A regular meeting of the Board of Public Safety was held on Monday,
May 13, 1963 at 10:00 A.M. All members were present. Minutes of the
last regular meeting were read and approved. Vouchers were approved
and ordered paid to the various suppliers.
OPENING AND AWARDING OF BIDS: BUILDING DEPARTMENT SEDANS
The time now being after 10:00 A.M. it was so announced and bids for
2 sedans for the Building Department were opened and read aloud.
Proofs of Publication from The South Bend Tribune with affidavit signed
by Robert DeLong and The Record with affidavit signed by W. Joseph
Doran were found sufficient.
The following bids were received:

It appearing that Newman & Altman has the lowest and best bid, the
Board hereby awards the contract for 2 Cars to Newman & Altman,
subject to conformity to the specifications.
BUILDING DEPARTMENT: CERTIFICATE OF INSURANCE ( OFFICE ENGINEERS
The Board approved Certificate of Insurance from Office Engineers,
indemnifying the City of South Bend for injury and/or property damage
in connection with the construction of an overhang at their office
building on Michigan Street, South Bend, Ind. The Certificate was
ordered placed on file.
BUILDING DEPARTMENT: CONSTRUCTION OF CANOPY ( WESTERN AVE., SUPERMARKET)
The Board approved the construction of an overhanging- canopy on a
supermarket now under construction at 2602 Western Avenue, subject to
compliance with the Building Codes and upon receipt of Proof of
Insurance indemnifyi-ng-t-he--City of --South Bend for individual accident

in the sum of $100,000 and aggregate accident $3009000 and
personal property damage $250000.
BUILDING DEPARTMENT: SUB -STANDARD DIVISION
Comes now J. Chester Allen, representing Ruzenbell White , owners
of property located at 108- 1081 N. St. Louis Boulevard and requests
an extension of 90 days in order to allow- owners to complete
remodeling..
Upon the recommendation of J. Chester AlleTi, extension granted and
case continued until August 12, 1963.
Comes now Mr. Peter Nemeth and Louis Molnar, Fee Simple Owner and
having heard the presentation of the above case, concurs With the
request as outlined by J. Chester Allen.
With reference to property located at 228 E. Pennsylvania Avenue,
comes now Mrs,C. Stewart, owner, who states that the has contacted
an individual to complete the repairs necessary to bring property
up to standard.
Hearing continued for one week to give owner sufficient time to
ascertain whether repairs can be made so that property will be
up to standard.
With reference to property owned by Jewell Williams and located at
617 Neddo Court, this hearing is continued for one week. Sub -Standard,
Division representatives ditected:to send registered letter to
parties of interest.
Permission was given to Sub -Standard Division to advertise for bids
for demolition for property located at 1307 W. Jefferson Boulevard.

The following bids were received for the demolition of the properties
described below:

After due examination, the bid was awarded to B & 0 Building & Wrecking
Company for 11325.00, with salvage.

A & J. Demolition Co.
$275.00 with salvage
$305.00 without salvage
After due examination, the bid was awarded to A & J Demolition
Company for $275.00 with salvage.
Comes now Eles Shum, 2119 Bertrand Street who requests 9 months
in which to bring property up to standard.
Request denied but Boad will allow up to 4 months to complete
repairs. Owner directed to return in one week to report what
arrangements have been made to repair this property.
Continued until May 20, 1963.
POLICE DEPARTMENT:_ PROMOTIONS
Following the recommendation of Police Chief Harman, the following
promotions in the Police Department were approved:
Lt. Melvin Pasalich will be promoted to rank of Captain and remain
in command of the Vice Squad, effective May 169, 1963.
Detective Sergeant Neal Hans will be promoted to the rank of Lieutenant
and take command of the Juvenile Aid Bureau, effective .May 169 1963.
Officer Donald Niezgodski will be promoted to the rank of Detective
Sergeant, effective June 1, 1963.
SPECIAL POLICE BONDS( R. FRY AND M. VANKIRK)
A Special Police Bond for Raymond Fry, employee of The South Bend
Tribune, was approved and ordered placed on file.
A Special Police Bond for Maria Van Kirk was approved and ordered
placed on file.
PETITION: REQUEST FOR STREET LIGHTS -
A Petition from residents of Beale Street was submitted to the
Board. The Petition requests the installation of one or two
street lights in the 1000 and 1100 blocks of Beale Street.
The Petition requests the lights due to recent prowlers in the
neighborhood and for the safety of young children in the vicinity.
The Petition was referred to Nicholas Horvath for investigation
and recommendation.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on
file.
WEIGHTS & MEASLRES REPORT
A Report for the month of April from the Department of Weights &
Measures was accepted and ordered placed on file.
There being no further business to come before the Board, the
meeting was adjourned at 10:55 A.M.
