corner at Elwood
_:Avenue.
Right Turn Only sign on Black Oak Drive, east side, just
north of 1st drive south of Edison .
No Left Turn sign on southwest corner of Edison & Black Oak
facing south.
40 MPH sign removed from South Bend Avenue, south side, west
of White Oak Drive.
12 Minute Parking Limit At This Meter signs installed on parking
meters located:
On South Michigan Street at 9050 911, 919, 1001, 10159 920,
908, 1006 & 30' N. of Keasey Street on east side of Michigan St.
Black Oak Drive made One Way, south, Street from Edison Road to
Oak Park Drive.
Stop Sign installed on Ruskin St., northeast corner, at Greenlawn.
Time Limit signs installed to cover 531 S. Eddy Street.
BUILDING DEPARTMENT; OONSTRUCTION COMPANY_( CERTIFICATE OF
INSLRANCE )
A Certificate of Insurance covering Muia Construction Company, Inc.
under Workmen's Compensation from May 18, 1963 to May 18, 1964 was
accepted and ordered placed on file.

BUILDING DEPARTMENT _-SUB-STANDARD DIVISION ( HEARING
Comes now Eles Shum, *ho its presently buying property located at
2119 Bertrand S�reet, on order from the Board, to report what
progress he has made in bringing property up to standard.
Mr. Shum reported to Mr. Grabarz who was also present, that he had
no written information but that he had talked with individuals
concerning repair of property.
After hearing Mr. Grabarz and Mr. Shum, it was the decision of
the Board that Mr. Shum be allowed four months to complete the
work, as stipulated in the meeting of May 139 1963. However,
the Board further stipulated that work must begin within one month
or demolition will proceed.
Mr. Grabarz was directed to so notify the former owners and
present holders of the Land Contract of this arrangement.
With reference to property located at 1302 Chapin Street, Mr.
Grabarz informed the Board that letters to Mr. Abe Bradley, owner
of the property and Otto Pozgay, attorney, had been sent via
Certified Mail, Return Receipt Requested.
The letters advised that the extension allowed to repair the
property had expired and pending-,the'FSib-Standard.Divisiba's:inv.estigation,
t"hit`_da.teo':.Perml§sion would be asked of the Board to advertise for
bids for demolition.
Mr. Grabarz reported that he had not received the Return Receipt
from Mr. Pozgay. It was the decision of the Board to continue the
hearing for one week to allow time for acknowledgment of the letters.
With reference to property located at 1613 W. Ewing Avenue, Mr.
Grabarz reported that the owners did not want anything to do'.with this
property.
ft- .Grabarz was directed by the Board to proceed with taking of bids
for demolition.
POLICE DEPARTMENT (_LETTER OF COMPLIMENT
A letter from Mr. Karl DuBail, 112 S. Notre Dame Avenue, to Police Chief
Harman, copy to the Board of Public Works & Safety, was submitted to
the Board. The letter complimented Officers Loren Bussert and Ernest
Busch for their courteous and considerate behavior at the time Mr.DtBail
required the services of the Police Squad Car for emergency treatment
in St. Joseph Hospital as the result of a slight accident.
Mr. DuBail requested that the two officers be commended for their good
work.
The letter was accepted and ordered placed on file and the Clerk of the
Board directed to express the Board's appreciation to the Officers
involved.
APPLICATION ( POLICE DEPARTMENT
An application from Hugh Aaron Ort for the Police Department was accepted
and ordered placed on file.
ACCIDENT REPORT ( POLICE DEPARTMENT
A non -injury accident report from the Police Department was accepted and
ordered placed on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were.accepted and ordered placed on file.
BOARD OF HEALTH: REPRESENTATIVE
Mr. Steven Molnar of the St. Joseph County Health Department was
present at the meeting in order to be informed in the event anything
of interest to the Health Department was discussed.
There being no further business to come before the Board, the meeting
was adjourned at 10:45 A.M.
